Q AND A

QUESTION: I am emailing you in regards to the park attendant position at Jennings Randolph Lake. I am filling out the paperwork. My question is about the background investigations on the quote. My understanding by reading section C.7 paragraph e. It states, The requirement for a new investigation is if there is/was a 2 year break in service. I just had this done last year March 2016 with the PSI‐CoE. In regards to the quote sheet background investigations section, what should I put in the boxes, since I don't have to have that done again so soon?

ANSWER: From the PWS under Security which was provided to us from David Adams a new background check is only required if there was a 2 year breaks in service. So for example the contractor would not be required to have a background check. If the second person working with the contractor had a background check last within the past 2 years they would not be required to have one. If the contractor hires a new second person who has not had one they would be required to have a new investigation and that would have to be reflected in their quotation.

If no one needs a background investigation, annotate on the bid schedule page for item no.0003 N/A (NOT APPLICABLE) (*) in the Unit Price Per Day and Amount boxes and then include a note at the bottom of that page something that explains why the unit price and amount is not applicable. You just need to make it clear that no background checks are required and why for ALL individuals proposed to work under the contract or whatever the case may be.. Just do not put N/A without any explanation.

C.7. SECURITY

e. Background Checks. The Contractor and contract employees (park attendants) shall complete and submit in full, all necessary information required by the U.S. Army Corps of Engineers Baltimore District Security Office (Security Office), to complete a background check or National Agency Check with Inquires (NACI), for each team member (spouse, partner, etc.), who are living onsite and/or assist the Contractor collect government funds in any way. The Contractor shall provide a list of Park Attendant names, email addresses and phone numbers to the COR. The purpose of the investigation is to establish reliability, trustworthiness, conduct and character. The Contractor and Park Attendants shall complete Standard Form‐87 (Office of Personnel Management Fingerprint Card) including fingerprints, full name including middle name, signature of person fingerprinted, residence of person fingerprinted, social security number, sex, race, height, weight, eyes, hair, date of birth, and place of birth. Standard Form‐87 shall be provided by the COR for each Contractor and Park Attendant.

Additionally, theContractor and Gate Attendants shall complete Optional Form‐306 (Declaration for Federal Employment). Upon completion of the Standard Form‐87 and Optional Form‐306, each Contractor and Park Attendant shall mail these forms directly to the Security Office for processing. Each Contractor and Park Attendant shall receive a Personnel Security Investigation Portal (PSIP) request via email from the Security Office and has up to 5 days to complete. All information received as a result of a

background check shall be held in confidence and handled according to Privacy Act regulation. Security Office shall process this information and communicate any concerns to the Contracting Officer related to the purpose of the investigation. Initiating the background check or NACI process prior to each Contractor and Gate Attendant handling government funds or living onsite is a prerequisite to work for this contract. Each applicable person is required to complete 1 background check or NACI, within the designated contract period. The requirement for a new investigation is if there is/was a 2 year break in service.
