About this file

This is Amendment 0001 to Solicitation W912DQ26RA061, issued by the U.S. Army Corps of Engineers, Kansas City District on August 12, 2026. The amendment modifies the evaluation criteria and adds performance assessment documentation to the solicitation for an undisclosed project valued at requisition PANNWD-26-P-0000 029097. The proposal due date of August 17, 2026 at 12:00 p.m. CDT remains unchanged.

Key modifications include deletion of DFARS Clause 252.204-7025 regarding Cybersecurity Maturity Model Certification Level Requirements, amendment to Section II Specification 00 21 16 regarding Evaluation of Performance Confidence and Relevancy factors, and addition of Appendix A Performance Assessment. The relevancy criteria now require offerors to submit at least three projects demonstrating prime contractor experience and two projects demonstrating experience as the contractor responsible for multi-story tower structure construction. Projects must be valued at $20,000,000 or greater using 3.5% yearly escalation, include DOD criteria and Unified Facilities Guide Specifications experience, demonstrate Design-Bid-Build ATC Tower or similar 10+ story structures, show work on or near active airfields with FAA and Army regulatory compliance, and include tower demolition experience. Offerors must acknowledge receipt of this amendment; failure to do so may result in proposal rejection. The wage determination KS20260049 Rev 1 (dated May 18, 2026) remains unchanged and is located at www.SAM.gov. Appendix C provides a Past Performance Questionnaire template for references and adjective rating definitions (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, Not Applicable) to evaluate contractor performance across quality, schedule, customer satisfaction, management, cost, and safety criteria.

NOTICE OF CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENTS

(NOV 2025)

(a) . As used in this provision, "controlled unclassified information (CUI)," "current," "Cybersecurity Maturity Model Certification (CMMC) status," "Cybersecurity Maturity Model Certification unique identifier (CMMC UID)," "Federal contract information (FCI)", and "plan of action and milestones" have the meaning given in the Defense Federal Acquisition Regulation Supplement 252.204-7021, Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements, clause of this solicitation.

(b)(1) . The CMMC level required by this solicitation is: PM Please establish required level

. This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract.

(2) The Offeror will not be eligible for award of a contract, task order, or delivery order resulting from this solicitation if the Offeror does not have, for each of the contractor information systems that will process, store, or transmit FCI or CUI and that will be used in performance of a contract resulting from this solicitation-

(i) The current CMMC status entered in the Supplier Performance Risk System (SPRS) ( ) at the CMMC level required by paragraph (b)(1) of this provision; and

(ii) A current affirmation of continuous compliance with the security requirements identified at 32 CFR part 170 in SPRS.

potential increased risk of unsuccessful contract performance. A summary chart that shows which relevant features have been met for each project will not be considered sufficient for demonstration of relevancy.

RECENCY

Recent means completed within the past five (5) years as of the date the solicitation was issued. Projects considered substantially complete within the same date range may also be considered.

If an offeror presents a project that is substantially complete, the proposal must include an explanation of why that project should be considered. "Substantially Complete" is defined as the stage at which the project is sufficiently complete in accordance with the contract documents so that the end user can occupy it and use it for its intended purpose.

With respect to recency, more recent project performance will typically be a stronger predictor of future success and have more influence on the performance confidence assessment than less recent project performance.

RELEVANCY

Relevant projects are projects of the same, or close to the same scope, size, magnitude, and complexity to the solicited project. The Projects submitted shall demonstrate (either individually or in combination thereof) all of the following project types:

At least three (3) projects must demonstrate experience from the Offeror as the Prime contractor. Two (2) projects must demonstrate experience from the contractor responsible for the construction of multi-story tower structures.

a. Projects valued at $20,000,000 (present day value) or more. or greater (present day value utilizing a yearly 3.5% escalation factor) for each project.

b. Projects demonstrating experience working with DOD criteria and Unified Facilities Guide Specifications (UFGS).

c. Design-Bid-Build construction of an ATC Tower or similar structure of 10 stories or more serving as the prime contractor.

d. Working on or near an active airfield and adhering to FAA and Army regulations.

e. Demolition of towers or similar structures.

The more relevant a submitted project is to this requirement the more consideration given for this factor (i.e. The more demonstrated experiences in a single project). More relevant project performance will typically be a stronger predictor of future success and have more influence on the performance confidence assessment than project performance of less relevancy.

Each submitted project will be assigned one of the levels of relevancy shown in Table 4.
