Extended Enhanced Reductive Dechlorination Amendments OU-7, Defense Supply Center Richmond, Virginia Requests for Information Questions and Answers

14 November 2017

1. In my initial research, looks like the smallest of the IBC totes are 275 gallons. Is this acceptable? If so, would that change your quantity needed?

Correct that the IBC Totes themselves come as 275 gallons. In the Government’s experience they seldom come completely full, which is why the target of volume of 265 gallons was given. Target volumes are 265 for each tote.

More is fine, since the extra volumes are much smaller but this difference should be identified and described in the bid description.

2. Do you want the totes to be stackable? Or caged?

Stackable and caged.

3. Are these stored indoor or outdoor?

Outdoor.

4. Can the totes be used/refurbished?

Either or are fine. Used tanks should have been properly cleaned.

5. What will the sodium lactate be used for? This information will help us to determine the purity and grade of the product.

Will be used for subsurface bio-remediation; groundwater injections. Product should be food-grade.

6. Can sodium lactate be delivered in containers containing 55 gallon?

No. Square totes will be required as they will be used outside and left unattended for long periods of times.

7. Will the product be inspected first?

Yes. Product will be inspected at the time of delivery and prior to acceptance by the receiver.

8. Should all units be delivered at one time, or there could be multiple deliveries?

One shipment.

9. How is the payment processed?

W912DR18Q0008

After receipt of delivery and inspection, an invoice will be submitted, and payment will be made via EFT within 30 days.

10. Would you be able to accept an alternative pack size of 275gal IBC totes?

Yes. However, our internal estimate is based off of the target volumes of materials (sodium lactate) at 265 gallons per tote. If additional volumes over the 265 gallon limit is provided in the quote to fill out the tanks (if needed) then the breakdowns should be spelled out in the description of services. The tank size is fine as we understand that the tote sizes are typically 275 gallon rated.

11. Are there any specific product specifications that you could provide in order to ensure product compliance to USACE standards?

We do not have any standard spec sheet. Fundamentally, our target is to have a food grade product for injection as part of an enhanced in-situ bioremediation application where the materials will be injected in the groundwater.

Typically a 60% concentration is used for this purpose because of the need for the material to be injectable via gravity into the groundwater. So therefore, we do not want a concentration lower than 60% and it would need to be food grade.
