PERFORMANCE WORK STATEMENT

W912DR-16-T-0008

Residuals Trucking and Disposal Services Contract Washington Aqueduct, Washington, DC

1. GENERAL

1.1. BACKGROUND INFORMATION

1.1.1 Background: The Washington Aqueduct Division maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTP), from which approximately one million people in the District of Columbia and Northern Virginia are served with reliable and safe potable water. Raw water diverted from the Potomac River flows through two conduits and discharges directly into the Dalecarlia Forebay. The water in the Forebay is pumped into the Dalecarlia Reservoir via a booster pumping station. The water from the Dalecarlia Reservoir is distributed to both the Dalecarlia Plant and, via the Georgetown Reservoir to the McMillan Plant.

At the Dalecarlia Plant, water flows from the Dalecarlia Reservoir through two raw water conduits into four sedimentation basins. From the sedimentation basins, the water enters one of two filtration buildings. After filtration, the water flows via a 15 million gallon (MG) Clearwell into a 30 MG Clearwell. Finished water from the 30 MG Clearwell is then pumped out to the public via one of four distribution zones.

The process is similar at the McMillan Plant. Water initially flows from the Dalecarlia Reservoir via the Georgetown Conduit to the Georgetown Reservoir for sedimentation purposes. From the Georgetown Reservoir, the water flows through the City Tunnel to the McMillan Reservoir. From there it is pumped through a filtration building and the filtered water flows via the North Clearwell to the South Clearwell.

The Washington Aqueduct is a self-supporting operation of the Corps of Engineers, and funds for operation and maintenance are derived solely from the sale of water.

1.1.2 Location: The Washington Aqueduct Dalecarlia Water Treatment Plant (WTP) is located in Northwest Washington, DC on MacArthur Boulevard at the Maryland state line. The Residuals Processing Facility (RPF) is located at 5225 Little Falls Road, Washington, D.C. 20016.

1.2 CONTRACTOR RESPONSIBILITY: The Contractor's work and responsibility shall include all Contractor planning, programming, administration, and management necessary to provide services as specified. The work shall be conducted in accordance with the contract and all applicable Federal, State and Local laws, regulations, codes, or directives. The Contractor’s tasks include the following: supply, quality control, job order, and maintenance of accurate and complete records, files, and regulatory documents to include Federal, state, and local laws, regulations, and codes which are necessary and related to the functions being performed. The Contractor shall provide related services such as preparing and providing required reports, and submitting necessary information as specified. Tasks shall be performed in such a manner as to conform to the standards specified herein.

1.3 REQUIREMENTS: The Contractor shall perform Residuals Hauling and Disposal services for the Dalecarlia Water Treatment Plant Residuals Processing Facility (RPF) under this Indefinite Delivery Indefinite Quantity (IDIQ) contract. It shall be the Contractor’s responsibility, to determine which residuals hauling and disposal program will best serve the Washington Aqueduct’s requirements. The residuals hauling and disposal program is subject to acceptance by Washington Aqueduct.

The Contractor shall be responsible for all activities from pick-up and removal of the residuals from the Washington Aqueduct RPF through hauling and disposal of residuals at the Contractor selected remote disposal sites. The overall management and utilization of the residuals shall be in accordance with the accepted residuals hauling and disposal program and all applicable Federal, State and local laws and regulations. The residuals being hauled are strictly drinking water plant residuals.

Water treatment residuals consist of residual silt that remains in solution after the water passes through the Dalecarlia Reservoir combined with coagulation chemicals (aluminum sulfate and polymer). These residuals are withdrawn from the four Dalecarlia sedimentation basins and the Georgetown Reservoir (which serves as a sedimentation basin for a portion of the flow), thickened by gravity, and dewatered using centrifuges. Attachment A contains a copy of the lab analysis of the water treatment residuals.

Water treatment residuals will be dewatered by Washington Aqueduct at the RPF. The dry solids content of the dewatered water treatment residuals is anticipated to be between 15% - 30%, with a typical average between 20% - 25% dry solids.

The contractor’s drivers shall notify Washington Aqueduct personnel when the trucks are in position to be loaded and also notify them when the truck loading needs to be stopped. Residuals shall be picked up, hauled, and disposed of by the Contractor. As part of the pick-up activity, the Contractor shall be responsible for washing trucks, at an on-site truck wash pad provided by Washington Aqueduct. The contractor shall ensure that solids are not deposited on neighborhood streets as the loaded trucks travel to their selected offsite disposal site. If necessary to facilitate offsite disposal at the selected remote site(s), the Contractor shall also be responsible for temporary offsite storage of residuals prior to final disposal.

All residuals managed and utilized under this contract to be land applied or disposed of by other methods, shall be accomplished by the Contractor on permitted sites. It is the responsibility of the Contractor to maintain their permits and to perform work in accordance with such permits and this contract. All permits and sites must be available for immediate use under this contract upon receipt of the Award Notice.

1.4 LEGAL PUBLIC HOLIDAYS: The Washington Aqueduct abides by all legal public holidays for Federal government employees each calendar year as established by the U.S. Office of Personnel Management (OPM). No residuals hauling on disposal shall occur on these designated legal public holidays.

1.5 CONFLICTING WORK: Government or contracted personnel may be working in and around the Residuals Processing Facility (RPF) or the grounds areas during periods when the residuals hauling and disposal Contractor is providing service.
