JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: Department of the Army U. S. Army Engineer District – Baltimore 10 S. Howard St Baltimore, MD 21203

2. DESCRIPTION OF ACTION:

Approval is requested for sole source services for valve repair for the 2nd High Spill Valve in the Dalecarlia Pump Station at the Washington Aqueduct’s Dalecarlia Water Treatment Plant. An IGE for these repairs has been approved in the amount of

The “2nd High Spill Valve” is essentially a system safety that allows for excessive pressure in the 2nd

High Pressure Main to “spill” over into the 1st High Main. This safety feature prevents damage to the potable water distribution system in the 2nd High zone of the Washington Aqueduct service area.

The existing valve is currently non-operational. On November 7th, 2017 the Washington Aqueduct had the valve inspected by the manufacturer to determine why the valve was non-operational and it was determined that the valve requires rebuilding.

The materials required to rebuild the valve represent approximately of the cost to rebuild the valve. These materials are only available for purchase through the manufacturer of the valve, Ross Valve. Ross Valve also has the capability to perform the rebuild itself, i.e., supply the specialized field labor.

It is therefore requested that approval be granted to sole source purchase material and services to repair the valve so that it can be returned to service.

3. DESCRIPTION OF SUPPLIES/SERVICES:

Material and labor to rebuild Ross Valve L05043.

4. AUTHORITY CITED: FAR Only one responsible source and no other supplies or services will satisfy agency requirements.

5. REASON FOR AUTHORITY CITED:

1. percent of the rebuild cost for the spill valve is related to material cost. Material necessary for rebuild are only available through the manufacturer.

2. Because a J&A for material is unavoidable, the Washington Aqueduct requests that services to rebuild the valve be included in the sole source approval. This will expedite the overall completion of the work.

6. EFFORTS TO OBTAIN COMPETITION:

While competition could be found under normal conditions through market research and a requirements synopsis for the labor to rebuild the valve, nevertheless a sole source approval would still be required for the valve rebuild kit itself. Given that a J&A is required, and that time is of the essence in this procurement, it is most expedient to simply include the labor along with the material – parts in the J&A request.

7. ACTION TO INCREASE COMPETITION:

In this case action to increase completion is not applicable, since the parts must be obtained from the original valve manufacturer.

8. MARKET SURVEY:

See paragraphs six and seven above. No additional market research will be conducted.

9. INTERESTED SOURCES:

There are other machine shops that provide valve rebuild services and, although specialized, the work is not unusual. The valve rebuild kit, however, must be purchased from the manufacturer.

10. OTHER FACTORS:

None.
