SECTION 01 00 00 - GENERAL REQUIREMENTS

The following have been added by full text:

SPECIFICATIONS REVISIONS:

Specifications Revisions 09 June 2020

NOTE: Deleted text is shown with strikethrough. Added text is shown with underline.

1. SPECIFICATIONS:

a. Add “Minimum Technical Requirements for Geotechnical Investigations” as attachment to section 35 41 00.

b. Section 35 41 00 Paragraph No. 3.2 Pre-Construction Survey and Investigations

3.2.3 Geotechnical Investigations

Contractor to provide 10 borings to a depth of 35ft. Boring shall be hollow stem auger with standard penetration test with 2ft sample intervals to 15ft and 5 ft sample intervals thereafter.

Additional samples shall be taken at material changes if more frequent than sampling interval.

Borings shall be backfilled with tremie placed cement bentonite grout. Boring shall be completed in accordance with the attached "Minimum Technical Requirements for Geotechnical Investigations". Copies of filed logs with notes, jar samples, stamped final approved boring logs, and electronic GINT boring log files shall be submitted to USACE. A brief geotechnical report shall be submitted documenting only the process/techniques used and information obtained as discussed in the aforementioned minimum requirements. No technical analysis or testing is required.

c. Section 35 41 00 Paragraph No. 3.8 DEWATERING AND DIVERSION

Dewatering of scour areas will be necessary for survey and placement of fill. Exception will be made for placement of pervious fill in the Palmer Creek Breaches as shown on sheets CS309 and CS310 which may be completed underwater. The contractor is responsible for design of and is to assume the dewatering can be completed with use of sump pumps, diversion ditches and earthen cofferdams. Contractor should assume 4 pumps capable of 1,500 gpm each for dewatering efforts during work at each of the scour locations. Wells or other groundwater control are not required.

Periods of high river elevation or elevated groundwater will be treated as weather delays within the requirements of the contract and as determined by the COR. Extended periods longer than 2 weeks for which groundwater is an issue while the site is otherwise workable will constitute a modification to address design features to accommodate or add additional groundwater controls.

The contractor is responsible for whatever means are necessary to dewater and dry the scour holes prior to placement of fill in order to facilitate compaction. Accomplish surface and groundwater control in coordination with the required excavation and embankment construction. Surface and/or groundwater control may necessitate the use of temporary diversion ditches, cofferdams and/or dewatering by the use of pumping. Methods for care of surface water and for controlling the surface and groundwater levels will be subject to approval of the Contracting Officer. Borrow pits must be drained and kept dry during excavation, as excavation will not be permitted in water nor will excavated material be scraped, dragged or otherwise moved through water. Drain borrow areas by ditching, sump pumping, or other approved methods. Drain borrow areas excavated under this contract and flooded from rains or high river stages and allow to dry as quickly as practicable after the high river stage has passed.

Minimize surface runoff from entering the work areas. Complete the necessary ditching or earthwork shaping at the end of each workday or as necessary to prevent surface runoff from entering the work area. Drain excess precipitation that collects in the work areas and allow to dry as quickly as practicable before work resumes.

d. Section 33 40 00 Paragraph No. 2.6 EROSION CONTROL RIP RAP

Delete paragraph in its entirety

2.6 EROSION CONTROL RIP RAP

Provide non-erodible rock not exceeding 15 inches in its greatest dimension and choked with sufficient small rocks to provide a dense mass with a minimum thickness of 8 inches.

e. Section 35 31 19 Paragraph No. 2.2.2 RIPRAP AND QUARRY RUN ROCK

Quarry Run Rock

Quarry Run Rock shall be reasonably well graded with a maximum size of 18 IN (300 lbs) and no more than 15% passing the No. 100 Sieve.

f. Section 32 92 19 Paragraph No. 3.1.1. EXTENT OF WORK

Provide mowing, herbicide, fertilizing, seeding, and surface topdressing of all newly graded finished earth surfaces as required in all areas identified for overseeding or rehabilitation, and at all areas inside or outside the limits of construction that are disturbed by the Contractor's operations.

Provide mowing, herbicide, fertilizing, seeding and maintenance in all areas identified for overseeding on sheet CS501. See paragraph RENOVATION OF EXISTING TURF. Mulching is not required as sufficient natural mulch is assumed available from mowing operations in overseeding areas.

Provide mowing, herbicide, fertilizing, seeding, surface topdressing and maintenance in all areas within the levee footprint (including stability berms) and within a 15ft proximity of the levee toe on both land and riversides which the contractor disturbs. See paragraph SEEDING DISTURBED

AREAS.

Provide herbicide, fertilizing, seeding, surface topdressing of Borrow area 13 and haul routes located on berms associated with borrow areas 11, 12, 15, and 16. Remaining borrow areas to be left as discussed on the respective plan sheet for natural revegetation or agricultural use. Haul routes not within the seeding limits described above shall be returned to pre-construction condition unless otherwise stated on the plan sheets.

g. Section 32 92 19 Paragraph No. 3.1.1.1 TOPSOIL

Provide 4 inches of topsoil to meet indicated finish grade in disturbed areas. With exception of underseepage berms in agricultural areas, provide 6 inches of topsoil to meet indicated finish grade on the drawings. Underseepage berms shall receive 1 ft as discussed on the plan sheets.

Borrow areas do not require topsoil placement. Remove debris and stones larger than 3/4 inch in any dimension remaining on the surface after finish grading. Correct irregularities in finish surfaces to eliminate depressions. Protect finished topsoil areas from damage by vehicular or pedestrian traffic.

h. Section 35 41 00 Paragraph No. 3.5 STRIPPING

The entire area within the limits of existing ground to receive embankment and structures, together with strips 5 feet wide, beyond and contiguous thereto, existing levees to be degraded, ponding areas, and ditches shown on the drawing must be stripped to remove crops, weeds, grass, and other vegetative materials to the ground surface and topsoil to a depth of 4 6 inches. Exception is made to side slope erosion areas which are to be filled with topsoil and seeded in accordance with the specifications.

Borrow pits shall be stripped of available topsoil for incorporation into the levee. This excludes agricultural areas which are identified for utilization of pervious deposits from flooding.

Following completion of borrow activities, topsoil is NOT required to be replaced in borrow areas unless specifically noted on the drawings.

i. Section 35 41 00 Paragraph No 3.3 CLEARING

Accomplish clearing within the limits of existing ground to receive embankment and structures, together with strips 5 feet wide, beyond and contiguous thereto, existing levees to be degraded, ponding areas, ditches, structures, traverses, channels, riprap, revetment, borrow areas and ramps.

Clear trees, downed timber, snags, slash, brush, garbage, trash, debris, fencing and other items flush with the existing ground surface. Protect trees and vegetation designated to be left standing or to remain from damage from construction operations. Limit clearing of borrow areas to the minimum area required for construction operations.

The levee district is responsible for removing the flood debris from the levee slopes. The contractor is responsible for removing debris from any other areas as required to complete the work including but not limited to the setback alignment, berm, and borrow locations. Debris shall be piled within the construction limits, in proximity to where it was deposited by the flood, and left for disposal by others.

j. Section 33 40 00 Paragraph No 3.3 PLACING PIPE

Each pipe shall be thoroughly examined before being laid; defective or damaged pipe shall not be used. Pipelines shall be laid to the grades and alignment indicated. Proper facilities shall be provided for lowering sections of pipe into trenches. Lifting lugs in vertically elongated pipe shall be placed in the same vertical plane as the major axis of the pipe. Pipe shall not be laid in water, and pipe shall not be laid when trench conditions or weather are unsuitable for such work.

Diversion of drainage or dewatering of trenches during construction shall be provided as necessary. Deflection of installed flexible pipe shall not exceed the following limits:

TYPE OF PIPE MAXIMUM ALLOWABLE DEFLECTION

(percent) Concrete N/A 5%

2. DRAWINGS:

a. Sheet CS106 - updated notes on riprap placement and clearing on levee embankment

b. Sheet CS501 - updated crown erosion and slough tables

c. Sheet CS505 - added note to require flap gate on outlet structure

3. Offerors are required to acknowledge receipt of this amendment on the Bidding Form in the space provided. Failure to acknowledge all amendments may cause rejection of the proposal.
