Contractor questions with answers for Solicitation W912DQ21B1007 Harry S. Truman Powerhouse storage building
Door in drawings is showing 24’ wide but scope calls for 20’ – Answer is 20’ door
We would normally set up a 100’ long building with (4) 25’-0” bays, but the 16 x 14’ OH door location appears to be where the Government wants it which will require us to add a frame line. Does this make sense or do we think this door in question can be moved to fit in a 25’ bay location? The drawing does call it out as a “preliminary layout”, but I want to make sure we have the flexibility. – Answer is Door can be moved to fit in an existing 25’ bay
With the recent changes to the Buy American Act, can you please tell me how this project will be evaluated? - Answer The Buy American Act in the FAR applies to include any additional items in the executive order that make it more restrictive.
Can the Superintendent fulfill the roles of QC and Safety person as well? Has to be two separate people.
Will the project be managed through RMS or can we use Procore? RMS
The specifications require stamped drawings for Concrete Floor and Foundations. Is it the contractors responsibility to evaluate the tunnel below the site or can it be assumed that the weight of the building, storage racking and the fork truck will not impact the structure of the RCP/Tunnel? – Answer Tunnel has already been evaluated by USACE Structures and Engineering and will support the loads.
The specifications stipulate that “Design of the building must meet the requirements of the UFC DOD Building Code”. However, most PEMB manufacturers do not design to this code and certainly not within the budgeted amount. Will blast loads be required? If not, can you confirm which code requirements will or will not be required? - Answer We do not need “Blast Rating” UFC DOD code does not apply
Is the IBC/ASCE design requirements sufficient for this project? Are there any other special design criteria that would be required by the USACE engineer of record that pertains to this project? Anything that would be in addition to the IBC 2015/2018 and applicable ASCE design requirements – Answer No
Is it USACE’s intention to attach the pallet racking to the structure of the building? If so, can you please provide the loads to be placed on the pallet racking. – Answer No
Bid Bonds – Electric submission at time of bid opening is fine as long as hard copy is mailed.
