About this file
This document is an amendment to a federal solicitation for levee rehabilitation work along the Missouri River Levee System 500R in Kansas. The amendment provides updates to specifications, drawings, bid schedule line items, and submission instructions. Key changes include extending the response deadline; modifying estimated quantities and descriptions for uncompacted and compacted pervious fill, new channel excavation work, and berm fill; and reducing the estimated quantity for overtopping erosion compacted fill. The amendment also updates benching details, borrow area notes, and adds requirements for impervious caps on breach repairs and riprap extents. Bidders must acknowledge all amendments and submit one original and one copy of their bid, bid schedule, and bid bond by the new deadline of June 25, 2020 at 2:00 PM through the provided conference line andProjNet system, with no new bidder inquiries accepted after June 8.

SUMMARY OF CHANGE
The SOLICITATION is amended as follows:
NOTE: Deleted text is shown with strikethrough. Added text is shown with underline.
1. SPECIFICATIONS:
a. Delete Section 01 12 00.00 23 in its entirety.
b. See attached revised Section 01 22 00.00 10
c. Section 35 41 00 Paragraph No. 3.2.2 Overtopping and Toe Erosion Areas
The preconstruction survey in areas of overtopping and toe erosion shall consist of a full topographic survey of the areas where fill will be placed. This 3D surface will be compared to the governments CAD design surface for determination of fill quantities to be paid out under the unit price items for each repair.
The preconstruction survey in areas of overtopping erosion area shall consist of a minimum of one point at every 25ft along the levee top to document the maximum depth of the scour. This depth will be compared to the estimated depth shown on the contract documents. If a change in the depth of excavation is necessary a contract modification will be issued to compensate for the additional depth of repairs. The contractor is repsonsible for determining their estimated volume of borrow necessary to reconsruct the levee to its required elevation.
d. Section 35 41 00 Paragraph No. 3.9 DEWATERING AND DIVERSION
Anticipated dewatering varies by feature. Contractor is responsible for design and performance of whatever means are necessary for dewatering to maintain a groundwater level depth of 3ft below the excavation for the structure with an assumed river elevation of 15ft on the Rulo Gage. This may include dewatering wells or well points. All wells or well points shall be grouted in place and maintain impervious nature of embankment zones.
All fill shall be placed in the dry. Exception will be made for placement of pervious fill in the Breaches shown on sheet CS302 which may be completed underwater. The contractor is responsible for design of and is to assume the dewatering of SCOUR holes can be completed with use of sump pumps, diversion ditches and earthen cofferdams. Contractor should assume sumps with 4 pumps capable of 1,500 gpm each for dewatering efforts for placement of fill in the scour hole. Wells are not required for scour holes.
Periods of high river elevation or elevated groundwater will be treated as weather delays within the requirements of the contract and as determined by the COR. Extended periods longer than 2 weeks for which groundwater is an issue while the site is otherwise workable will constitute a modification to address design features to accommodate or add additional groundwater controls.
Accomplish surface and groundwater control in coordination with the required excavation and embankment construction. Surface and/or groundwater control may necessitate the use of temporary diversion ditches, cofferdams and/or dewatering by the use of pumping. Methods for care of surface water and for controlling the surface and groundwater levels will be subject to approval of the Contracting Officer. Borrow pits must be drained and kept dry during excavation, as excavation will not be permitted in water nor will excavated material be scraped, dragged or otherwise moved through water. Drain borrow areas by ditching, sump pumping, or other approved methods. Drain borrow areas excavated under this contract and flooded from rains or high river stages and allow to dry as quickly as practicable after the high river stage has passed.
Minimize surface runoff from entering the work areas. Complete the necessary ditching or earthwork shaping at the end of each workday or as necessary to prevent surface runoff from entering the work area. Drain excess precipitation that collects in the work areas and allow to dry as quickly as practicable before work resumes.
e. Section 32 92 19 Paragraph No. 3.1.1. EXTENT OF WORK
Provide mowing, herbicide, fertilizing, seeding, and surface topdressing of all newly graded finished earth surfaces as required in all areas identified for overseeding or rehabilitation, and at all areas inside or outside the limits of construction that are disturbed by the Contractor's operations.
Provide mowing, herbicide, fertilizing, seeding and maintenance in all areas identified for overseeding on sheet CS501. See paragraph RENOVATION OF EXISTING TURF. Mulching is not required as sufficient natural mulch is assumed available from mowing operations in overseeding areas.
Provide mowing, herbicide, fertilizing, seeding, surface topdressing and maintenance in all areas within the levee footprint (including stability berms) and within a 15ft proximity of the levee toe on both land and riversides which the contractor disturbs. See paragraph SEEDING DISTURBED
AREAS.
Borrow areas to be left as discussed on the respective plan sheet for natural revegetation or agricultural use.
f. Section 32 92 19 Paragraph No. 3.1.1.1 TOPSOIL
Provide 4 inches of topsoil to meet indicated finish grade in disturbed areas. Underseepage berms shall receive 1 ft as discussed on the plan sheets. Borrow areas do not require topsoil placement.
Remove debris and stones larger than 3/4 inch in any dimension remaining on the surface after finish grading. Correct irregularities in finish surfaces to eliminate depressions. Protect finished topsoil areas from damage by vehicular or pedestrian traffic.
g. Section 35 41 00 Paragraph No. 3.5 STRIPPING
The entire area within the limits of existing ground to receive embankment and structures, together with strips 5 feet wide, beyond and contiguous thereto, existing levees to be degraded, ponding areas, and ditches shown on the drawing must be stripped to remove crops, weeds, grass, and other vegetative materials to the ground surface and topsoil to a depth of 4 inches.
Borrow pits shall be stripped of available topsoil for incorporation into the levee. This excludes agricultural areas which are identified for utilization of pervious deposits from flooding.
Following completion of borrow activities, topsoil is NOT required to be replaced in borrow areas.
h. Section 35 41 00 Paragraph No 3.3 CLEARING
Accomplish clearing within the limits of existing ground to receive embankment and structures, together with strips 5 feet wide, beyond and contiguous thereto, existing levees to be degraded, ponding areas, ditches, structures, traverses, channels, riprap, revetment, borrow areas and ramps.
Clear trees, downed timber, snags, slash, brush, garbage, trash, debris, fencing and other items flush with the existing ground surface. Protect trees and vegetation designated to be left standing or to remain from damage from construction operations. Limit clearing of borrow areas to the minimum area required for construction operations.
The levee district is responsible for removing the flood debris from the levee slopes. The contractor is responsible for removing debris from any other areas as required to complete the work including but not limited to the berm, and borrow locations. Debris shall be piled within the construction limits, in proximity to where it was deposited by the flood, and left for disposal by others.
