About this file
This document is a Questions and Answers file for the Harlan County Lake Project crane rental and operator solicitation.
The Q&A addresses key operational and contractual requirements for the crane rental and operator services supporting dredge assembly operations. Equipment and crew will be onsite for 1-3 days for assembly and a similar duration for disassembly, contingent on weather conditions. Work hours are limited to a maximum of 40 hours Monday through Friday, with no work exceeding 10 hours per day unless an emergency occurs. Weekend work (Saturday and Sunday) is not required. For the base year (CLIN 0001), work will be performed in May, while in subsequent option years, spring work will occur in April. Regarding personnel qualifications, contractors are not required to provide a dedicated Site Safety Health Officer, as most companies should have an authorized operator meeting EM 385 qualifications for critical lifts. A CQC Manager with USACE certification is not required. Administration through the Resource Management System (RMS) remains uncertain at the time of this Q&A issuance.
