About this file

This document is an industry webinar presentation for the VA John J. Cochran Division Medical Center expansion project in St. Louis, Missouri. The project involves a major infrastructure upgrade valued at $1.62B in FY26 appropriations, including construction of a new 585,000 square foot Inpatient Bed Tower, Central Utility Plant, IT/Engineering facilities, and additional parking structures. The project addresses critical needs such as patient safety, physical security, seismic deficiencies, and facility condition improvements, with plans to relocate existing inpatient functions into a new seismically designed tower.

The acquisition strategy utilizes an Integrated Design and Construction (IDaC) approach with a Design-Build-Bid methodology. Key milestones include an industry webinar in December 2025, market research in January 2026, draft RFP release in March 2026, one-on-one feedback meetings in April 2026, and targeted IDaC advertisement in September 2026. The project aims to award the IDaC contract and preconstruction services in January 2027. The VA St. Louis Health Care System will serve as the primary stakeholder, with the US Army Corps of Engineers managing the procurement, and Rogers, Lovelock, & Fritz (RLF) serving as the Architect and Engineering services provider.
