In the event that an area or facilities within an area are missed, or are not properly cleaned, the Contractor shall reclean the area or affected facilities immediately upon receipt of such notice from the Contracting Officer or his Authorized Representative. Failure to correct noted deficiencies may result in withholding payment for the work not performed. Equipment breakdown shall not relieve the Contractor of the responsibility of performing the work as specified. The Contractor shall assure that he has, or can obtain on short notice, sufficient backup equipment to continue the services as specified without interruption in the event of mechanical failure of his primary equipment.
C.5.2 Scheduled Services
C.5.2.1 All work shall be accomplished within the time frames specified above. Services rendered outside the time periods specified will not be compensated unless specifically approved in writing by the Contracting Office or his approved representative.

(1) Administration Building ………………………………………………… Category A
(2) Maintenance Building Office/Restroom/Locker Room…………………...Category A
(3) Carpenter Shop/Toilet ……………………………………………………. Category B
C.5.3.2 WORKMANSHIP:
Two quality standards are used by Government inspectors to determine satisfactory versus unsatisfactory services.
The quality level is expressed as "A" or "B," following the facilities to be serviced (see C.5.3.2.1 and C.5.3.2.2).
C.5.3.2.1 Category A services will be required in facilities of high public exposure. Such areas or buildings often form the visitor's "first impression" of the Corps of Engineers, and janitorial services will be inspected against a very rigid standard. Precise description is difficult, but contractors may associate Category A work with "military spit and polish," where very few defects will be permitted.
C.5.3.2.2 Category B services will be inspected against the standard of cleanliness that could reasonably be expected to exist in a well-maintained office, shop or place of business on a day-to-day basis. This shall not be construed to indicate that unsatisfactory services will be tolerated, but rather to distinguish Category B services from the "higher-than-normal" standard of Category A.
C.5.4 PERFORMANCE:
C.5.4.1 Buildings, and fixtures; e.g., baseboards, door trim, furniture, etc. shall NOT be scratched or disfigured by tools utilized in cleaning. Furniture and other items moved during cleaning shall be returned to their proper locations.
Upon completion, rooms shall appear orderly and well cared for.
C.5.4.2 Care shall be taken to ensure that no staining of floor, baseboards, walls, furniture or woodwork results from water or chemicals used in performance of services.
C.5.4.3 Janitorial service is directly related to public health and sanitation; therefore, it is essential that all facilities be serviced as specified. In the event that an area or items within a facility are missed or are not properly cleaned, the Contractor agrees to return and reclean the area or affected items immediately upon receipt of such notice from the Contracting Officer or his authorized representative.
C.5.4.4 In order to assure that the required services are performed in strict accordance with Category A and/or B (above), the Contractor shall designate, in writing, a responsible member of each work crew who shall serve as the contact for matters involving quality and performance or nonperformance of the required work assigned to that crew.
The employee(s) designated in accordance with the above requirement shall be qualified and fully competent with full authority to act for, and on behalf of, the Contractor as necessary to ensure that the work described herein is performed in accordance with these specifications. The Contractor shall furnish the above written designation to the Contracting Officer no later than the first day of work. The designation shall include the name(s), address(es), and telephone number(s) of the responsible individual(s). The Contracting Officer reserves the right to disapprove any individual whom he considers to be incompetent to perform the work required. Such disapprovals will be given to the Contractor by written notice, and the Contracting Officer's decision shall represent a final decision.
