Technical Support and Maintenance Services for Multiple Laboratory Instrumentation:
TOC Analyzer Gas Chromatograph – Mass Spectrometers
1. Introduction: The Washington Aqueduct (WA), a division of the Baltimore District United States Army Corps of Engineers, p roduces drinking water for over one million citizens living, working, and visiting in the District of Columbia, Arlington County, Virginia, and the City of Falls Church, Virginia, and its service area. WA has the responsibility to provide safe, reliable, cost-effective drinking water 24 hours a day, seven days a week. The Aqueduct is a federally-owned and operated public water supply agency that produces an average of 180 million gallons of water per day at two treatment plants located in the District of Columbia. All funding for operations, maintenance, and capital improvements comes from revenue generated by selling drinking water to the three jurisdictions.
The Washington Aqueduct (WA) is a critical infrastructure that operates two water treatment plants (WTPs), the Dalecarlia WTP and the McMillan WTP. Located at the Dalecarlia WTP is the WA Laboratory. The primary mission of the WA Laboratory is to provide quality analytical support services to the Washington Aqueduct and its wholesale customers in order to ensure the safety and quality of the drinking water. As a service, the WA Laboratory performs legally-required drinking water compliance testing in accordance with local, state, and federal statutes. Extensive testing includes various chemical, biological, radiological, and other required parameters. The Washington Aqueduct Laboratory routinely analyzes process control, customer compliance, and research water samples. Occasionally, emergency water sample testing is required. In accordance with its mission, the Washington Aqueduct Laboratory is required to maintain a continuous state of readiness for water sample analysis.
The Gas Chromatography Mass Spectrometer (GCMS) systems included in this performance work statement (PWS) are used primarily for detection and quantitation of trihalomethanes, volatile organic compounds, haloacetic acids, and taste & odor causing compounds. The Fusion Total Organic Carbon (TOC) system included in this PWS is used for the detection and quantitation of total and dissolved organic carbon. It is essential that the laboratory’s GCMS and TOC systems are properly maintained and quickly repaired in order to ensure continuous accuracy, reliability, and optimization.
2. Background: The contractor shall independently provide support services to satisfy the overall operational objectives of the Washington Aqueduct. The primary objective is to provide contractor services and deliverables through performance of technical support. The services rendered shall be for the contractor to provide on-call and on-site assistance in areas pertaining to the GCMS and TOC systems operation, software support, troubleshooting, and maintenance. These services are needed to ensure continuous software upgrades and technical service support.
Agilent GCMS System: The “Agilent GCMS System” is defined as the following instrumentation and equipment;
Agilent 7890A Gas Chromatograph, Agilent 5975C Qudrupole Mass Spectrometer, CTC Analytics CombiPAL Autosampler, Agilent Ion Gauge, and Agilent MSD Dry Scroll Vacuum Pump.
Varian GCMS System: The “Varian GCMS System” is defined as the following instrumentation and equipment;
Varian 450 Gas Chromatograph, Varian 240 Ion Trap Mass Spectrometer, Varian Archon Purge and Trap
Autosampler, Teledyne Tekmar Stratum Purge and Trap Concentrator, and Varian DS 102 Vacuum Pump.
Teledyne Tekmar TOC System: The “Teledyne Tekmar TOC System” is defined as the following instrumentation and equipment; Teledyne Tekmar Fusion UV/Persulfate TOC Analyzer including: Autosampler, UV Oxidation Reactor, Halogen Scrubber, Non-Dispersive Infrared (NDIR) Detector, Moisture Control System, and Mass Flow Controller.
3. General Requirements
3.1 Instrumentation: The following list of instrumentation shall be covered under this contract.
Agilent 7890A Gas Chromatograph: Model # G3440A, Serial # US10261015 Agilent 5975C Mass Spectrometer: Model# G3172A, Serial # US10233519 Varian 450 Gas Chromatograph: Model # 450GC, Serial # GC0807B107 Varian 240 Ion Trap Mass Spectrometer: Model # 240MS, Serial # 01037 *CTC Analytics CombiPAL Autosampler: Model # MXY-02-01B, Serial # 1211607 Varian Purge & Trap Autosampler: Model # Archon, Serial # 15342 Teledyne Purge & Trap Concentrator: Model # 14-9800-100, Serial # US08211003 Teledyne Tekmar Fusion UV/Persulfate TOC Analyzer: Model #14-9600-100, Serial # US07235001 The CTC Analytics CombiPAL Autosampler is configured to perform the following automated sample preparation procedures; solid phase micro-extraction (SPME), liquid injection, and headspace extraction. The CTC Analytics autosampler includes a fiber conditioning block and Agitator tray.
3.2 Equipment: The following list of equipment shall be covered under this contract.
Agilent Ion Gauge: Model # G3170-80001 Agilent MSD Dry Scroll Vacuum Pump: Model # MVP-055-3, Serial # PKT01301 Varian DS 102 Vacuum Pump: Model # SQ 395, Serial # 216432 Additional Detectors: The Agilent 7890A Gas Chromatograph is equipped with two Nickel 63 micro-electron capture detectors (Serial #’s U17353 and U17354). The Varian 450 Gas Chromatograph is equipped with one electron capture detector (Serial # PR963).
Injectors and Inlets: The Agilent 7890A Gas Chromatograph is equipped with two split/splitless capillary inlets with electronic pressure control. The Varian 450 GC is equipped with three capillary split/splitless injectors (two model 1177 injectors and one model 1079 injector) with electronic flow control.
Computer Workstations: The current Agilent GCMS computer is a HP Compaq 8000 Elite with Windows 7 operating system. The current Varian GCMS computer is a Dell Optiplex 755 with Windows XP operating system. The current Teledyne Tekmar TOC Analyzer computer is a Dell Optiplex 745 with Windows XP operating system.
3.3 Software: The Agilent GCMS system is operated using Agilent’s Environmental MSD Chemstation
EnviroQuant (Version: E.02.01.1177) software. The Varian GCMS system is operated using Varian’s MS Workstation EnviroPro (Version: 6.9.1) software. The Teledyne Tekmar TOC system is operated using Teledyne Tekmar’s TOC TekLink (Version: 1.1.4.196).
3.4 Specific Tasks and Services:
Task 1- GCMS & TOC Analyzer Preventative Maintenance: At least once during each contract year, the contractor shall perform preventative maintenance to the “Agilent GCMS System”, “Varian GCMS System”, and “Teledyne Tekmar TOC System”. The contractor shall contact the Government Project Officer or other Government Point Of Contact (POC) provided in Section 3.7 of this PWS and receive approval to schedule preventative maintenance service visits. At its discretion, the Washington Aqueduct Laboratory may contact the contractor to schedule an annual preventative maintenance visit.
1. Agilent GCMS System: Preventative Maintenance for the Agilent GCMS at a minimum is to include maintenance to the two gas chromatograph inlets, one mass spectrometer interface, and the electron capture detector interface currently in service.
The contractor shall remove, clean, and reinstall the quadrupole mass spectrometer lenses.
The contractor shall inspect the dry scroll pump and evaluate the GCMS system’s performance and sensitivity through autotuning. Any consumable item deemed to be at the end of its service lifetime (such as the electron multiplier or filament) is to be replaced by the contractor.
The contractor shall inspect and evaluate the CTC CombiPAL autosampler components. Any consumable item deemed to be at the end of its service lifetime is to be replaced by the contractor.
However, the needle guide and injection unit tension cords are to be replaced during the annual preventative maintenance visit.
Instrumentation Validation: The Washington Aqueduct Laboratory will perform system validation testing after the completion of on-site preventative maintenance. The service request may not be closed until the GCMS system is validated by the Washington Aqueduct Laboratory.
2. Varian GCMS System: Preventative Maintenance for the Varian GCMS Ion Trap system at a minimum is to include maintenance to the three gas chromatograph injectors, one mass spectrometer interface, one electron capture detector interface and vacuum pump oil change.
The contractor shall remove and clean the ion trap RF ring electrode, entrance lens, exit cap lens, and quartz spacers according to manufacturer guidelines at least annually. Any ion trap components damaged during maintenance shall be replaced by the contractor at no cost to the Washington Aqueduct. If contamination occurs during maintenance (i.e. High Mass noise failure due to dust contamination) shall require immediate disassembly and cleaning of the ion trap.
The contractor shall inspect the DS vacuum pump and evaluate the GCMS system’s performance and sensitivity through autotuning procedures. Any consumable item deemed to be at the end of its service lifetime (such as the electron multiplier or filament) shall be replaced by the contractor.
The contractor shall inspect the operational status and test the performance of the Archons Purge and Trap autosampler as well as the Teledyne Stratum Purge and Trap Concentrator.
Instrumentation Validation: The Washington Aqueduct Laboratory will perform system validation testing after the completion of on-site preventative maintenance. The service request may not be closed until the GCMS system is validated by the Washington Aqueduct Laboratory.
3. Teledyne Tekmar TOC Analyzer System: Preventative Maintenance for the Teledyne Tekmar TOC system at a minimum is to include maintenance to the mass flow controller, halogen scrubber, perm dryer, UV oxidation reactor, IC sparger, auto sampler, and detector.
The contractor shall check and repair all leaks.
The contractor shall check the flow from MFC coming from the Detector vent tubing to ensure that the flow is within 10% of the set point. If the flow isn’t within 10%, the contractor shall find the leak and repair it.
The contractor shall ensure that the Perm Dryer gas is within 10% of 200mL/min.
The contractor shall inspect all sample lines, fittings, sample needle, and syringe and replace as needed.
The contractor shall inspect and fix all sample induced issues including active sites and contamination.
The contractor shall clean the entire Teledyne Tekmar TOC System including auto sampler, UV reactor, IC sparger, mist trap, syringe, and plunger according to instrument manufacturer recommendations.
The contractor shall remove dust from electronics, boards, and power supply fan.
The contractor shall oil all rails associated with the movement of the auto sampler arm and ensure proper auto sampler alignment.
The contractor shall check for safety and electronic/mechanical failures, including loose cables and fix as needed.
The contractor shall replace the Perm Dryer and the corrosive scrubber copper and tin.
The contractor shall ensure that the detector absorbance baseline is less than or equal to 5 abs, the reagent value is < 5 abs, and the acid value is < 3 abs.
The contractor shall perform a Benchmark Test and check to ensure proper recoveries and reproducibility according to instrument manufacturer recommendations.
Instrumentation Validation: The Washington Aqueduct Laboratory will perform system validation testing after the completion of on-site preventative maintenance. The service request may not be closed until the TOC system is validated by the Washington Aqueduct Laboratory.
Task 2- GCMS & TOC Instrumentation and Equipment Repairs: The contractor is to provide repairs to all GCMS and TOC instrumentation and equipment in Section 3.1 and Section 3.2 when deemed as non-functional by the Washington Aqueduct Laboratory. Repairs include parts replacement and/or on-site system troubleshooting. If the contractor is not able to repair or correct a problem, they shall consult or sub-contract with the instrument manufacturer until the repair or problem is corrected.
Service Call Center: The contractor shall provide access to a service call center open during normal business hours Monday through Friday 8am till 4pm. This service call center shall provide a unique service request identification number for each service request. The contractor shall assign a service engineer to the service request. The service engineer shall contact the Government Project Officer or Government POC included in this PWS no later than 48 hours after the initial service call request (excluding weekends). The assigned service engineer shall routinely communicate the status of repairs and service requests to the Government Project Officer or Government POC.
Timely Response: On-site repairs shall be scheduled in a timely manner. Parts are to be shipped to the Washington Aqueduct Laboratory at no cost to the customer.
Equipment Replacement: Any piece of equipment listed in Section 3.2 that fails during the life of the service contract and cannot be repaired is to be replaced by the contractor at no cost to the Washington Aqueduct Laboratory. Replacement equipment shall provide equivalent performance.
Instrumentation Repairs: Any instrumentation listed in Section 3.1 that fails during the life of the service contract shall be repaired by the contractor. On-site troubleshooting and replacement of instrumentation components and parts shall continue until non-functional instrumentation is fully operational. If the service engineer is not able to restore instrumentation functionality in a timely manner, then the original instrument manufacturer shall be consulted or sub-contracted to facilitate repairs. Major component failures such as turbomolecular pumps, SAP boards, communication boards, pneumatic control boards, etc. are covered in this
PWS.
Replacement Instrumentation components and parts shall be Original Equipment Manufacturer (OEM) parts and components. Defective parts and components are to be replaced; not repaired.
Service engineers who are not familiar with listed instrumentation shall not be permitted to attempt repairs on the GCMS or TOC systems.
Software and Computer Workstation: The contractor shall upgrade software and firmware, as well as, update methods whenever available. Should a GCMS or TOC system computer workstation become non-functional, the contractor shall be able to provide a replacement computer workstation equivalent to or better than the workstation listed in Section 3.2. Should a GCMS or TOC system software become non-functional, the contractor shall be able to reinstall and restart the software packages listed in Section 3.2. The Washington Aqueduct Laboratory will provide the software programs.
Documentation: All contractor repairs and on-site service calls shall be documented. The contractor shall provide a written summary of services provided after the completion of work.
Task 3- GCMS and TOC Technical Support: The contractor shall provide unlimited technical support when requested by the Washington Aqueduct Laboratory for the Teledyne Tekmar TOC system and both the Agilent and Varian GCMS systems. Technical support includes over-the-phone guidance regarding GCMS and TOC systems operation, optimization, software support, and troubleshooting.
3.5 Non-Personal Service Statement: Contractor employees performing services under this order shall be controlled, directed and supervised at all times by management personnel of the contractor. The contractor’s management shall ensure that employees properly comply with the performance standards outlined in the Quality Assurance Surveillance Plan (QASP). Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
3.6 Period of Performance: The period of performance will be one year from award date plus three option years.
3.7 Safety Requirements: Contractors performing on-site work at the Washington Aqueduct shall obey all posted safety placards and implement good laboratory safety practices. If the contractor cannot provide necessary personal protective equipment, it will be supplied by the Washington Aqueduct Laboratory.
Security Requirements Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall be required to perform a background check (e.g., police records) for each contractor. The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
The Contractor shall pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor shall ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates shall be provided to the COR or Government Project Officer no later than 3 business days after the initial contract award. *When contracts are with individuals, the individuals shall be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form shall be provided to the Contracting Officer and shall become part of the official contract file.
Prior to arrival at the Washington Aqueduct, all contractors shall complete and submit an ID request form to the local Washington Aqueduct Security Chief so that the proper security vetting may be conducted. This form will be made available to the Contractor upon contract award. The following government issued driver's license no longer meet the minimum standards of the Real ID Act of 2005 for access to Washington Aqueduct facilities: ILLINOIS, MINNESOTA, MISSOURI, NEW MEXICO, WASHINGTON, AND THE TERRITORY OF AMERICAN SAMOA. Contractors arriving at the Washington Aqueduct facilities with these credentials shall produce another photo ID card as approved by the local Washington Aqueduct Security Chief.
The Washington Aqueduct has been designated a Critical Infrastructure Facility under the National Critical Infrastructure Program which was outlined in Presidential Decision Directive 63. All Contractor and sub-contractor personnel shall consent to a review of public records and screening of personal background information before access is granted to Washington Aqueduct facilities. Failure to provide requested information may result in denial of access to facilities. No information shall be released to outside agencies.
Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the Government Project Officer, Site POCs, or COR NLT 5 calendar days after the completion of the training.

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
The contractor shall comply with all applicable Department of Defense (DoD) security regulations and procedures during the performance of this task order. The contractor shall not disclose and shall safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products that are obtained or generated in the performance of this task order. The Contractor shall not disclose, imply, nor reveal any data, test results or the contents of discussions it had or is having with the Washington Aqueduct, in whole or in part without the expressed written consent of the Washington Aqueduct.
All necessary equipment, instruments, badges, keys and/or facilities will be provided by the Washington Aqueduct.
The Contractor conditionally guarantees client confidentiality and certifies that the quote is genuine and is not made in the interest of or on behalf of an undisclosed person, firm, or corporation and is not submitted in conformity with any agreement or rule of any group, association, organization or corporation.
3.8 Reimbursable Expenses (Travel, Conference, Training, Equipment, or Materials, etc.: Travel reimbursement is not authorized under this contract. The contractor shall be required to travel to the Washington Aqueduct to perform tasks described in this performance work statement. Travel expenses are to be covered under the service contract. Prior to incurring any travel expenses, contractor personnel shall obtain written authorization from the Government Project Officer or Government POC that approves approximate travel, dates, expected duration, origin and destination, purpose, estimated costs and the number and names of personnel traveling. Contractor expense reports shall be prepared and processed in accordance with the Federal Travel Regulation (FTR). Materials and subcontracts will be reimbursed at actual cost, including allocable material handling costs, as applicable, in accordance with FAR 52.232-7 - PAYMENTS UNDER TIME-AND-
MATERIALS AND LABOR-HOUR CONTRACTS.
3.9 Location of Work Performance
The majority of work performed by the Contractor(s) will be on-site at:
Washington Aqueduct Laboratory, 5900 MacArthur Blvd NW, Washington, DC 20016.
On-site repairs or other services will be completed during normal business hours (0600 hrs to 1730 hrs), excluding Federal holidays, Monday through Friday. Overtime is not authorized.

4. Performance Requirements
4.1 Certificates, License, Physical Requirements, or Other Expertise Required: The contractor shall have proficient knowledge and expertise in the operation of and maintenance to all of the Agilent and Varian GCMS and Teledyne Tekmar TOC instrumentation and equipment listed in Sections 3.1 and 3.2. The contractor shall be fluent with all system software listed in Section 3.3. The contractor shall provide all necessary tools needed for completion of system repairs as well as all parts required to perform system work under this service contract.

The U.S. Army Corps of Engineers – Baltimore District Washington Aqueduct division has a requirement for technical support and maintenance services for multiple laboratory instrumentation TOC analyzer gas chromatograph – mass spectrometer
The Government is using FAR Subparts 12 and 13 and will award a firm-fixed-priced contract resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation.
The Government anticipates award of a Firm-Fixed-Price (FFP) Lowest Price (Cost) Technically Acceptable contractor, i.e. to the contractor with the lowest evaluated realistic price of quotes meeting the acceptability standards for non-cost factors. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor. Award will be made with appropriate consideration given to the three evaluation factors: Factor 1-Service Plan Factor 2 -Experience, Factor 3 - Past Performance, and Factor 4-Cost/Price.
The Government intends to evaluate quotes and make award without questions to contractors. Therefore, the initial quote should contain the contractor's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price and will be rated unacceptable. In that case, the contractor may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of contractors if the Contracting Officer determines them to be necessary.
Offerors must be registered on the System for Award Management (SAM) to be eligible for award. The Government reserves the right to award without discussions. In order to be eligible for award, a contractor must be determined to be responsible in accordance with FAR 9.104.

Quotes received after the required time and date deadline will not be evaluated.

Cover letter on quoter’s letterhead, summarizing the pricing total and outlining quote terms and conditions, signed by the representative managing the project. Include Cage Code, DUNS # and Tax ID.

a) Introduction: The contractor’s quote shall be submitted via electronically to Tolulope.O.Olojo@usace.army.mil. NOTE: Files shall not contain classified data or hyperlinks.
b) Each contractor is required to submit a quote consisting of four (4) volumes.
FACTOR 1- SERVICE PLAN:
(a) Submission Requirements: This information consists of the offeror’s intended management approach to executing the contract. It shall include terms and conditions of the submitted service contract as well as the offeror’s performance standards such as service response call-back times and typical service turnaround times. The offeror’s submittal shall include the following: a listing of services provided for the instrumentation, equipment, and software listed in Sections 3.1, 3.2, and 3.3 of the Performance Work Statement (PWS). The submittal must detail what instrumentation, components, parts, and equipment are and are not covered under the Service Plan, the offeror’s specific work and replacement parts provided during preventative maintenance for each system, your organization’s ability to perform instrumentation and equipment repairs, and the days and hours of operation of their service call center. The plan must also include the current system in place for notification and correction of instrumentation deficiencies, as well as preventative maintenance schedules. It shall include a listing of service engineers and their resumes that will be assigned to perform the work. Detail specific TOC & GCMS factory training and specific experience for service engineers responsible for the Washington DC area for all three instrumentation systems- the Agilent GCMS System, Varian GCMS System, and Teledyne Tekmar TOC System as defined in the PWS. The offeror may include experience and factory training with similar systems such as the Varian 3400 Gas Chromatograph, Varian 3800 Gas Chromatograph, Varian Saturn 2000 Mass Spectrometer, Varian 4000 mass spectrometer, Agilent 5890 Gas Chromatograph, Agilent 6890 Gas Chromatograph as well as the Agilent 5971, 5972, and 5973 mass spectrometers. If the offeror will be relying on a sub-contractor for some services included with the GCMS Service Plan, then a listing of proposed sub-contractors and their resumes must be provided.
(b) Evaluation Criteria: The Government will check the offeror’s Service Plan for completeness and reasonableness. A complete and reasonable Service Plan will receive a Go rating. Government will evaluate the clarity and strength of the overall organization and how well it is organized and structured to execute the entire scope of work. The Government will evaluate the capability of the firm to execute the project. The Government will evaluate the Contractor’s resources to determine if it has the capability to self-perform the required amount of the project, in accordance with public policy to assure adequate interest in and supervision of all work.
FACTOR 2- EXPERIENCE:
(a) Submission Requirements: The offeror shall demonstrate recent, relevant experience on similar projects. If the offeror is a joint venture, each firm shall demonstrate experience.
Submit detailed examples of relevant work that are currently well underway or performed within the past three years. Relevant work is defined as the tasks and services listed in Section 3.4. Please detail this information for all instrumentation, equipment, and software for all three instrumentation systems- the Agilent GCMS System, Varian GCMS System, and Teledyne Tekmar TOC System listed in Sections 3.1, 3.2, and 3.3 of the Performance Work Statement (PWS). The offeror may include relevant work with similar systems such as the Varian 3400 Gas Chromatograph, Varian 3800 Gas Chromatograph, Varian Saturn 2000 Mass Spectrometer, Varian 4000 mass spectrometer, Agilent 5890 Gas Chromatograph, Agilent 6890 Gas Chromatograph as well as the Agilent 5971, 5972, and 5973 mass spectrometer, and other brands of UV/persulfate TOC analyzers.
(b) Evaluation Criteria: The Government will evaluate how well the Offeror demonstrated their recent (within three years of the issue date of the RFQ) relevant experience with similar projects. If the Offeror is a joint venture, each entity must demonstrate qualifying experience comparable to its role on the project. The Government reserves the right to verify the experience record of cited projects or other recent projects or to interview owners or references. The Government reserves the right to check any or all cited references to verify supplied information. A rating of No Go will be given to an Offeror who cannot demonstrate a history of recent, relevant experience. The Government will consider extent of recent experience and degree of relevance of such experience to this project. Some examples of relevancy to this may include, but not be limited to: (1) Number of current Varian GCMS Purge and Trap Systems currently under service contracts, number of Agilent GCMS systems under service contracts, number of Archon and CombiPAL autosamplers under service contracts, and the number of Teledyne Tekmar TOC systems under service contracts. (2) Listing of laboratories currently under service contracts with applicable TOC and GCMS systems and the duration of those service contracts and (3) Firm's role and extent of work in routine TOC & GCMS preventative maintenance, troubleshooting, repairs, and customer service (over the phone and in person).
FACTOR 3- PAST PERFORMANCE:
(a) Submission Requirements: Past performance refers to the quality of recent project experience from the customer’s perspective. The Offeror shall arrange for the reference customer point of contact for two projects to fill out the Questionnaire and return directly to Tolulope Olojo, Contract Specialist via e-mail at Tolulope.O.Olojo@usace.army.mil. The questionnaires must be forwarded directly by the references. The Government will not release the questionnaire forms to the Offeror at any time, in order for the Government to solicit candid, unbiased responses and comments. Two References from previous TOC & GCMS Service Contract customers must be submitted. Include a point of contact and phone number for each reference. These references must be relevant to the work which will be performed in this contract. References must be recent within the past 2 -5 years.
(b) Evaluation Criteria: The Government will assess the degree of success of Offeror’s recent, relevant past performance. Owners/references will be asked to comment on items such as quality of service, timeliness in response to service calls, timeliness of repairs, management of subcontractor work, safety, relations between customer and contractor, and level of support for such things as correcting errors. The Government will target areas covered in the requirements of the Performance Work Statement including records conforming to quality, schedule, customer satisfaction, and problem resolution for errors and safety. The Government will give a Go rating to documented successful outcomes that are supported by outside source confirmation (e.g. but not limited to telephone interviews with points of contact identified in the proposal, agency performance databases, offeror furnished references, or personal knowledge). Successful outcomes are defined as having received a rating of satisfactory or better, or the equivalent. If the Government does not obtain past performance information for the projects identified by the offeror and cannot establish a past performance record for the offeror through other sources, or if the offeror has no past performance record and cannot tie significant, relevant experience of key personnel proposed for this project to cited experience, past performance will be rated as unsuccessful.
FACTOR 4- PRICE:
Price will be evaluated by utilization of price analysis. This analysis will include the cost of the base and all option years. Submit the SF 1442, completed and signed by a person authorized by the Offeror.
Offerors shall complete the Bidding Schedule by filling out the pricing data blanks in the solicitation.
This submission item is not rated.
Award will be made to the offer that represents the lowest priced quote of those determined to be technically acceptable after evaluation. The decision will involve an analysis of factors 1-3, providing a go/ no go determination for each. Factors 1-3, when combined, are significantly more important than price.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Annual Support and Service Contract: Teledyne Tekmar TOC Analyzer, Agilent GCMS, Varian, GCMS
Contract Description: The U.S. Army Corps of Engineers, Baltimore District proposes to procure a contract to provide the technical support and maintenance of one Teledyne Tekmar TOC Analyzer, one Agilent GCMS, and one Varian GCMS located at the Washington Aqueduct Laboratory.
Maintenance will be performed as scheduled in the service contract or when requested by the Washington Aqueduct Laboratory Section.

1. PURPOSE
This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:
Confirm that the action is conducted utilizing proper procedures and in accordance with the approved work and safety plans.
Define the roles and responsibilities of participating Government officials.
Define the types of work to be performed with required end results.
Document the evaluation methods that will be employed by the Government in assessing the
Contractor’s performance.
Provide the Surveillance Activities Table and Corrective Action Request (CAR) form that will be used by the Government in documenting and evaluating the Contractor’s performance.
Describe the process of performance documentation.
This QASP does not detail how the contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. In addition, the QASP should recognize that unforeseen and uncontrollable situations may occur.
This QASP is a “living document” and the Government may review and revise it on a regular basis.
However, the Government shall coordinate changes with the contractor. Updates shall ensure that the QASP remains a valid, useful, and enforceable document. Copies of the original QASP and revisions shall be provided to the contractor and Government officials implementing surveillance activities.

The following personnel shall oversee and coordinate surveillance activities.
a. Contracting Officer (KO) - The KO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The KO shall also assure that the contractor receives impartial, fair, and equitable treatment under this contract. The KO is ultimately responsible for the final determination of the adequacy of the contractor’s performance.
