1 Grunley Construction Ryan Garland General Conditions
Specification Section 1.5.1.1. Site Safety and Health Officer includes specific requirements for the SSHO and is followed by Section 1.5.1.1.1. Certified Safety Trained Supervisor(STS)/Construction Health and Safety Technician(CHST) that includes additional requirements. Please confirm that one person may serve to meet both of these functions as long as that person meets all of the qualification requirements.
The Contractor shall provide an SSHO (1 person) and an STS/CHST (1 person).
One (1) person can not serves as SSHO/STS/CHST. (TML)
2 Grunley Construction Ryan Garland Painting
Drawing A-635 and the I series drawings indicates and Option for wallcovering ILO paint finish on certain walls. This is labeled Bid Option #3, but there is no indication on the drawings or bid form for any other option other than this one. Please confirm that there is only (1) option price for this project.
Drawings should refer to Bid Option 0011. There is only (1) option price for this project.

Drawing A-635 shows (1) manufacturer and product for each finish type, will other manufacturers & products are similar to those listed be acceptable to price or will these listed product / manufacturers need to be used with no substitutions?
Yes, other manufacturers are acceptable. See Note 1 on sheet A-635. - CAS
4 Grunley Construction Ryan Garland Audio Visual Please confirm whether the general contractor is responsible for providing any audio visual systems and equipment.
The Contractor is responsible for infrastructure to support projectors and screens in conference rooms, along with structural supports as indicated. The actual A/V devices will be provided and installed by the Government (CTR).
5 Grunley Construction Ryan Garland Louvers Please clarify whether all louvers are existing, or if the louvers shown on Elevations A-201 through A-211 are to be new and responsibility of general contractor.
All louvers are existing from original or projects preceding this project. There is one exisitng louver in the basement that must be blocked off per details shown on A-

6 Grunley Construction Ryan Garland Concrete
On sheets AD-110 thru AD140, there is a demolition note 1 that states "Grind & Fill existing concrete floors to make adjacent walking surfaces level. Use self-leveling epoxy where necessary." this note does not appear on any floor plans. Please provide areas where this note will be required.
It is understood that this general note applies to all existing concrete floors (3rd floor through basement).
7 Grunley Construction Ryan Garland Landscape On sheet C-503 there is a planting detail that states there are 17 trees to be planted. Please provide locations where these trees will be located on the site and specification section.
Tree planting will not be required.
8 Grunley Construction Ryan Garland Landscape
There is a detail for root pruning and tree protection fence on sheet C-503, but there is none identified on the plans. Will these be required for this project? Will a certified arborist be required if root pruning & tree protection is required?
See sheet CD-100 for tree protection locations. A certified arborist will not be required.
9 Grunley Construction Ryan Garland Earthwork There are a number of sheets showing erosion and sediment control details but not plan. Is there a sediment and erosion control plan prepared for this project?
The erosion and sediment control plan as well as MDE permit plans are still being developed. The details shown are the details being anticipated as being used in the final design.
10 Grunley Construction Ryan Garland Finishes
Drawing A-151 indicates that rooms 010, 018 & 019 indicate a gyp board ceiling in these locations, but on the finish schedule (drawing A-631) indicates that these areas are to have exposed ceilings. Please clarify which drawing is correct.
For rooms 010 and 018, the finish schedule is correct with open-to-structure ceilings. For Room 019, sheet A-151 is correct per a callout to see Note 3 on that sheet, which explains that a horizontal shaft wall is needed inside this 2-hr rated room to give 2-hr rated separation between the Elevator Machine Room and the rooms above. -SMDK
11 Grunley Construction Ryan Garland Finishes
Drawing A-152 indicates that room 020 indicate a gyp board ceiling in this location, but on the finish schedule (drawing A-631) indicates that this area is to get acoustical ceiling (ACT-1).
Please clarify which drawing is correct.
For room 020, the finish schedule is correct with ACT-1. -SMDK

Drawing A-152 indicates that room 011 indicate a gyp board ceiling in this location, but on the finish schedule (drawing A-631) indicates that this area is to get exposed ceiling (EXP). Please clarify which drawing is correct.

Drawing A-153 indicates that room 035 indicate a gyp board ceiling in this location, but on the finish schedule (drawing A-631) indicates that this area is to get exposed ceiling (EXP). Please clarify which drawing is correct.

14 Grunley Construction Ryan Garland Finishes
The finish schedule (drawing A-631) indicates rooms 002, 012, 025, 033 & 043 are to receive ACT-1 ceilings, but the reflected ceiling plans indicates exposed ceilings in these locations.
Please clarify with drawings are correct.

15 Grunley Construction Ryan Garland Expansion Joints Drawing A-618 indicates expansion joint details but there wasn't a specification section provided.
Please provide this specification.
See spec 07 92 00. Details state "Balco Inc or Approved Equal."
16 Grunley Construction Ryan Garland General Conditions
Will the following key personnel as indicated per RFP pg. 13 of 62: Project Manager, Site Superintendent, SSHO, QC Manager, and Scheduler (Project Engineer) need to be all separate personnel (no dual duties) and are they all required to be full time on site for the whole duration of the project? If not, which of the personnel listed are required to be full time on site throughout the project?
The Project Manager, Site Superintendent (Spec Section 01 45 00.00 10, Paragraph 3.1), SSHO (Spec Section 01 35 26, Paragraph 1.5.1.1), QC Manager (Spec Section 01 45 00.00 10, Paragraph 3.4.2), and Scheduler (Project Engineer) must be all separate personnel (no dual duties).
Reference the Specification Sections and Paragraph Numbers provided above. All (except the Project Manager and the Scheduler) are required to be full time on site for the whole duration of the project.
17 Grunley Construction Ryan Garland Finishes
The finish schedule (drawing A-631) indicates room 171 is to have exposed ceiling, but the reflected ceiling plan (drawing A-163) indicates this location to have acoustical ceilings. Please clarify with drawings are correct.

18 Grunley Construction Ryan Garland General Question Will there be another site visit scheduled for so subcontractors can view the site? No. There will not be another site visit for this project. (TML)
19 Grunley Construction Ryan Garland Lead Paint
Per demo note 2 on sheets AD-130 and AD-140 we are to salvage the porch railings and they are to be reused on the first floor as necessary. The note states that "Any railings reused must have lead paint removed." What quantity of railing should be assumed to be reused and can we assume by this note that he existing railngs will be delivered to the salvage stockpile with lead paint intact?
The intent per SHPO is to try to salvage enough of the exiting railings to use them on the first floor existing porches, with all new historic-look railings on the second and thrid floor porches, all new ramps, and all new short-run stairs. If salvage for the first floor existing porch cannot be done, all railings should be new in the historic-look for the listed areas. Assume all existing railings will be delivered to salvage stockpile with lead paint intact. Paragraph 1.4 of Spec Section 01 05 00 states the following: "As part of the Package "E" construction project, existing porch handrails/guardrails were removed and stored for use on this contruction project.
The amount and condition of salvaged handrail/guardrail material was unknown during the award phase. The Contractor's bid proposal shall assume the new handrails/guardrails will be constructed with new materials that match the salvaged material as much as possible. After award, the Contractor shall obtain a list of salvaged material to determine where the original handrails/guardrails can be employed. A contract modification will be initiated by the Construction Contractor if the Contracting Officer determines the salvaged material can be utilized. New handrails/guardrails shall be approved by SHPO prior to installation."
20 Grunley Construction Ryan Garland Masonry
Reference North Elevation Drawing on A-203. Aside from the new elevator structure, please confirm that the shaded façade areas (such as between Column Lines 21 and 20) is new brick veneer.
The brick veneer between column lines 20 & 21 is being completed by a preceding contract. It will be complete when this project begins as it is being included to have the main roofline complete with that project. There is new brick veneer for this project at the new elevator tower, the three-story-tall infill between column lines 16 & 17, and the one-story infill between column lines 13 & 14 and 14 & 15. These infill areas near the elevator tower are creating the new interior elevator vestibules at each level. They include existing windows that are salvaged from the existing walls behind the porch. The only other brick veneer is the window infill for grading in the basement, see AD-110 in the southwest corner & Note 2 on that sheet. -SMDK
21 Grunley Construction Ryan Garland Earthwork Sheet C-170 shows the three bioswales, but there is no section to show these are constructed. Is there any special soil and to what depth?
The section cuts for the bioswales were being developed when the IFC plans were submitted. Assume a 2' media depth for all bioswales. The media will need to meet MDE standards.
22 Grunley Construction Ryan Garland Glass & Glazing
AD-Series drawings indicate windows to be removed & stored for re-use. A-series drawings indicate new blast windows to go in its place. Please confirm if existing windows that are indicated to be removed are to be re-installed in the same location or are new blast windows going into those locations and existing windows are to be turned over to the Owner?
See Amendment 2 for window clarifications. Windows previously shown as new blast windows have been replaced with the existing salvaged and re-located windows to match the look of the building. No blast windows are requried for this job. All windows will have Gyp Bd shaft walls blocking them from the interior spaces to protect from glass fragments in a blast event. _SMDK
23 Grunley Construction Ryan Garland Structural Steel
Drawing S-503 indicates both window & door structural framing details which refers you to drawing A-500 for locations. In the bid documents, there isn't a drawing A-500. Please provide this drawing.

27 Grunley Construction Ryan Garland Site Furnishings Please confirm if benches shown on Drawing C-001 are to be provided by GC. If GC is to provide benches please provide specifications.

28 Grunley Construction Ryan Garland Vehicle Barriers
Sheets C-100 and C-101 shows crash rated, counter-weighted manual swing barriers, and bollards are to be provided but there are no details to show how these are constructed. Please provide specifications & drawing details for counter-weighted manual swing barriers and bollards if GC is responsible to provide.
GC is to select crash rated, counter-weighted manual swing barriers and bollards that are on the DOD Anti-Ram Vehicle Barrier List (updated April 2016).
30 Grunley Construction Ryan Garland Door Hardware
Several door hardware sets per the hardware schedule on 087100 part 3.5 include x10 locksets, however the specification only lists x09 locks per part 2.3.15 of the same specification section.
The x09 series has seemingly been discontinued. Should part 2.3.15 of 087100 be updated to reflect x10 locks?
Yes. All X09s should be upgraded to X10s. -SMDK
31 Grunley Construction Ryan Garland Painting
Per general note #7 on the Interiors drawings all exterior windows will receive window blinds, and be covered with a drywall partition in the interior. Per amendment #1 drawing A-616 these partitions will need to be painted if they are visible thru the window. Please confirm if the partitions need to be painted on the sides facing the window if they are covered by windows blinds.
Yes. It is a concern of SHPO that unfinished studs and GYP BD not be visible through the slats of blinds. All gyp bd and studs that cross over window openings shall be painted. -SMDK
32 Grunley Construction Ryan Garland Finishes
The reflected ceiling plans (drawings A-150 to A-183) indicate a prefinished metal soffit ceiling at the porches but this is not well indicated on the ceilings plans and no specification on this system showing the assembly for this ceiling. Please provide additional drawing clarifications and specifications for this ceiling assembly.
Extent of prefinished metal soffit and trim is under new exterior covered porch shown on drawing A-162 between column lines 16 and 17. Other existing porch soffits will remain. Design was based on PlanarMacro perforated metal ceiling systems by Chicago Metallic (.040 inch thick aluminum 4" wide with square edges, and perforated with pattern number 62R216S without soundtex non-woven acoustical sound membrane). Contractor to supply supports as recommended by manufacturer to meet Code.
33 Grunley Construction Ryan Garland Glass Railing
Drawings A-420, A-421 & A-422 show details for glass railings, but there wasn't a specification issued for this work. Please provide a specification for the glass handrailing or a list of manufacturers that will be acceptable to price this work.
Individual components are specified. Contractor is not locked into a specific manufacturer. Glazing panels and all aluminum handrails shall meet 05 52 00, paragraph 2.12.
34 Grunley Construction Ryan Garland Site Utilities
Will the contrator be allowed to make the connection to the water main for the new domestic and fire service or will this work need to be done by American Water? If it is required to be done by American Water, are there any fees asscoiated with them performing this work?
Domestic water and fire service will be performed by American Water. Contractor is responsible for any fees from American Water for making the connection.

Section 01 33 29 LEED Documentation indicates that the LEED Checklist is included at the end of the section, but the checklist was not provided. Please provide the LEED Checklist for this project.

Yes, provide sign type 11 at First, Second, and Third floors. Sheet I-601 is information for basement and first floors, and Sheet I-602 is information for second and third floors.
41 Grunley Construction Ryan Garland Mechanical
Note 2 on sheet M-124 calls for the 6" chilled water lines to be run below grade and connected to the existing chilled water line in the road. Sheet C-120 states that the 6" chilled water lines are existing to remain. Please clarify which sheet is correct.

Please confirm that the progressive collapse reinforcement work under the Phase 2 work is only between column lines 11 and 18 as shown on drawings S102 thru S105 and S550 thru S552. If not, please indicate where all the progressive collapse reinforcement is to take place.

Demo Note 1 / drawings AD110 to AD140 indicates to grind and fill concrete floors to make adjacent walking surfaces level. Considering that this is unquantifable without a survey and no thickness of self leveling epoxy is indicated to assume, could a quantity allowance be provided by the owner (actitivy with thickness to assume) with a unit price extension similar to CLIN0003 through 0010?
No. A quantity allowance be not provided by the Government. Please utilize information provided in the drawings and specifications.
46 Grunley Construction Ryan Garland Demo & Abatement
Per demo note 2 & 3 / drawings AD-120 to AD-140, please confirm if lead paint needs to be removed from railings to be reinstall or can the lead remain and be encapsulated with new paint coatings?
The Contractor shall assume the lead paint can be encapsulated.
47 Grunley Construction Ryan Garland Site Per notes on sheet C-130, thare are dry wells to be installed. Please provide a detail on the their construction.
Details are still being developed and will be included in the permit drawings. The volume (CF) callout represents the total volume of the drywell. The drywell will be constructed per MDE standards.
48 Grunley Construction Ryan Garland General Can you provide a specific work scope that the Phase 1 contractor is performing? The RFP and specifications are not 100% clear as to what work they are doing.

Per Amendment 2, drawing A-616 now indicates that the blast windows will now need to be removed, salvaged and reinstalled after the demolition phase. Assuming that these windows were provided and installed by the Phase 1 contractor, can you please provide the subcontractor who installed these windows originally?

50 Grunley Construction Ryan Garland Mechanical
Drawings M-117, M-118, M-119 & M-120 have a note that states "8 inch round duct with manual volume damper up to EXISTING SOLAR CAVITY". No detail or section view is illustrated in the bid documents for this Existing Solar Cavity. Can a detail / section view be issued to indicate the required work for the contractor.
Contractor is to cut 8" holes in the existing metal deck for round duct connections.
Round ducts shall be fastened to the underside of the metal deck.
51 Grunley Construction Ryan Garland Steel / Demo / Paint
Please clarify that for bid purposes per Note 2 / drawings A-201 to A-211 that the contractor is to price removal & replacement (new) of all exterior railings shown on this project or are we to price removal / salvage / lead paint strip / reinstall / repaint of existing wrought iron railings on the 1st floor only and for the rest of the floors (2nd & 3rd) to figure demolish and replace with new as show?
Contractor shall assume all railings will be new. See paragraph 1.4 of 01 05 00 for additional direction regarding existing railings and previously salvaged railings.
