Solicitation Number: W912DR-15-R-0017 Questions & Answers

This is a request for SF 330 Part I and II.

Q01: Who are the incumbents?

A01: In 2007 and 2008, NAB awarded two (2) A/E contracts to support the master planning program. The terms of each contract were 5 years with $5M capacity per contract. Utilization of these contracts proceeded at a uniform pace over the five year term. The two contracts awarded were: W912DR-07-D-0044 to John Gallup & Associates and W912DR-08-D-0016 to Government Services Integrated Process Team LLC. Both contracts reached maximum capacity in June 2012. Master Planning has no active contracts.

Q02: By definition, is the Total Small Business Set Aside intended to be fulfilled by teams composed entirely of small businesses?

A02: No, however, the prime contractor shall be a small business concern and shall comply with FAR 52.219-14 Limitations on Subcontracting.

Q03: If large business concerns are allowed to be sub consultants, will I receive higher ranking if 100% of my team is comprised by small business concerns?

A03: No.

Q04: If I include large business concerns as sub consultants, will I be disqualified?

A04: No.

Q05: The solicitation did not explicitly mention any time limit on the projects that could be included in Section F of the SF-330. Other solicitations often restrict projects to those from the last 5 years. Does that constraint exist for Solicitation W912DR-15-R-0017, or is there some other guidance you could provide?

A05: All projects included in Section F of the SF 330 must be from the last seven years.

Q06: Under factor 1, the solicitation asks for a cost estimator and cost engineer. Please explain the difference in these two disciplines.

A06: A cost engineer is no longer required as it is often synonymous with cost estimator. Please provide a cost estimator.

Q07: Under factor 1, the solicitation asks for an environmental engineer – is this an engineer focused on wastewater management or hazardous materials or other?

A07: An environmental engineer will have no focus other than on environmental issues.

Q08: Under factor 2, the solicitation, do the projects described in section F have to be completed, substantially completed or under contract?

A08: All projects included in Section F of the SF 330 must be at least 50% complete.

Q09: Under (4) Submission requirements, the solicitation asks for one file using Microsoft Word or PDF format. Do you mean and, a file in each format versus or – one format is fine?

A09: One format is fine.

Q10: If we include 11x 17 pages – are these counted as two pages or one page in the 125 page count and or the 10 pages in section H?

A10: 11x 17 pages are only permitted in Section D and they will be counted as one page.

Q11: Do the Part II’s for each firm and office count as part of the 125 page count or are they excluded?

A11: No, Part II is not included in the 125 page count for Part I. There is no page limit for Part

II.

Q12: Do you want the proposals bound or clipped?

A12: Bound.

Q13: Does the cover count as a page in the 125 page count or are they excluded?

A13: The cover page is not included in the 125 page count.

Q14: Does a cover letter count as a page in the 125 page count or are they excluded?

A14: The cover letter is not included in the 125 page count.

Q15: We anticipate including a 1099 Independent Contractor on our team? Should that entity be listed separately on Section C of Part I of the SF 330? Would that entity also need to complete a Part II?

A15: All subcontractors must be listed separately in Section C of Part I of the SF 330 and need to complete Part II of the SF 330.

Q16: Do the example projects in Section F need to be completed projects, or can they be ongoing?

A16: All projects included in Section F of the SF 330 must be at least 50% complete.

Q17: Under "(3) Selection Criteria," Factor 1 lists a number of "registered and licensed personnel...in...key disciplines" as being required. The list is quite extensive. Do all of these disciplines need to be shown in Sections E and G? Since E, F and G should tie together, this issue plays a major role in the choice of example projects to include. Factor 2 states that the most important project experience is in master planning , but many of the disciplines generally play no role in master planning, e.g. electrical engineers, interior designers, industrial hygienists, etc.

Essentially, I am trying to ascertain whether we must/should show all of the key disciplines listed in Factor 1 within our example projects in Section F.

A17: Yes, the key disciplines should be used within example projects.

Q18: SECTION E – Should all resumes be restricted to one (1) page?

A18: Yes, please follow the SF 330 format.

Q19: SECTION F – Maximum of ten (10) projects allowed for this submittal?

A19: Yes, please provide ten projects.

Q20: SECTION F – Should Project Description Sheets be limited to one (1) page?

A20: Yes, please follow the SF 330 format.

Q21: SECTION F – Should relevant projects be limited to the last 5 years?

A21: All projects included in Section F of the SF 330 must be from the last seven years.

Q22: May recent relevant CPARS Evaluation sheets be included as part of the package (not included as SECTION H ten page count)?

A22: If you include CPARS Evaluation sheets they will be included in the Section H page count.

Q23: Are 11x17 pages allowed for the SF 330 Sec D and Sec G? If so, does each 11x17 count as one page or two?

A23: 11x 17 pages are only permitted in Section D and they will be counted as one page.

Q24: Are blank pages or tabs between SF 330 sections excluded from the page count?

A24: The blank pages are not included in the 125 page count.

Q25: Is a table of contents excluded from the page count?

A25: The table of contents is not included in the 125 page count.

Q26: Is an acronym list excluded from the page count?

A26: An acronym list is not included in the 125 page count.

Q27: Is there a page limitation for individual resumes or individual project descriptions?

A27: Yes, each individual resume and each individual project description is one page. Please follow the SF 330 format.

Q28: Does the minimum pitch of 10 points apply to graphics, figures, and tables?

A28: Yes.

Q29: Instructions for the SF 330 indicate that 10 projects should be submitted unless otherwise specified by the agency. Please confirm only 10 projects are to be submitted for this proposal.

A29: Yes, please provide ten projects.

Q30: Factor 2 states, “All projects provided in the SF 330 must be completed by the office/branch/regional office and or individual team members actually proposed to manage and perform work under this contract.” Does “individual team member” refer to a teaming partner company or an individual staff person within a teaming partner company? If the latter, may a project description be submitted documenting relevant personal project experience (not performed by one of the teaming partner companies but performed by a resumed individual)?

A30: Individual team member can be a teaming partner company or an individual staff person within a teaming partner company. A project description may be submitted documenting relevant personal project experience by a resumed individual. All relevant projects provided should have somebody on their proposed team with specific experience in the project.

Q31: Factor 2 states, “For submittal purposes, a task order on an IDIQ contract is considered a project as is a stand-alone contract award. Do not list any IDIQ contracts as an example of a completed project.” Please clarify what percent complete each project submitted in Section F must be.

A31: All projects included in Section F of the SF 330 must be at least 50% complete.

Q32: For Factor 7, please confirm the requested “volume of DoD A-E contract awards” is for the prime only and not teaming partner companies.

A32: Factor 7 refers to the prime only.

Q33: SF 330 Section E resume and Section F project formats limit the page count to one. Can we get clarification on Section E/F page counts?

A33: Each individual resume and each individual project description is one page. Please follow the SF 330 format.

Q34: Recently, another Baltimore COE solicitation initially limited Section H page count to 10 pages then revised it later to allow more pages. IS that possible again in this solicitation?

A34: The Section H page count has been increased to no more than 20 pages.

Q35: Your SF 330 Part I page limit of 125 pages allows us to provide a lot of detailed and relevant information, but it is a lot of pages to fill. Will the submittal be graded lower if we are below the page limit?

A35: No.

Q36: I have seen the question asked frequently in the past about font size. When filling in SF 330 fields, sometimes even 10 pt is tough to fit in the space provided. This pertains more to the smaller blocks in Section A-C, E, F. In the Body Text in Sections E, F and H, 10 pt is certainly fine.

A36: Please use at least 10 pt font.

Q37: Can the SF 330 submittals be hand delivered prior to the submission deadline?

A37: Yes, but please confirm receipt of the package via email.
