SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT NO: 0002

RFI QUESTIONS AND RESPONSES

1. QUESTION: I am requesting the XYZ survey data of the design cut and fill area as well as the latest existing AD/ Final Acceptance surveys from previous maintenance dredging of the Wicomico River.

ANSWER: The xyz data is only provided to the contractor who receives the award. All information available in the plans and specs should be sufficient to make an accurate bid.

Also, if you would like to see previous surveys, you can find them at the following address on the Corps website http://www.nab.usace.army.mil/Missions/Civil‐Works/Nav‐Maps/

2. QUESTION: We were notified today that the Panicum virgatum has been substituted for the

Spartina patens, which will work well. However, we are still concerned that Spartina alterniflora is being planted above high tide. Can you please clarify this?

ANSWER: While the three feet is listed in the specs as the elevation, the material placed should not go over the coir logs that are placed. The height of the coir logs will be around 26‐28" in height. The elevation is then raised slightly to meet with the existing shoreline elevation where the patens will be planted. By the time the elevation is high enough beyond the high tide it should transition to patens. The Spartina should be within the tidal range most if not the entire time.

3. QUESTION: Access to the planting areas: Are the planting areas accessible by vehicle? If so, how close will we be able to get to them?

ANSWER: Access to planting areas will only be available by boat. Unfortunately there are no roads that lead to the shoreline area of the wetland restoration area.

4. QUESTION: Planting substrate: After the 30 days of "settling", what condition will the dredge material be in? Will the planting sub‐contractors be able to walk in the planting areas without sinking or will special equipment/gear be needed?

ANSWER: It is estimated that dredging will be completed around mid‐February (due to environmental windows), so the material will actually have longer than 30 days to settle before planting can occur. The state of the material will need to be determined at that time. The material should be firm enough to walk on at that point, but we will not be 100% sure until we see how it is doing prior to planting.

5. REFERENCE: Sec. 35 20 23 / Page 1 / 1.2 ‐ ….Completion of work shall not be later than 180 calendar days after the date of receipt by him of notice to proceed.

QUESTION: Does the vegetation planting also have to be done within these 180 calendar days?

ANSWER: Vegetation will also be needed to be completed within 180 of notice to proceed.

6. REFERENCE: Sec. 35 20 23 / Page 1 / 1.2 ‐ ….Completion of work shall not be later than 180 calendar days after the date of receipt by him of notice to proceed.

REFERNCE: Sec. 35 20 23 / Page 1 / 1.2 – Due to environmental concerns, no dredging or placement is permitted between February 15 to September 30.

QUESTION: Would the Contractors 180 calendar days still continue to count during the environmental windows?

ANSWER: The days during the environmental window of 15 February through September 30th days/liquidated damages will not count towards the contract.

7. REFERENCE: Sec. 35 20 23 / Pg. 27 / 2.5.3 ‐ …..The Water Quality Certification for the work included in this contract is being reviewed by the State of Maryland.

QUESTION: Please send out copies of all permits pertaining to this project 1 week prior to bid submittal. Reviewing these permits are extremely important and could affect the project as a whole.

ANSWER: If a response is obtained from the State of Maryland in time it will be sent to prospective bidders.

8. REFERENCE: Sec. 35 20 23 / Pg. 5 / 1.5 (l) – Shellfish areas exist in the vicinity of the area to be dredged in the lower river.

QUESTION: Is the only shellfish areas in or near the project site found in stations 38+800 – 39+800?

ANSWER: Shellfish areas, and areas that restrict time of year dredging, are only from Stations 38+800 through 40+800. Please see updated spec Section 32 20 23 Part 1 Paragraph 1.2 with “40+800” replacing “39+800”.

9. REFERENCE: Sec. 35 20 23 / Pg. 5 / 1.5 (l) – Shellfish areas exist in the vicinity of the area to be dredged in the lower river.

a. QUESTION: Can you please show on the plan drawings where these shellfish areas are located at?

ANSWER: Shellfish areas are located within N.O.B. 29 outlined on page V‐103 and V‐104

b. QUESTION: Will the contractor be able to set their swing anchors, and submerge their pipeline in these areas?

ANSWER: Yes. All work just must be completed in those areas before 16 December

10. REFERENCE: Sec. 35 20 23 / Pg. 27 / 2.5.2 – Approved flocculants shall be used to maximize the capacity of the placement site.

QUESTION: Has the Owner considered the risks of using flocculants when it pertains to being able to install the plants in the disposal area?

ANSWER: The use of flocculants has been considered and depending on the material flow may not be needed throughout the entire process. Also, there will be a time delay between the completion of work, due to the environmental window, and the planting availability which should allow for water to settle out of the sediment.

11. REFERENCE: Sec. 35 20 23 / Pg. 27 / 2.5.2 – Approved flocculants shall be used to maximize the capacity of the placement site.

QUESTION: Due to the potential of having unsuitable planting material after using flocculant in the disposal are, we would like to see bid item 0007 be updated as an optional bid item. If it is found after the 30 day settling period to be unsuitable for planting, this bid item would not be enforced and therefore deleted from the project.

ANSWER: Due to the time when placement of material must be completed and planting is allowed this should allow sufficient time for the water to decant before planting vegetation.

12. QUESTION: Please give us the available capacity in the placement area in cubic yards.

ANSWER: Please see attached quantity sheet for the placement site cubic yardage.

Placement site capacity may be higher due to the fact that not all areas of the existing shoreline were fully surveyed.

13. QUESTION: Are there borings available for this project? If so, can you please send those out?

ANSWER: No borings are available for the project.

14. REFERENCE: Sec. 35 20 23 / Pg. 32 / 2.8.1 – The pipeline shall be routed between the shoreline and the placement site.

QUESTION: Can you please detail on the plan drawings the proposed pipeline route and any right‐of‐way’s established for oyster grounds.

ANSWER: Right of ways from the State of Maryland are still in progress since adjacent land is owned by Maryland Department of Natural Resources (MDNR). Until a response is heard from (MDNR) access for the pipeline can be obtained from the water side of the placement site.

15. QUESTION: There appear to be some points in this solicitation that are incorrect. For example, the specs call for 247 logs stacked 2 high to cover 2,954 feet of length. Those numbers don't work with either 10' or 20' logs. Are the logs 10' or 20 ft lengths, and what is the correct # that you are specifying? It would seem that you are requesting 591, 10' logs.

ANSWER: The total linear footage of coir logs required is 2,954 ft. The estimate for total logs needed was calculated using 12' as the expected length per log. The Corps understands the total number of coir logs may vary if a different log length is used.

16. QUESTION: Can the SSHO have duel responsibilities? Ex. Can the SSHO also be the superintendent if the QC guy is a standalone person?

ANSWER: No.

17. QUESTION: Can this project please be pushed back one week in order for the contractors to review the permits that have yet to be released as well as giving the planting subcontractors more time to place a competitive bid?

ANSWER: Yes, we would agree to push back bid opening one week from 11 October 2016 to 18 October 2016.
