PROJECT OVERVIEW

• Replacement of two (2) unwatering pumps and three (3) station drainage pumps at the Harry S. Truman Dam and Reservoir, Warsaw, MO.

• New discharge riser piping for submersible pumps, modifications to enlarge pump openings, new covers for the enlarged openings, and incidental related work within and around the sumps.

• Wiring, controls and associated equipment and enclosures.

• Controls and monitoring provided must be fully cyber compliant, functional as a stand-alone system, and with connection points to allow further integration into the existing SCADA network (by others).

STATION PUMP REQUIREMENTS

• Existing pumps to be removed and replaced

2 Unwatering Pumps 3 Station Drainage Pumps

• New Unwatering pumps Two (2), 2500 GPM @ 60’ TDH Secondary Guaranteed Point of 100 GPM @ 90’ TDH Variable Frequency Drive (VFD) Submersible or Water Lubricated Vertical Turbine

• New Station Drainage Pumps Three (3), 550 GPM @ 100’ TDH Variable Frequency Drive (VFD) Submersible or Water Lubricated Vertical Turbine

PIPING, VALVES, SUPPORTS, & PUMP OPENINGS

• Piping

Replace existing piping Type and quantity are still to be determined.

Steel, Stainless Steel or a combination are being considered.

• Valves, Existing gate valves are currently staying to provide isolation for work areas.

• Supports, and Openings Minimally enlarge openings to accommodate new pumps.

Design for support will be determined after final pump selection.

ELECTRICAL, CONTROLS, MONITORING, SCADA

AND CYBERSECURITY

• General Electrical Retrofit existing MCC with new circuit breakers for new pumps and controls. Provide VFD’s with new pump motors and controls.

• Controls, monitoring, SCADA Our intent is to provide brand name Allen Bradley controls for the contractor to procure and program.

The contractor will be provided in the specifications a list of the sequence of operations, i/o list, alarm list, communication spec and adapter part number, etc.

The Truman Project staff will terminate contractor provided and programmed equipment into the existing SCADA system to require a lower IAT level for the contractor.

• Cybersecurity - DoD approved and current cybersecurity IAT Level I certified personnel. The following are acceptable IAT level 1 certifications:

DODA+ CE, (CompTIA A+ Continuing Education) CCNA-Security, (Cisco Certified Network Associate – Security) CND, (EC-Council Certified Network Defender) Network+ CE, (CompTIA Network+ Continuing Education) SSCP, (ISC2 System Security Certified Practitioner)

CONSTRUCTION CONSIDERATIONS

• Construction Dewatering

Contractor will be responsible for providing a plan and any additional pumps, piping, and equipment required for dewatering areas for construction activities.

• Pumping for Normal Flow Event Contractor work plan will maintain a station drainage pumping capacity of 1200 GPM throughout the duration of the contract.

Contractor work plan will maintain one operational unwatering pump throughout the duration of the contract.

Government to supply crane operators, coordination is the responsibility of the contractor.

Government to manage, contractor to participate, in the Hazardous Energy Control Program.

ADVERTISEMENT AND AWARD (TENTATIVE DATES)

June 2022: 30 Day Advertisement

June 2022: Site Visit

July 2022: Bid Opening

July/August 2022: Contract Award

SITE VISIT (TENTATIVE DATE)

• June 2022 Weather permitting, a brief outside orientation will be held followed by small group site visits.

Contractors will have opportunity to see existing conditions and current equipment/facility.

This is a restricted access facility so groups must be escorted through the building.

Due to COVID19 restrictions the site visit will be conducted in small groups, limited to no more than 5 participants per group. Face masks will be required for all participants.

Only one small site visit group will be allowed into the power plant at a time.

Date may change based on a variety of reasons
