About this file
This document contains questions and answers regarding Solicitation No. W912DQ24R1003 from the U.S. Army Corps of Engineers. The solicitation requires the construction of a perimeter security fence and gates around facilities at the Harlan County Project Office in Republican City, Nebraska. It specifies that roll gates can be either steel or aluminum and in accordance with ASTM standards. The requirement includes three 4-foot manual gates and one 20-foot double swing gate under CLIN 0001. Electro-mechanical locks are specified for all personnel gates as stated in the specifications. For the sliding gates, locking devices only apply to manual gates, as automatic gates only need a place for a padlock if the operator brake is disengaged. Finally, the roll gate openings are 36 feet for gate G5 and 20 feet for gates C3 and E3 as shown on drawing C-501.

Questions and Answers – Solicitation No. W912DQ24R1003
1. Will the roll gates be steel or aluminum?
Response: Either one is permitted. For reference, see the reference to ASTM F1184 (which allows for both types) in section 2.5 of the specifications: “Provide gate assembly conforming to ASTM F900 and/or ASTM F1184 of the type shown. Provide gate frames conforming to strength and coating requirements of ASTM F1083 for Group IA, steel pipe, with external coating Type A. Use gate fabric that matches the specified chain link fabric.”
2. With respect to CLIN 0001, does the Government want 3 swing gates or 4 swing gates?
Response: CLIN 0001 includes three 4-foot manual gates (B4, F3, D3) and one 20-foot double swing gate (D7).
3. The written specifications call for electro-mechanical locks for the sliding gates and personnel gates.
The spec drawings only show that lock specified on the drawing for the sliding gates not the personnel gates. Are you wanting them on all gates?
Response: As stated in the specifications, personnel gates should have electro-mechanical locks. See specification section 2.6.4. Note that, per FAR 52.236-21(a), in the event of any difference between drawings and specifications, the specifications shall govern.
4. As pertains to the sliding gates, are the electro-mechanical locks only for the manual sliding gate?
The gate operators actually come with their own brake and lock system in the operator.
Response: The locking device would only apply to the manual gates. The automatic gates only need a place to put a padlock if the gate is broken and we have to disengage the brake.
5. Are the roll gates for 36' openings or 20'?
Response: For gate G5, the opening is 36’. For gates C3 and E3, the opening is 20’ (for reference, see the driveway width as described in Note 1 on drawing C-501).
