QUESTIONS AND ANSWERS:
Q1: I do not see any sizes listed in the spec section #33 56 10 (fuel storage tanks), nor do I see any drawings of the tank(s) to provide this information.
A1: See sheets C-3 and C-11. C-3 locates the “1,000 Gallon buried propane tank” and a detail on C-11 named “Underground Propane Tank Detail” is labeled as a 1,000 gallon tank.
Q2: Specification section 31 23 00 “Excavation and Fill” clearly defines soils and rock types along with backfill requirements and testing. However, we could not determine if excavation is classified or un-classified. Due to the obvious and existing Powder Smoke Ridge site conditions, we feel it would be in the interest of the Army Corps of Engineers to allow classified excavation with a cost add per cubic yard for rock as an acceptable means of bidding. Please indicate how the excavation is to be bid.
A2: Use the boring logs and topographic information to estimate quantities. All excavation is unclassified.
Q3: Can a site visit for interested subcontractors be arranged? Demolition requires a site survey of Bay 4 and excavation at the Radom site and Tower site need to be carefully examined.
A3: A site visit has been scheduled for 6 January 2010.
Q4: Specification section 28 31 76: Please provide the existing fire alarm vendor with contact information
A4: There is no single vendor for the existing Interior Fire Alarm and Mass Notification System at Tobyhanna Army Depot. The only requirement is that the Radio Fire Alarm Transmitter must be a Signal Communications product.
Q5: Specification section 27 51 16: Please provide the existing radio and public address vendor with contact information.
A5: There is no single vendor for the Radio and Public Address Systems at Tobyhanna Army Depot.
Q6: Specification 26 29 23 “Variable Frequency Drives” have been included in the electrical spec division. Drawing notes indicate this item is to be provided for by the HVAC contractor. Please clarify who is responsible for providing the VFD’s and Line Reactors.
A6: All variable speed drives shall be furnished and installed by the Electrical Contractor (DIV 26) and coordinated with the HVAC Contractor (Div 23).
Q7: Drawing E-104, at column intersection 28.3 & C8 there are 2 speakers with sub note “F”. What does the F represent?
A7: Disregard “F” subnotes at speakers.
Q8: Due to the complexity and coordination required between the general contractor, subcontractors and open design of the Radome and Tower a 2 week extension of time is requested in order to properly bid this project.
A8: With the Amendment 0003, the date specified for receipt of offers was extended to 13 January 2010.
Q9: Bid Form and pricing schedule. Bid items 0001 thru 0004 appear to be incorrectly phrased.
Please provide further clarity as to the desired scopes for each of the items 0001, 0002, 0003 and 0004.
A9: Refer to the revised bid schedule attached.
Q10: In the “Summary of Work”, Section 01 11 00, it is stated that the new flooring is to be a Stonhard system. Is the intent of the specifications that Stonhard will be a sole supplier of the flooring system or are other flooring manufacturers allowed to bid the project?
A10: Other manufacturers can bid.
Q11: Is a Bid Bond required with the submission of the proposal besides the letter from the Bonding Company or is just the letter satisfactory?
A11: A Bid Bond is required.
Q12: Please reference Subcontractor Past Experience Form “E” on page 38 of 88 of the Solicitation Documents: Are we supposed to actually use this form when submitting qualifications or just follow the general format? The form does not have applicable room to fill out the items as required. Also, the list of subcontractor requirements listed on pages 13 to 18 exceed the items that appear on the Subcontractor’s Past Experience form. Please advise what format we should use for subcontractors; a revised form from your department or our own outline that parallels pages 13 to 18.
A12: Contractor may use their own format for the subcontractor past experience. The format should outline all information requested in factor 3.5 for all concentrations.
Q13: Please better define the breakdown required on the pricing schedule (pages 3 and 4 of 88). Do Bid Items 0003 and 0004 just include the radome and tower or do they include the applicable foundation and MEP work?
A13: Refer to the Bid Price Schedule attached. The Radar Tower Option includes just the tower, and all associated infrastructure is part of the base bid. The Radome Option includes only the Radome, and all associated infrastructure is part of the base bid.
Q14: Does item 0001 actually include any work for the radome and tower? Items 0003 and 0004 state that all other infrastructure work is to be in 0002 so why would there be any work related to the radome and tower in Bid Item 0001.
A14: Refer to #13 above.
Q15: Is the steel that supports the mechanical platforms considered structural and subject to the AISC standards or is it considered miscellaneous and not subject to this standard?
A15: Yes, this steel should be considered to be structural steel.
Q16: The mechanical platforms are calling for galvanized grating, does all the steel in those platforms require galvanizing?
A16: No, the steel should be prime painted. Refer to specification section 05 12 00.
Q17: Are the electrical generators supplied by the Contractor or TYAD? The documents conflict.
A17: The electrical generators are Government Furnished.
Q18: Specification section 31 23 00 “Excavation and Fill” clearly defines soils and rock types along with backfill requirements and testing. Q24: Specification Section 23092 describes DDC Reset Buttons (RST-BUT) to be installed where shown on drawings. We cannot find these on the drawings. This also applies to the Emergency Shut-down Buttons. How many of these are required and where are their locations?
A24: Locate DDC Reset buttons (RST-BUT) adjacent to AHUs on equipment platforms.
Q25: The SF1442 specifies that a bid guarantee is required; however Factor 8 only calls for a "Bond Surety Letter" which is different than a bid bond. Which is required?
A25: Both the bid guarantee and bond surety letter are arequired.
Q26: The bid schedule refers to one (1) 225A generator and one (1) 300A generator; however there is no spec section for these generators. Please clarify.
A26: Refer to #17 above.
Q27: Factor 5 requests past performance information for certain subcontractors. One of these is the "structural" contractor. Is this referring to the radar communication tower subcontractor, or the subcontractor providing the structural steel in the warehouse renovation?
A27: Subcontractor Past Performance should be provided for any subcontractor That falls under any of the concentrations under factor 3.5.
Q28: Reference Drawings, S101A, S-101B, S-101C and S-101D, General Note 2: This note describes concrete slab infill based on existing slab thickness conditions. As we are unaware of the existing conditions we are at a loss how to bid this portion of work. For bidding purposes, can the Army Corp determine a suitable slab thickness that can be used for estimating so all bidders are pricing similar scopes of work?
A28: Revise General Note 2. to read: “At all locations of slab infill, provide concrete slab on grade to match existing slab thickness, assumed to be 8 inch. Reinforce with #4 @ 12” top & bottom each way. Notify COR for slab thickness > 8 inch.”
Q29: We cannot locate fire extinguishers on the drawings. Can we please have more information as to what types and quantities will be used on this project?
A29: Existing fire extinguishers are to be retained, protected, and re-used.
Q30: Please define where specification section 10 22 13 is used in this project. The fencing indicated on the drawings seems to be chain link not wire mesh partitions.
A30: All interior fencing is to be wire-mesh partitions. Chain link fencing is exterior.
Q31: Under the radome spec, section 3.11.2.3 and section 3.17.1 specify 3 rollup doors. Our proposed large vehicle access doors are not rollup. They are composite doors; made essentially of the same material as the rest of the radome; therefore have the same RF transparency, structural/mechanical properties, etc. as the radome. We have bi-fold & tri-fold that open up, not rollup. Based on our experience, rollup doors are not the optimal solution. We consider composite doors to be the best value/optimal solution. Question - is rollup a mandatory requirement?
A31: To be answered in a future amendment.
Q32: Specification section 010500-1 states that foundation exploration logs are included at the end of the specification section. The foundation exploration logs were not included in our bidding documents. Please clarify if the foundation exploration logs are available.
A32: Boring logs are included in the Civil Drawings. Geotechnical Reports are available for bidders. Refer to Specification section 01 05 00, paragraph 1.2.2. The Geotechnical Branch, Baltimore District at 410.962.2004, can be used as a Secondary Contact.
Q33: It appears that the only roof work will be patching at new vents and exhaust fans. Please provide a roofing specification. If the roof is currently under warranty, who holds the warranty, who is the roof manufacturer, and who was the installing contractor?
A33: New exhaust fans required for renovation will be installed on existing curbs (presently supporting gravity vents). New bases will provide required counterflashing over the existing curbs. Roofing specification is not required for this work.
Q34: Specification section 133329-1 states that the project is LEED silver. The LEED scorecard at the end of the section indicates obtaining 26 points, or LEED certified. Please clarify which level of certification is required.
A34: LEED Certified is required, not LEED Silver. Specification is changed by amendment.
Q35: The goal for recycled content in specification section 133329-3 is the sum of post-consumer plus ½ post-industrial recycled content values to equal 20% of the total material cost. The LEED scorecard indicates 10%. Please clarify.
A35: 20% per spec.
Q36: Specification section 133329-4 states that 20% of materials and products must be local/regional materials. The LEED scorecard indicates 10%. Please clarify.
A36: 20% per spec.
Q37: Specification section 061000-10, item 1.11.2 indicates wood is to be FSC-certified. The LEED scorecard does not indicate that FSC certification is required. Please clarify.
A37: Required per spec.
Q38: Specification 062000 describes factory-finished wood cabinets, but drawing A601 shows plastic laminate cabinets. Please clarify.
A38: Use laminate cabinets, per drawing A601.
Q39: There are two (2) specification sections, 081116 and 083213, that describe sliding glass doors.
Please advise which specification we are to use.
A39: 08 32 13 applies specifically to the automatic sliding glass doors (doors 100.2, 100.3, and 100.4). Section 08 11 16 is deleted by amendment.
Q40: The door schedule remarks on drawing A602 reference sheet 1b-1-9. Where can we find sheet 1b-1-9?
A40: It should refer to A602 - it is referring to the details on the sheet.
Q41: Please provide specifications for the waterproofing shown in detail 10/S301.
A41: Refer to Spec. Section 07 17 00 “Bentonite Waterproofing”, issued by amendment.
Q42: Please provide locations of epoxy flooring. Epoxy flooring is specified, but it is not shown on the drawings.
A42: Epoxy flooring is required throughout room Testing 100.
Q43: Please provide locations of aluminum swing doors specified in section 081116-7, item 2.1.
A43: Refer to #39 above.
Q44: Please provide locations of wire mesh partitions specified in section 102213. There are no locations shown for wire mesh partitions - chain link fencing is indicated for interior fenced areas.
A44: Refer to #30 above.
Q45: Drawing A-101 states “Completely remove all perimeter exterior wall insulation from floor to underside of roof. Please confirm if this insulation contains asbestos and who is responsible for the remediation and monitoring.
A45: The Government has stated that this insulation does not contain asbestos.
Q46: Have the work areas for the tower and radar dome been cleared of all unexploded ordinance?
A46: No, see drawing notes.
Q47: Drawing C-2 general note # 1 states in part “any excavation more the four feet below existing grade will require additional UXO clearance activity prior to proceeding.” Will the clearance of UXO and the cost for this work be the contractor’s responsibility?
A47: Yes, at Contractor’s cost.
Q48: Drawing C-8 shows the limit of disturbance encroaching on a wetland area. Please confirm the responsibility of the contractor for work in the wetland area.
A48: This item has been addressed by a previous amendment.
Q49: Please provide a copy of the Geo Tech report. The information on the drawing cannot be read.
A49: Refer to #32 above.
Q50: Drawing A-102 shows what looks like an extension of the chain link fence enclosure at the existing electrical substation 100A area. This enclosure is not identified as chain like fence. Please confirm what material and height this enclosure is to be.
A50: It is to be wire mesh partition, height to match existing.
Q51: Please confirm details 6/A-102 and details 5/A-102 are correct. They seem to be reversed.
A51: The details are reversed. Detail 5/A102 should be “6”, and Detail 6/A102 should be “5”.
Q52: Drawing C-10 shows a tie-down attached to the reinforcing steel at the radome and the external radar testing pad. Please supply information on the type, size, material and manufacturer for the tie-downs.
A52: The tie-down shown is fabricated steel bar welded to the reinforcing steel within the concrete. The tie-down anchors shall conform to ASTM F1554 Grade 36.
Q53: The bid range listed in the original solicitation states the project to be between $10M and $25M. On the FBO website it is listed to be between $5M and $10M, which is correct?
A53: $5M and $10M
Q54: What are the electrical characteristics pertaining to load details (amp draw) of the TPS-59 radar unit?
A54: TPS-59 has an input power requirement of 3-phase, 400 Hz, of 112.5 KVA. PP1-2 feeds a 125KVA, 400HZ generator to facilitate this load as directed by Tobyhanna personnel.
Q55: I’ve looked through the Plans & Specs but cannot find reference to 400Hz connectors, or how the 400A Disconnects located at Columns D24 and H24 (E-104) are attached to the radar units.
A55: Contractors work shall end at disconnect switches. Attachments to radar units shall be by Owner.
Q56: If using MS style connectors, will the Aircraft Interlock Circuit (aka E/F, per 26 35 43 para 2.1.4.5) circuit be deactivated (due to single output from Frequency Converter, as per Single Line Diagram on E-602) or will Load Point Control Units be utilized to provide safety against electrical shock?
A56: To be answered in a future amendment.
Q57: Due to the 400Hz Spec being out of date, the Overload requirement of 300% as shown in 26 35 43 para 2.1.1.11, is no required per MIL-C-704F, and most providers, including ourselves will take exception to it.
A57: Noted.
Q58: Specification 26 20 00 page 25 3.1.10 states that the contractor is responsible for connections to government furnished equipment. Will the electrical contactor be expected to make final connections to equipment? If yes, we will require a list of that equipment and electrical rating along with identification as to cord & plug, single point termination and interlock if so required.
A58: Contractor shall be responsible only where/if noted on drawings.
Q59: The coordinates given in the Tower Specifications (specification section 13 60 30, 1.4.1) do not match the coordinates given on drawing C-4. We assume the coordinates on C-4 are the correct ones;
please let us know if this assumption is valid.
A59: Drawing C-4 has the correct coordinates listed.
Q60: Specification Section 01 51 00 calls for a 200 ft construction office for the Government.
Generally the Corp has not required a temporary office at the Tobyhanna Army Depot. Is this required?
A60: Yes.
Q61: Specification Section 01 45 10 requires a “Testing Adjusting and Balancing Technician” to be employed directly by the contractor when this type of work is being performed. Is this required since other specification requires “Independent Certified Testing and Balancing” personnel? Please advise.
A61: The Testing, Adjusting, and Balancing (TAB) technician indicated in specification section 01 45 10 is part of the Quality Control staff and is responsible for performing Quality Control activities of TAB; they are not the same entity specified in section 23 05 93.
Actual TAB activities as specified in section 23 05 93 are required to be executed by the Independent Tab Agency and Personnel specified in section 23 05 93.
Q62: Specification Section 01 45 10 - 3.4.3 requires Environmental personnel to be employed by the contractor. When is this person required? Since there is Environmental work throughout the job or is this for the PCB work only? Please advise.
A62: The Environmental Engineer Specified in section 01 45 10 is part of the Quality Control staff and is responsible for performing Quality Control activities for all environmental work for this project. Note that specification section 01 45 10 indicates that:
"these individuals may perform other duties but must be allowed sufficient time to perform their assigned quality control duties as described in the Quality Control Plan. A single person may cover more than one area provided that they are qualified to perform QC activities in each designated and that workload allows."
Q63: Specification Section 10 22 13. Wire mesh partitions are specified but not designated on the drawings. Is this required? Please advise.
A63: Refer to #30 above.

If it is required, please define the scope of the survey based on the limited roof work occurring under this project.

Please clarify how the two options are to be presented in the price proposal or clarify how the current single price for the tower is to include two options for climbing system.

1.3 DELIVERY, STORAGE, AND HANDLING
Do not place bentonite waterproofing materials in flooded areas or during precipitation. Provide bentonite panels and containers with manufacturer's labels intact, identifying the materials. Keep materials dry prior to use with polyethylene or canvas covering for sides and top and chocks or skids underneath, of sufficient height to maintain separation from ground water.
Protect materials from moisture. Remove materials which show evidence of damage, deterioration, or contamination.
PART 2 PRODUCTS
2.1 MATERIALS
2.1.1 Bulk and Panel
Provide high-swelling, sodium bentonite containing a minimum of 90 percent montmorillonite and a maximum of 10 percent unaltered volcanic ash or other native sediments.

2.1.2 Bentonite
Provide material meeting the following requirements:
2.1.2.1 Free Swell Rating
Two grams of granular bentonite sifted into deionized water shall swell to occupy a minimum volume of 16 cubic centimeters.
2.1.2.2 Active Ingredient
Hydrous silicate of alumina, composed of the following chemical percentages and their allowable deviations:
Silica 61.0 +- 3.0 Alumina 19.5 +- 1.5 Iron oxide 5.0 +- 1.0 Magnesia 2.8 +- 0.4 Soda and potash oxides 2.4 +- 0.7 Calcium oxide 0.6 +- 0.5 Molecular water 6.1 +- 0.6 Minor 2.6 +- 0.6
2.1.3 Bentonite Panels
Provide panels containing bentonite material sealed between two layers of absorbent material, with a minimum of one pound of evenly distributed bentonite per square foot. The bentonite panels shall be 48 inches square by a minimum of 3/16 inch thick, in dry state.
2.1.4 Bentonite Mineral-Base Jelly
Provide material meeting requirements of ASTM D 217 for a worked penetration range of 215 to 275. Jelly shall contain 45 percent controlled, partially hydrated, high-swelling sodium bentonite by weight with minimum pH. of 8.8, no free water, and 25 percent or more residual swell.
PART 3 EXECUTION
3.1 SURFACE PREPARATION
Examine surfaces prior to treatment, eliminating irregularities and removing loose and foreign material.
3.2 APPLICATION
Apply bentonite waterproofing on exterior surfaces of below grade concrete walls and wall footings and under concrete slabs, where indicated, in accordance with manufacturer's printed instructions. Securely fasten panels over all construction joints and all expansion joints. Thoroughly pack all through-wall openings and penetrations with bentonite gel or granular bentonite, or both, prior to placement of bentonite panels.
3.3 PROTECTION
Provide protection to bentonite panels during backfilling and compaction as recommended by manufacturer of bentonite materials. If backfill is not immediately applied, protect panels against precipitation by covering
SECTION 07 17 00 Page 2 temporarily with polyethylene. Replace damaged panels with new panels before and during backfilling and compaction. Compact backfill to at least 85 percent of ASTM D 1557 maximum density.
3.4 CORRECTIONS
Repair leaks and defective areas in accordance with manufacturer's recommendations.
