Requests for Information

1. Question(s):

a. The Solicitation Section, Document Control, states that Prime contractors (bidders) cannot distribute specifications and drawings to a subcontractor until the subcontractor submits a Statement of Affiliation (SOA). Are bidders allowed to forward specifications and drawing information to equipment and material vendors without each vendor submitting a SOA. Bidders would only forward pieces and sections of specs and drawings that are applicable to vendors, such as UPS suppliers, switchgear suppliers, CRAC suppliers and other vendors to provide pricing for materials. In accordance with contract documents all material will meet the Buy American FAR clauses.

b. Due to requirements for Eaton to provide UPS and electrical equipment is it acceptable to provide drawings and only the electrical specs and general specs relating to electrical systems to Eaton. Due to Eaton's involvement with this project they will need more than half the drawings to properly review this project and provide equipment and control work for this project. In conversations with Eaton representative in Colorado, they have provided some preliminary information for this project, but are not in receipt of the final issued for construction specs and drawings.

Answer: Prime contractors are responsible for document control. Prime contractors cannot distribute specifications and drawings to any subcontractor until the subcontractor submits a Statement of Affiliation to the Government. After the submittal of the Statement of Affiliation, the Prime contractor can distribute less than 50% of the documents to a subcontractor. If a subcontractor needs more than 50% of the documents, the Prime contractor cannot distribute until the Government has approved the Statement of Affiliation for the subcontractor.

Statement of Affiliation must be sent to the contract specialist via email. The Prime contractor should identify which subcontractors require access to 50% or more of the document. The prime must submit SOA's for any firm receiving more than 50% of the documents, regardless of their involvement on other projects for documentation purposes.

Document Control Distribution:

Files CAN be emailed, but must be BOTH encrypted and password protected. Please be mindful of the less than 50% and over 50% distribution thresholds and; subcontractor's SOA submission vs. approval status.

Files physically transmitted on CD can be sent, but must also be BOTH encrypted and password protected.

The shipping/distribution should be logged and tracked (FedEx, UPS, USPS Certified Return Receipt).

Files can be viewed by subcontractors in person, provided that the Prime contractor controls the document access at their facility.

2. Question(s): Are Cleared US Workers Required for this Project?

Solicitation section Special Security 1.3 states all workers must be escorted by Security Escort, in addition paragraph 1.3.1 list the requirement for escort to worker ratio. From past experience at this facility, the client has requested that workers inside the building be cleared US citizens to save the program, the expense of security escorts. Is there a requirement for this project that cleared US contractors complete most of the work inside the building, or can un-cleared workers be utilized?

If un-cleared workers are utilized who will provide and fund security escorts, and if the bidders must provide security escort what level of clearance will they need.

If cleared workers are required what clearance level is required?

If cleared workers are required, can very specific subcontractor who are performing very specialized and short duration activities use un-cleared workers if GC provides request in enough time. In the past at this facility, the owner would provide escorts for manufacture startup technicians and other specialty subcontractor who do not hold clearances.

Answer: For access to the Compound with an escort, there is no minimum clearance required as long as the person doesn't have a criminal history and/or doesn't have a bench warrant for their arrest.

For access to the compound without an escort, the minimum clearance required is a Top Secret (TS).

The Contractor is to provide personnel with clearances and or make provisions to provide escorts for their employees and subcontractors without required clearances.

Foreign Nationals will not be permitted access.

For access into building without an escort or to have escort capability, the minimum clearance required is

TS/SCI.

The contractor shall have (or have access to) personnel with TS/SCI clearances to serve as escorts and coordinate access for their employees and subcontractors without TS/SCI clearances.

3. Question(s): Could you please re-issue drawing sheets 123,124,134 & 145 because it appears the files were corrupted and only half the information is on the drawings.

Answer: USACE re-issued drawing sheets 123,124,134 & 145 via AMRDEC on 18 August 2017.

4. Question(s):

a. We are extremely interested in this project but upon further review of the solicitation and supporting documents, we would like to formerly request a two week bid extension on this project, currently due September 1, 2017 as well as an extension of one week for RFI's, currently set to close August 25, 2017.

b. The sealed offers are currently due by September 1, 2017 at 2 PM local time, which is assumed to be in Baltimore Maryland's Eastern Time Zone. On the same RFP Form 1142, it's also stated that questions are due on August 25, 2017. Therefore, will the Government extend the due date for this offer by two weeks minimum, or at least by a week after answers (whichever is greater) in order for the bidders to prepare our best responses?

c. We attended the job walk and is very interested in and actively pursuing this project. Due to the short duration of time between the job walk and bid date, along with the bid date's proximity to Labor Day holiday, request a 2-week extension on the bid date and 1-week extension on the due date for project questions.

Answer: The proposal due date had been extended to 15 SEP 2017 in solicitation amendment W912DR- 17-R-0004-0003 as posted on FBO.gov. The proposal due date is extended again in the current solicitation amendment W912DR-17-R-0004-0004 to September 22, 2017, 2:00 PM Eastern Daylight Time. The Request for Information (RFI) period is re-opened with a new due date of September 11, 2017, Eastern Daylight Time.

5. Question(s):

a. In the USAF Specifications document, Section 4.2 it's stated that "The prime contractor will be responsible for providing escorts as detailed in the RFP." The site visit documents also states that the escorts for construction will be provided by the contractor, but not in the RFP. Please validate that the Government is requiring the contractor to provide site escorts for this construction program.

b. It states that it is the responsibility of the contractor performing the work to determine the number of needed escorts and to coordinate with the escort company. Is the contractor to pay for all escorts or will they be provided and paid for by USAF?

Answer: The Contractor shall provide escorts as required.

6. Question(s): Will the Government require offeror's to obtain an Authority-To-Operate (ATO) on the Government's network or comply with any type of cybersecurity requirement for any equipment provided on this project, including the technology provided by Eaton?

Answer: Yes. In accordance with MOP process as stated in the RFP.

7. Question(s): Is a current ATO in place for the Government's ICS network to which the offeror will be connecting network enabled devices (PLCs, HMIs)? If so, does the current System Security Plan (SSP) or other Information Assurance requirement(s) constrain or influence the type or manufacturer/model of these network enabled devices (i.e. based on the security capabilities of the device, an Approved Product List, etc)? If so, could the Government provide specific details as to their Information Assurance requirements for network enabled devices?

Answer: The load centers and UPS systems to be replaced under this contract are currently and will remain on their own separate networks. These networks will not be integrated into the site ICS network during this project so no ATO is required to access the site ICS network. Network enabled devices to be provided under this contract are to be specified by Eaton in the 100% Shop Drawings. These devices will be provided and installed by Eaton in the load centers, essential switchgear and UPS equipment. Updates to any facility systems or software must follow Facilities Engineering (FE) Standard Operating Procedure FE- SOP-007 Site Software Change Management.

8. Question(s): Site Safety and Health officer (SSHO) Is a full time dedicated safety officer required for this project?

Answer: The Government will be issuing an amendment which deletes Part 1.5 “Site Qualifications, Duties and Meeting” of the Environmental, Safety, and Health for Construction Contracts section of the solicitation and directs the offeror to Part 1.7 “Protection of Government Property and Personnel” of the Specification.

9. Question(s): The spec states: "PLCs supplied under this project shall be completely compatible with the laptop provided by Eaton under a previous project. Eaton shall verify that the Government's laptop is loaded with all software necessary to download to the PLC, program the PLC, query and troubleshoot the PLC, etc. and shall provide all necessary software, updates and/or revisions to make it such."

Could the Government provide a list of PLCs which have been determined to be compatible with the "laptop provided by Eaton under a previous project"? Could the Government provide specifications (laptop model/configuration, operating system version, software load, etc), which would allow the offer to ensure the PLC selected is compatible with the laptop described?

Answer: The contractor shall provide two new laptops (one for load centers and one for UPS's) that are compatible with the new PLCs and software. This will be reflected in the addendum specifications.

Technical addendum to the plans and specs will be provided via forthcoming amendment to the solicitation.

5.2 FACTOR 2: PAST PERFORMANCE ON RELEVANT PROJECTS

The offeror shall provide information that demonstrates the offeror’s past performance on relevant projects similar in nature and scope of the solicitation. The offeror shall submit information on a minimum of three and a maximum of five projects that have had a performance period within the past six years from the date of the original issuance of this solicitation. In the case of contractor team arrangements involving a prime contractor and subcontractor(s), where the prime contractor submits the proposal in response to this RFP, the prime contractor must have completed at least three of the projects submitted for Factor 2 for consideration in response to the past performance requirements of this RFP.

Similar projects should include experience in the construction large Uninterruptible Power Supplies (UPS) 1-2 MW in size and associated lead-acid battery farms, medium voltage electrical (4,160V) work, work in 24-7 mission facilities with an uninterrupted mission maintaining redundancy during construction and work for the IC community, performing work in a secure compound under security control. The offeror may submit other types of projects, but must explain the relevancy of those contracts to the one being solicited in this RFP.

In addition to the construction elements discussed above, the submitted projects must clearly identify the following criteria: (A sample form is included at Attachment A, “Contractors Past Performance.”)

m. Contractor’s Name

n. Project Name & Location

o. Project Owner with Point of Contact Information ( If Government contract, provide contract number and contracting office)

p. Detailed Description

q. Explanation of Relevancy

r. Problems Encountered and Solutions

s. Lost Time Accidents

t. Schedule (original start, actual start, original finish, actual finish)

u. Costs (original project cost, final project cost)

v. Offeror’s Role and Work Self-Performed

w. Subcontracted Work (extent and type of work subcontracted by percentage)

x. Number of Request for Equitable Adjustments (REA’s) submitted

y. Safety and DART rating

The offeror shall provide the performance evaluations for the submitted projects that demonstrate the offeror’s performance on recent and relevant projects. The offeror shall provide formal performance evaluation if available.

Formal performance evaluations are those similar to the Department of Defense Performance Evaluation (Construction) Form DD 2626. The Government’s preference is the formal evaluation. If the formal evaluation is included, a Past Performance Questionnaire (PPQ) is NOT required or desired.

If a formal evaluation is unavailable, the offeror shall obtain the information using the form entitled, “NAVFAC/ USACE Past Performance Questionnaire” included (Attachment B). The Past Performance Questionnaire included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 2, Past Performance of Relevant Projects. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires should be submitted with your proposal.

If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Peter G. Zizos via email at Peter.G.Zizos@usace.army.mil prior to proposal closing date.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Offerors may use previously completed PPQs and do not need to have one completed specifically for this project but must include it as a hardcopy.

Offerors may include performance recognition documents received within the last six years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.

5.3 FACTOR 3: PRICE:

The offeror shall submit a firm fixed price for this factor.

6. LARGE BUSINESS SUBCONTRACTING PLAN

A subcontracting Plan meeting the requirements of FAR 52.219-9, AFARS Appendix DD and DFARS 252.219- 7003 (or DFARS 252.218-7004 if the Offeror has a comprehensive subcontracting plan) must be submitted with each proposal.

7. EVALUATION CRITERIA

7.1 FACTOR 1: TECHNICAL APPROACH AND EXPERIENCE: The offeror will be rated on an adjectival basis of acceptable or unacceptable. To achieve an “acceptable” the offeror will submit the information listed in paragraph 5.1 that demonstrates experience in paragraphs 5.1 a. thru j.

7.2 FACTOR 2: PAST PERFORMANCE ON RELEVANT PROJECTS: Past performance will be rated in terms of how likely there is a performance risk to the Government; that is, acceptable risk or unacceptable risk that the offeror will succeed performing the work. The more relevant a proposed project is, the more weight it will be given in the overall confidence assessment rating. If an offeror has no record of relevant past performance, or if information on the offeror’s past performance is not available, the offeror must state that fact. That offeror may be rated as Unknown Confidence/ Neutral. As stated in FAR 15.305(a)(2)(iv), an offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered 'acceptable.'

7.3 FACTOR 3: PRICE: Price Analysis: The process of examining and evaluating an Offeror’s proposed price to determine if it is fair and reasonable, without evaluating its separate cost elements and proposed profit/fee will be conducted in accordance with FAR Part 15. Price analysis may involve comparison with other prices; e.g., comparing an Offeror’s proposed prices of competing Offerors or with previously proposed prices for the same or similar items, and/or any of the price analysis techniques specified in FAR 15.404-1(b)(2).

8. EVALUATION PROCEDURE

8.1 Source Selection Evaluation Board: The SSEB will review all prepared reports. The SSEB will conduct a review of the Technical Evaluation Board (TEB) and the Price Evaluation Boards (PEB) evaluations of proposals against the approved evaluation criteria to ensure an equitable, impartial, and comprehensive evaluation against the solicitation requirements. The SSEB does not compare proposals against each other. The fundamental responsibility of the SSEB is to provide the Source Selection Authority with information to make an informed and reasoned selection. The SSEB will therefore prepare a summary report containing adjectival assessments for each factor and their supporting rationale and brief the SSA and prepare any necessary items for discussion.

8.2 Ratings on individual factors, to include all supporting documentation, will be provided to the Source Selection Authority. The Source Selection Authority, independently exercising prudent business judgment, will determine the offeror that proposed the lowest evaluated priced technically acceptable proposal.

8.3 Discussions: Offerors are advised that it is the intent of the Government to make an award without discussions.

However, the Government reserves the right to hold discussions if it determines that discussions are necessary.

Therefore, proposals should be submitted on the most favorable terms that the Offeror can submit to the Government.

8.4 Exceptions to the contractual terms and conditions of the solicitation (e.g., standard terms and conditions) may result in a determination to reject a proposal.

8.5 The Government reserves the right to reject any or all proposals at any time prior to award.

8.6 The Government reserves the right to limit a competitive range for efficiency purposes.

8.7 Failure to submit all the data in the format indicated in this section may be cause for determining a proposal…
