Technical Requirements: The contractor personnel performing these services shall have:

AS, BA, or BS degree in a science (chemistry, biology, microbiology, environmental science, etc.

It is preferred that the Contractor ensures employees who are proficient and possess working knowledge in the following tasks required for water testing and sample collection services:

Sample collection of drinking water samples for the chemical and microbiological determination of regulatory compliance under the EPA Safe Drinking Water Act (SDWA).

Sample handling requirements for SDWA-compliance samples including chain-of-custody procedures and sample transport/preservation requirements.

EPA-approved methodology for field testing of pH, temperature, and free/total chlorine residuals using portable electrodes, meters, and colorimeters.

EPA-approved methodology for laboratory testing of drinking water samples for chemical or microbiological tests using basic laboratory instrumentation/equipment such as turbidimeters, titrators, spectrophotometers, ion-selective electrodes, pipettes, incubators, autoclaves, etc.

Proficient use of LIMS.

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

WASHINGTON AQUEDUCT DIVISION

Support Services for On-site Sample Custodian/Laboratory Technician

1. Introduction: The Washington Aqueduct (WA), a division of the Baltimore District United States Army Corps of Engineers, p roduces drinking water for over one million citizens living, working, or visiting in the District of Columbia, Arlington County, Virginia, and the City of Falls Church, Virginia, and its service area. WA has the responsibility to provide safe, reliable, cost-effective drinking water 24 hours a day, seven days a week. The Aqueduct is a federally-owned and operated public water supply agency that produces an average of 180 million gallons of water per day at two treatment plants located in the District of Columbia. All funding for operations, maintenance, and capital improvements comes from revenue generated by selling drinking water to the three jurisdictions.

The Washington Aqueduct is a critical infrastructure that operates two dr inking water treatment plants (WTPs), the Dalecarlia WTP and the McMillan WTP. Located at the Dalecarlia WTP is the WA Laboratory.

The primary mission of the WA Laboratory is to provide quality analytical support services to the Washington Aqueduct and its wholesale customers in order to ensure the safety and quality of the drinking water being supplied to the men, women, and children living, visiting, and working in the metropolitan Washington, DC area. As a service, the WA Laboratory performs legally-required drinking water compliance testing in accordance with local and federal statutes. Extensive testing includes various chemical, biological, radiological and other required parameters.

2. Background: The contractor shall independently provide support services to satisfy the overall operational objectives of the Washington Aqueduct. The primary objective is to provide contractor services and deliverables through performance of technical support. The services rendered shall be for the contractor to provide a qualified, on-site contractor for providing sample custodial services and performing basic environmental laboratory sampling and testing for the WA Laboratory. These services are needed due to several current staffing vacancies, as well as, increases in customer demands for more testing over the next two years.

The WA Laboratory currently has several vacancies for multiple positions within the laboratory. The work left by these vacancies has been reassigned among the current staff. With the redistribution of this additional work, the laboratory staff is currently operating at maximum capacity. Packages have been submitted to advertise and fill these positions with government employees.

The wholesale customers of the Washington Aqueduct have recently increased their demands on the WA Laboratory in terms of performing more sample testing using existing laboratory practices and methodologies, as well as, developing and implementing more methodologies to test for additional drinking water quality parameters and contaminants.

3. General Requirements: Services provided by the on-site Contractor(s) shall include the following tasks:

Item #1. Operating within the Washington Aqueduct Laboratory’s centralized system for receiving and distributing samples for laboratory analysis. Receiving and reviewing incoming samples ensuring proper preservation, labeling, and sub-sampling as required. Checking samples and supporting documentation to ensure proper physical integrity and legal defensibility aligned with established Standard Operating Procedures (SOPs). Preparing, reviewing, and maintaining appropriate records on samples received. Logging samples into the Laboratory Information Management System (LIMS) database and entering fieldworker data.

Labeling samples with LIMS order ID numbers and distributing samples to appropriate storage locations.

Item #2. Collecting of water samples from remote sample taps throughout the treatment process including inside and outside sampling locations. Calibration and operation of equipment used for field testing including pH, temperature, and chlorine residuals. Transporting bottles in coolers and field test kits to and from remote locations. Performing checks of online water quality instrumentation while at remote locations and documenting online results. Documenting of sampling and field testing in logbooks and chains of custody.

Entering results in LIMS database.

Item #3. Collecting, decontaminating, washing, cleaning, sterilizing, and storing a variety of items such as laboratory glassware, instruments, beakers, petri dishes, test tubes, pipets, flasks, and other related laboratory materials. Maintaining immediate work area in a clean and orderly condition. Preparing bottles by applying labels, adding preservatives and quenchers as needed. Neutralizing laboratory waste and properly disposing of samples. Performing other various supportive assignments such as lab supplies pick-up, general housekeeping, and record keeping.

Item #4. Performing basic qualitative and quantitative physical, chemical, and microbiological analyses of raw and finished water samples to determine the adequacy of physical and chemical treatment required for safe and potable water. Analyses include, but are not limited to, pH, temperature, alkalinity, ammonia, fluoride, total coliform, E. coli, Heterotrophic Plate Count, conductivity, solids, odor, hardness, turbidity, and chlorine residuals. Laboratory testing is performed using published procedures established by the Environmental Protection Agency (EPA), Standard Methods for the Examination of Water and Wastewater, as well as, Washington Aqueduct Laboratory Standard Operating Procedures (SOPs). Testing may be performed as required under the EPA Safe Drinking Water Act (SDWA) and EPA Clean Water Act (CWA). Performing all required Quality Control checks, instrument calibrations, media, reagent, and standard preparation.

Documenting associated work in logbooks and electronic spreadsheets and entering data into LIMS database.

Item #5. Calibrating online turbidimeter instrumentation. Performing all required Quality Control checks and standard preparation. Documenting associated work in logbooks and electronic spreadsheets.

Item #6. Submitting work records of tasks completed to Site POCs on a weekly basis documenting all work performed as per the requirements outlined above (items 1 – 5, Section 3, General) and in Section 3.5 (Deliverables).

See Appendix A for a general daily task schedule for Items 1 - 6.

Contractors will be briefed/trained by the appropriate Government personnel in the following areas:

Facility Security Awareness and Reporting Facility Hazard Identification and Procedures General laboratory orientation including practices and policies Laboratory technical procedures, methodologies, and practices Laboratory Health & Safety Laboratory Quality Assurance Use of Government Computers, Networks, and LIMS

The Contractor shall have at least five years of experience in providing staffing to drinking water and/or environmental laboratories. Resumes of potential candidates to perform these services shall be provided to the Government Project Officer no later than 7 days after the contract has been awarded. The number of contractors required may increase depending on increasing workload.

NON-PERSONAL SERVICE STATEMENT.

Contractor employees performing services under this order shall be controlled, directed and supervised at all times by management personnel of the contractor. The contractor’s management shall ensure that employees properly comply with the performance standards outlined in the Quality Assurance Surveillance Plan (QASP).

Contractor employees shall perform independent of and without the supervision of any Government official.

Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S.

Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

3.1 Period of Performance

The period of performance will be one year from award date plus one option year.

Upon filling Government staffing vacancies, the Government may terminate this contract for convenience.

3.2 Safety Requirements

Work involves handling of laboratory chemicals, working in areas near bulk treatment chemicals, transporting samples and supplies up and down staircases, ladders, and elevators. Washington Aqueduct will provide the required safety training and personal protective equipment. At a minimum, a laboratory coat and safety glasses shall be worn while working in the laboratory, additional protective equipment (eg, gloves, face shield, hearing protection, etc.) may be required depending on the task being performed.

3.3 Security Requirements

Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall be required to perform a background check (e.g., police records) for each contractor. The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

The Contractor shall pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor shall ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates shall be provided to the COR or Government Project Officer no later than 3 business days after the initial contract award. *When contracts are with individuals, the individuals shall be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form shall be provided to the Contracting Officer and shall become part of the official contract file.

Prior to arrival at the Washington Aqueduct, all contractors shall complete and submit an ID request form to the local Washington Aqueduct Security Chief so that the proper security vetting may be conducted.

This form will be made available to the Contractor upon contract award. The following government issued driver's license no longer meet the minimum standards of the Real ID Act of 2005 for access to Washington Aqueduct facilities: ILLINOIS, MINNESOTA, MISSOURI, NEW MEXICO, WASHINGTON, AND THE TERRITORY OF AMERICAN SAMOA. Contractors arriving at the Washington Aqueduct facilities with these credentials shall produce another photo ID card as approved by the local Washington Aqueduct Security Chief.

Common Access Cards (CAC) are required for contractors working six months or more; background investigations are required prior to CAC credential issuance. Un-cleared contractors working less than six months shall submit to a background check, via the appropriate Provost Marshal Office, Director of Emergency Services or Security Office, and shall abide by applicable identification and access control requirements. The contractor and all sub-contractors employees will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an interim CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management. Contract personnel shall have a Special Agency Check or National Agency Check with Inquiries conducted through the auspices of their parent organization. If no mechanism exists to accomplish that through the parent organization, contract employees will be electronically fingerprinted by an authorized government agency.

The contractor shall be required to provide Secret-level clearances and obtain CACs for personnel requiring access to Government computers and workstations.

The Washington Aqueduct has been designated a Critical Infrastructure Facility under the National Critical

Infrastructure Program which was outlined in Presidential Decision Directive 63. All Contractor and sub-contractor personnel shall consent to a review of public records and screening of personal background information before access is granted to Washington Aqueduct facilities. Failure to provide requested information may result in denial of access to facilities. No information shall be released to outside agencies.

AT Level 1 Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR, Government Project Officer, Site Points of Contact (POCs), or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website:

Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say

Something): The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the Government Project Officer, Site POCs, or COR NLT 5 calendar days after the completion of the training.

All contractor employees with access to a government info system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the information systems and then annually thereafter in accordance with personnel security standards listed in AR 25-2 (Information Assurance), an appropriate background investigation will be conducted prior to accessing the government information systems.

Information assurance (IA)/information technology (IT) training: All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

The contractor shall comply with all applicable Department of Defense (DoD) security regulations and procedures during the performance of this task order. The contractor shall not disclose and shall safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products that are obtained or generated in the performance of this task order.

All necessary equipment, instruments, badges, keys and/or facilities will be provided by the Washington

Aqueduct.

The Contractor shall not disclose, imply, nor reveal any data, test results or the contents of discussions it had or is having with the Washington Aqueduct, in whole or in part without the expressed written consent of the Washington Aqueduct.

3.4 Location of Work Performance

3.4.1 The majority of work performed by the Contractor(s) shall be on-site at:

Washington Aqueduct Laboratory, 5900 MacArthur Blvd NW, Washington, DC 20016. Some additional sample collection work may be performed at the Dalecarlia Water Treatment Plant and McMillan Water Treatment Plant, both located in Washington, DC.

Work shall be performed for 40 hours per week during the hours of 0700 – 1630, Monday- Friday, excluding Federal holidays and when the Federal Government is closed. Overtime is NOT approved.

4. Performance Requirements and Preferred Experience

4.1 Requirements. The contractor personnel performing these services shall have:

AS, BA, or BS degree in a science (chemistry, biology, microbiology, environmental science, etc.

U.S. citizenship (no dual citizenship).

Proficient use and knowledge of computers and software including Microsoft Outlook, Microsoft Word, and Microsoft Excel.

Ability to perform routine tasks independently.

Ability to communicate through written and oral communication.

Ability to lift up to 40 lbs.

Ability to walk up and down staircases and ladders.

4.2 It is preferred that the Contractor ensures employees are proficient and possess working knowledge in the following tasks required for water testing and sample collection services:

1. Sample collection of drinking water samples for the chemical and microbiological determination of regulatory compliance under the EPA Safe Drinking Water Act (SDWA) preferred.

2. Sample handling requirements for SDWA-compliance samples including chain-of-custody procedures and sample transport/preservation requirements preferred.

3. EPA-approved methodology for field testing of pH, temperature, and free/total chlorine residuals using portable electrodes, meters, and colorimeters preferred.

4. EPA-approved methodology for laboratory testing of drinking water samples for chemical or microbiological tests using basic laboratory instrumentation/equipment such as turbidimeters, titrators, spectrophotometers, ion-selective electrodes, pipettes, incubators, autoclaves, etc.

Annual Service Contract: On-site Sample Custodian/Laboratory Technician

Contract Description: The U.S. Army Corps of Engineers, Baltimore District proposes to procure an annual contract for technical support services to satisfy the overall operational objectives of the Washington Aqueduct.

The contractor is to provide a qualified, on-site contractor for providing sample custodial services and performing basic environmental laboratory sampling and testing in support of the Washington Aqueduct Laboratory.

1. PURPOSE

This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:

Confirm that the action is conducted utilizing proper procedures and in accordance with the approved work and safety plans.

Define the roles and responsibilities of participating Government officials.

Define the types of work to be performed with required end results.

Document the evaluation methods that will be employed by the Government in assessing the Contractor’s performance.

Provide the Surveillance Activities Table and Corrective Action Request (CAR) form that will be used by the Government in documenting and evaluating the Contractor’s performance.

Describe the process of performance documentation.

This QASP does not detail how the contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. In addition, the QASP should recognize that unforeseen and uncontrollable situations may occur.

This QASP is a “living document” and the Government may review and revise it on a regular basis. However, the Government shall coordinate changes with the contractor. Updates shall ensure that the QASP remains a valid, useful, and enforceable document. Copies of the original QASP and revisions shall be provided to the contractor and Government officials implementing surveillance activities.

5. METHODS OF QA SURVEILLANCE

Various methods exist to monitor performance. The COR shall use the surveillance methods listed below in the administration of this QASP.

Regardless of the surveillance method, the COR shall always contact the contractor's task manager or on-site representative when a defect is identified and inform the manager of the specifics of the problem. The COR, with assistance from the KS, shall be responsible for monitoring the contractor’s performance in meeting a specific performance standard/AQL.

DOCUMENTATION

Documentation required within the laboratory’s quality system and chemical hygiene plan will be completed by the contractor as is required for all laboratory personnel. The government will analyze the contractor's documentation for adherence to the laboratory policies and procedures.

6. RATINGS

Metrics and methods are designed to determine if performance exceeds, meets, or does not meet a given standard and acceptable quality level. A rating scale shall be used to determine a high to low, or neutral outcome. The following ratings shall be used:

HIGH:

Resumes of technical support personnel are provided within two days of inquiry. Technical support personnel are performing tasks and completing documentation according to laboratory objectives, policies and procedures.

MODERATE:

Resumes of technical support personnel are provided within two weeks of inquiry. Technical support personnel are performing some tasks and completing documentation according to laboratory objectives, policies and procedures.

LOW:

Resumes of technical support personnel are not provided or provided after 4 weeks of inquiry. Technical support personnel are not performing tasks and not completing documentation according to laboratory objectives, policies and procedures.

NEUTRAL: Unable to provide an evaluation.

7. DOCUMENTING PERFORMANCE

a. ACCEPTABLE PERFORMANCE.

The Government shall retain completed contractor service reports to document positive performance.

b. UNACCEPTABLE PERFORMANCE.

Unacceptable performance is defined as the unavailability of technical support, no response to service requests, incomplete work, unavailability of parts, and/or not providing a written service report. Should routine unacceptable performance occur, the COR shall inform the contractor. This will normally be in writing unless circumstances necessitate verbal communication. In any case the COR shall document the discussion and place it in the COR file.

When the COR determines formal written communication is required, the COR shall prepare a Contract Discrepancy Report (CDR), and present it to the contractor's task manager or on-site representative. A CDR template is attached to this QASP.

The contractor shall acknowledge receipt of the CDR in writing. The CDR will specify if the contractor is required to prepare a corrective action plan to document how the contractor shall correct the unacceptable performance and avoid a recurrence. The CDR will also state how long after receipt the contractor has to present this corrective action plan to the COR. The Government shall review the contractor's corrective action plan to determine acceptability.

Any CDRs may become a part of the supporting documentation for contract payment deductions, fixed fee deductions, award fee nonpayment, or other actions deemed necessary by the KO.

8. FREQUENCY OF MEASUREMENT

During contract/order performance, the COR will take measurements of the contractor’s performance with each request for technical support and on an annual basis.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the item offered to meet the Government requirement;

(ii) (ii) price; (iii) past performance (see FAR 15.304);

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
