About this file
This document is an Amendment (0001) to a federal solicitation for the Lake City Army Ammunition Plant (LCAAP) Small Business Single Award Task Order Contract (SATOC). The amendment updates Section 4, Submittal Requirements, with specific changes to project and resume submission guidelines. Key modifications include:
Offerors may submit a maximum of ten projects for the proposed team, with strict definitions of what constitutes a "project" and limitations on task order submissions. Project descriptions must detail work extent, design completion level, dates, and project categories. For resumes, preference will be given to experiences completed after June 2019, with considerations for experiences up to 10 years old. Resumes are limited to 2 pages and must focus on recent, relevant services in the key discipline role. The amendment emphasizes detailed documentation of team capabilities while providing flexibility in experience reporting.

A. NECESSITY FOR THE AMENDMENT: The purpose of this amendment is to update section 4, Submittal Requirements, paragraph 2 and 3 of the synopsis.
B. DESCRIPTION OF THE AMENDMENT:
Changes are indicated with a strikethrough in red and additions are indicated in green. The following in section 4, Submittal Requirements, paragraph 2 and 3 has been updated.
A maximum of ten (10) projects for the proposed team (including joint ventures and teaming partners) may be shown in Section F. A “project” is defined as work performed at one site or a single installation. An IDC will not be considered a “project” for the purposes of evaluation.
Individual task order contracts awarded from an IDC contract will only be considered as a single project, regardless of the number of facilities and/or the range of the scope of work (i.e., a single task order contract cannot be submitted as multiple projects for the submission requirements in this synopsis). If the offeror provides a specific task order as a project, it should provide the base contract number and the task order number for reference purposes. Project descriptions shall clearly state the extent of work performed by the team, extent of design completed (for instance, preparation of design-build package; 100% design; etc.), dates of completion for design and construction, and project category type (new/renovation). Clearly cite whether the experience is that of the prime (or joint venture), consultant, or an individual for each project in Section F. Work cited that is experience of the prime (or joint venture) from an office other than that identified in Section C should be so labeled. Projects (or phases of projects) with design completed before June 2019 will not be considered. Preference shall be given to designs completed within the last 6 years; however, projects up to 10 years ago will be considered.
Section E resumes shall provide recent (completed after June 2019 ) and relevant services in the key discipline role identified for this contract. Resumes are limited to 2-pages each.
Preference shall be given to individuals with relevant experience within the last 6 years;
however, individuals with experience up to 10 years ago will be considered.
C. CHANGE IN TIME: No change in time.
D. CONTRACTING OFFICERS STATEMENT:
Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO) or an Administrative Contracting Officer (ACO)), acting within their appointed limits, has the authority to issue amendments or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer. Proceeding with any work not authorized by the Contracting Officer will be at the Contractor’s own risk.
