SCOPE OF WORK
1. Scope and Objectives.
1.1 Scope of Project. Construct a training facility for the la Escuela Nacional de Protección Civil (ENAPROC) Facility with Classrooms, Simulator Rooms, Audio/Visual Production and Post Production Space, Administration and Support Spaces at the Centro Nacional de Prevención de Desastres (CENAPRED) campus in Mexico City (CDMX), Mexico. The project scope includes supporting facilities such as site improvements, electrical service, fire protection and alarm systems, water, sewer, gas, paving, walks, curbs, storm drainage, and sustainability/energy considerations.
1.2 Project Goals and Objectives. The project’s objective is to strengthen the capabilities for response to natural or man-made disasters by building the infrastructure that Sistema Nacional de Protección Civil (SINAPROC) can use to conduct on-site and distance learning education. Additionally, in the event of an actual disaster, it will support and enhance the advice, technical assistance, and consultancy provided by other countries.
This facility and curriculum will use a risk-based prevention perspective to optimize return on investment.
ENAPROC as ruling entity for national level training, is to establish a course structure that permits education and training processes to be standardized and validated. To meet these objectives, the existing facilities must be adapted/expanded to create on-site and virtual training centers capable of producing didactic materials, audiovisual, and multimedia products; multimedia programs for regular school training must be created; and they must have the ability to teach regional courses on civil protection topics, according to regional risks.
1.3 Scope of Quality Assurance Services. Provide construction quality assurance services and support to supplement US Army Corps of Engineers (USACE) personnel conducting Quality Assurance (QA) tasks for the ENAPROC Facility project located in Mexico City, Mexico. Project assignments will require performance on the ENAPROC construction site and in an office setting. Assignments will include, but are not limited to, Construction Management/QA tasks, scheduling, cost estimating, contract management support, technical submittal reviews, and project documentation. Contractors shall work under the USACE Fort Riley Resident Office Team Leader/Contracting Officer’s Representative (COR) and Administrative Contracting Officer (ACO) for the administration of the construction contract.
1.4 The Government will ensure there is office space at the National Center for Disaster Prevention (CENAPRED) facility located at the construction site for copiers, telefax, telephone and incidentals for the Contractor’s use in performing the services required by the contract.
