BOUNDARY CLEARING AND HERBICIDE APPLICATION – HARRY S. TRUMAN RESERVOIR WARSAW, MO
REQUEST FOR QUOTE W912DQ20Q1024
QUESTIONS AND RESPONSES
Q. 150 days but it’s less than 100 working days. Are weather days permitted? It states you have to treat the ground the day it is cut but you can’t do that with it raining or with snow on the ground. How are those days allotted for? The contractor is responsible for applying herbicide in accordance with the recommendations on the chemical label.
Treatment of vegetation would still be required and may have to be done when conditions are suitable for application.
A. We do not allot for any weather days. C.1.5.1 states that a request can be made to vary the daily work schedule as long as the government receives 48 hour advanced notice. Daily work must be done between sunrise and sunset (C.1.5.2)
Q. Is painting of the boundary line not needed or required?
A. Our contract does not require painting of the boundary line. It only requires the GPS’ing and replacement of damaged or worn metal posts and signs.
Q. When was the last boundary line work completed on these sections?
A. The boundary that will be cleared during the base year of the contract was last cleared in 2009. After the base year the remaining 2021 option miles were last cleared in 2005 and the 2022 and 2023 options were last cleared in 2014 thru 2016.
Q. It states that the contractor will only be paid for the areas herbicide is used on. There is only one line for price on the bid sheet so how is the price for herbicide calculated? Is the measurement of these areas done by the corps or the contractor?
A. Your bid should be a lump sum bid to include all facets of the scope of work.
Herbicide application should be included in that lump sum.
Q. How is flood debris handled? Does it have to be removed from the line as well?
A. Flood debris should be removed outside the 4 feet wide by 7 feet high trocha line as stated in C.5.1. Large trees or driftwood logs may be cut into smaller pieces in order to clear the 4 feet width to prevent having to move the entire tree.
Q. Is the boundary an authorized trail an atv can be used on or is this not allowed by tut corps or the terrain?
A. For the purposes of this contract the boundary will be considered an authorized trail for ATV/UTV use by the contractor only. You will encounter all types of terrain, some of which may not unsafe for operation. That should be determined by the contractor and meet OSHA safety requirements (C.1.13).
Ans. The boundary that will be cleared during the base year of the contract was last cleared in 2009.
After the base year the remaining 2021 option miles were last cleared in 2005 and the 2022 and 2023 options were last cleared in 2014 thru 2016.
