About this file
This is a Project Labor Market Survey issued by the Corps of Engineers Kansas City District for Solicitation #W912DQ26RA060 concerning a large-scale construction project exceeding $1 billion located at the John Cochran Division in Saint Louis, Missouri.
The project involves demolishing several underutilized buildings and constructing multiple new seismically compliant structures and facilities using the Integrated Design and Construction (IDaC) delivery method. Major components include an Inpatient Facility and Bed Tower (479,663 Building Gross Square Feet with 142 beds), a Central Utility Plant (82,779 BGSF), Facilities Engineering Services/Office of Information and Technology/Administrative/Warehouse space (90,427 BGSF), structured and surface parking (2,292 spaces, 536,653 BGSF), a one-million-gallon water storage facility, a Substance Abuse Treatment Program Clinic (6,520 BGSF), and a Service Building (20,581 BGSF). The survey solicits input from the construction community regarding the potential use of a Project Labor Agreement (PLA)—a pre-hire collective bargaining agreement establishing employment terms for the specific project—as required under Executive Order 14063 and Federal Acquisition Regulation 22.503 for large-scale federal construction projects.
The Kansas City District requests responses to eleven questions addressing PLA usage in the local area, skilled labor availability, scheduling constraints, cost impacts, small business participation effects, and potential deterrents to proposal submission. Respondents should provide supporting documentation where applicable. All submissions must be received by email at michael.g.france@usace.army.mil and david.j.walsh@usace.army.mil by 1:00 p.m. Central Standard Time on July 24, 2026.

REPLACE BED TOWER, CLINICAL EXPANSION, AND PARKING GARAGE, JOHN
COCHRAN DIVISION, ST. LOUIS, MO
The Corps of Engineers Kansas City District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large-scale construction project (> $1B) located in Saint Louis, MO.
The requirements under this construction project include demolishing several deficient and underutilized buildings and then constructing multiple new modern and seismically compliant structures & facilities on the same, expanded site. The newly constructed facilities are incorporated into a master plan for future expansion and demolition of additional primary facilities. The new primary facilities are intended to be acquired using the Integrated Design and Construction (IDaC) delivery method. A list of the contract’s planned major components and features include: Inpatient Facility and Bed Tower (479,663 Building Gross Square Feet (BGSF), 142 beds); Central Utility Plant (82,779 BGSF); Facilities Engineering Service/Office of Information and Technology (FES/OIT)/Admin/Warehouse (90,427 BGSF); Parking (Structured and Surface (2,292 spaces, 536,653 BGSF); Water Storage (1M Gallons); Substance Abuse Treatment Program (SATP) Clinic (6,520 BGSF); Service Building (20,581 BGSF)
A project labor agreement is defined as a pre-hire collective bargaining agreement with one or more labor organization that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. § 158(f).
Federal Acquisition Regulation (FAR) 22.503 provides the following guidance:
(a) Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.
(b) When awarding a contract in connection with a large-scale construction project (see 22.502), agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.504(d) applies.
(c) An agency may require the use of a project labor agreement on projects where the total cost to the Federal Government is less than that for a large-scale construction project, if appropriate.
(1) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will--
i. Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and
ii. Be consistent with law. (Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR 52.222-34 Project Labor Agreement).

5. Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.
6. Please identify any additional information you believe should be considered on the use of a PLA for the referenced project.
7. Please identify any additional information you believe should be considered on the non-use of a
PLA for the referenced project.
