Questions and Answers for IDIQ Part 2

1. Per the Questions & Answers posted on November 24, question #5, could you please clarify if we are to submit a joint venture agreement? Your answer implies that we are not required, but then states it should be limited to one page.

ANSWER: Yes, submit a joint venture agreement.

2. Per the Questions & Answers posted on November 24, question #15 appears to conflict with question #33. Can additional staff/positions be shown on the organization chart, and if so, are resumes required for all names we show on the organization chart? If so, will these non-required disciplines be evaluated?

ANSWER: Please only provide the key disciplines requested in the amendment. You can show additional staff/positions on the organization chart, if you like, but we only want to see resumes for the key personnel. We will only evaluate the key personnel.

3. In the solicitation under (1) Project Information, it lists “program management conceptual designs.” Is this meant to be two separate project types (program management and conceptual designs)? Please confirm.

ANSWER: Yes.

4. Are we permitted to use a smaller font than 10 point for tables/graphics?

ANSWER: Per the synopsis, “Font size shall be 10 or larger”.

5. Please confirm that a maximum of five projects are required as part of this SF330’s Section F submission.

ANSWER: Per the amendment to the synopsis, “Firms shall provide up to 5 projects demonstrating their experience in the types of projects and products as described and show specialized experience of the proposed team in provision of the services noted above.”

6. The response to question #5 indicates that the JV agreement should be one page. Please note that a standard JV Agreement required by the SBA, is typically 4-5 pages or longer. Should we submit the entire JV Agreement or, in order to meet the one page limit, would you accept the last page of the signed agreement?

ANSWER: We will accept the joint venture up to 5 pages and will exempt the pages from the not to exceed the 125 page count.

7. Because the full CPARS text is typically several pages for each evaluation, in lieu of providing the full reports, may we provide a table that lists selected CPARS for our projects or task orders, provides the average ratings, and provides excerpts of comments?

ANSWER: Yes, it is ok to consolidate the responses for CPARS into a table. Please include any and all write-ups provided as justification for the rating(s) in the table, as applicable.

8. Regarding question 34, please clarify in which section of the proposal the government would like CPARS and PPQs. The response to question 34 states that past performance information should be provided per the requirements under an SF330. The SF330 specifies that “additional information” be provided in Section H. Since the subject solicitation limits Section H to 10 pages, may we provide past performance information such as CPARS and PPQ forms in an appendix to Section H?

ANSWER: We will increase the page limit from 10 to 20 pages for Section H to allow accommodation of additional information, but please only provide relevant information.

9. Will the government review and evaluate resumes for disciplines other than those listed in the response to question 15? Responses to questions 15 and 23 imply that proposals should only include resumes for the listed disciplines. However, the response to question 33 leaves the submission of resumes for additional disciplines to the discretion of the proposer.

ANSWER: We will only be evaluating the resumes for key personnel; however, if additional personnel are provided we may review them for inclusion into the team as well.

10. Q&A #8 references a CCM registration for the construction manager, but Q&A #15 lists revised key personnel and does not include construction manager. Please confirm if construction manager is a key personnel.

ANSWER: The Construction Manager and Survey Crew were deleted per the amendment.
