Solicitation Amendment 2 Q&A

1. Section 01 50 00 - 2.3 states to provide fencing along the construction site and at all open excavations and tunnels to control access by unauthorized personnel. Is the expectation that the entire collector ditch area is to be fenced off during construction or just the areas currently being worked on at any given time?

The only areas that need to be fenced off are the areas that are currently being worked on during that time.

2. Is the Polyethylene Mesh Safety Fencing acceptable for the safety fencing or will chain-link fencing be desired?

Polyethylene Mesh Safety Fencing is acceptable.

3. During the site visit, I noticed that the collector ditch has a steady stream of water flowing in the ditch line and more than likely saturating the sub-grade of the ditch bottom. Section 31 00 00 - 3.11 states that testing will be required. My question is will compaction testing for the sub grade of the collector ditch bottom be required or just the aggregate courses once the sub grade is bridged enough to obtain a solid bottom?

Testing is limited to slide area.

4. Section 31 00 00 - 3.9.7.1 states that all seeding will be completed by the lake project. Similarly, other areas such as cleanup also state to prep for seeding. Can we conclude that the only requirement of the contractor is to spread the topsoil and prep all areas for seeding or will we be responsible for the seeding?

We desire the Contractor to complete cleanup of the worksite and general grading to prep the area for seeding only. The U.S. Army Corps of Engineers (USACE) plans to complete the seeding.

5. It's my understanding that the contractor is providing the surveyor. Is that correct?

Correct.

6. Will the contractor have any say as to when the notice to proceed (NTP) is issued? If not, approximately how soon after the bid opening will it be issued, and is the contractor required to start at that point, or is it just a matter of starting in time to make sure the contract gets done within the allotted days?

The Contractor does not really have a say in when the NTP is issued, but the Government can be willing to work with the Contractor if the request to wait is within reason. The Contractor has up to 10 days to send in their payment and performance bonds and it takes on average around 5-10 days to process the bonds once received. The NTP will be issued after the bonds have been processed.

The Contractor is expected to start in a timely manner as long as they are capable of completing the project in time.

7. Is a Field Office Lab required?

No.

8. Is the intent to use whatever rock is left over to do the repairs on the dam side slope? The areas to be repaired seem vague to me at this point. Is there any way to quantify this other than with a survey after the bid has been submitted?

Rock left will be used to repair dam side slope. At this stage, use approximately 40% of total area of dam side slope.

9. If there is not enough rock on site to complete the project, will the Corps buy more and will there be a change order issued for additional work?

USACE will provide additional material needed. No change order will be needed for completing the work since all work required is already stated in the Specifications.

10. It's my understanding that the contractor is providing all of the testing. Is that correct?

Correct.

11. The contract calls for a before and after topographic survey of the collector ditch, slide repair, & borrow pit. Will anything be required of the spoils area?

No.

12. Are we required to rock the road to the spoils area? I know the spec says that if you do rock it you will be required to remove the rock and put it back to dirt. If that is the case can we waste it at the spoils site, and can we get dirt to fill it back in from the borrow area?

There is no requirement to rock the road to the spoils area. If the Contractor desires to rock the road, the Contractor can use the Tri-culvert area (spoils site) for disposal of removed material after work completion.
