SPECIFICATION CHANGES

The SOLICITATION is amended as follows:

NOTE: Deleted text is shown with strikethrough. Added text is shown with underline.

1. SPECIFICATIONS:

a. Section 35 41 00 Paragraph No 3.11.2 Landward Setback Levee Repair Station 14+90 23+10 (Setback Sta. 0+00) to 31+40 (Setback Sta. 15+00 7+50)

All referenced elevations shall be based from a Government established TBM hub driven in levee crown at approximate levee station 14+00 22+00. TBM is an assumed elevation of 100.00. The government shall provide initial centerline staking of the new landward levee setback alignment.

Stated repairs require constructing an approximate 1,500 750-linear feet long new landward setback levee (see B-2 Site Map & C-2 Drawing). New setback levee shall be constructed with a 10-foot wide crown width, with 1-foot vertical on 3.0-feet horizontal side slopes. Base grade elevation for landward setback levee is elevation 100.00 at station 14+90 23+10, maintaining "flat" grade (i.e. 100.00) throughout entire setback construction. Base grade elevation is design grade lines and not shrinkage grade lines.

Partial designated borrow materials are remaining segments of existing original levee (approx.

levee sta. 14+90 to 22+40 & 27+60 to 31+40). Borrow excavation shall commence on the newly constructed riverside levee toe-line at start of end of setback to use the entire old levee footprint located on the outside (riverside) of setback, so as not to impose on flows during high water events. Borrow area shall have positive drainage away from the newly constructed levee. Seeding and mulching will be performed by levee sponsor. See B-2 Site Map (Approx. 9,850 CY Fill).

b. Section 35 41 00 Paragraph No 3.11.3 Landward Setback Levee Repair Station 173+50 (Setback

Sta. 0+00) to 195+00 (Setback Sta. 23+50)

All referenced elevations shall be based from a Government established TBM hub driven in levee crown at approximate levee station 172+50. TBM is an assumed elevation of 100.00. The government shall provide initial centerline staking of the new landward levee setback alignment.

Stated repairs require constructing an approximate 2,350-linear feet long new landward setback levee (see B-3 Site Map & C-3 Drawing). New setback levee shall be constructed with a 12-foot wide crown width, with 1-foot vertical on 3.0-feet horizontal side slopes. Base grade elevation for landward setback levee is elevation 100.00 at station 173+50, maintaining "flat" grade (i.e.

100.00) throughout entire setback construction. Base grade elevation is design grade lines and not shrinkage grade lines.

The contractor shall remove CMP at Station 193+00 and replace with 24” Smooth steel pipe (SSP). SSP shall conform to ASTM A252 Grade 3 with a wall thickness of 0.375". SSP shall be placed at grades similar to removed CMP and approved by the COR. Contractor shall furnish and install all necessary appurtenances needed for installation of SSP. The contractor shall also furnish and install a 24” Waterman F25sb flap gate, or approved equal.

Partial designated borrow materials are remaining segments of existing original levee (approx.

levee sta. 173+50 to 175+00). See B-3 Site Map (Approx. 38,200 CY Fill, 120-Linear feet 24" SSP, & 1-24" Waterman F25sb Flap Gate, or approved equal).

(End of Submission Requirements)

The following were previously included by reference and are now included by full text:

52.214-7 LATE SUBMISSIONS, MODIFICATIONS, AND WITHDRAWALS OF BIDS (NOV 1999)

(a) Bidders are responsible for submitting bids, and any modifications or withdrawals, so as to reach the Government office designated in the invitation for bids (IFB) by the time specified in the IFB. If no time is specified in the IFB, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that bids are due.

(b)(1) Any bid, modification, or withdrawal received at the Government office designated in the IFB after the exact time specified for receipt of bids is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late bid would not unduly delay the acquisition; and--

(i) If it was transmitted through an electronic commerce method authorized by the IFB, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of bids; or

(ii) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of bids and was under the Government's control prior to the time set for receipt of bids.

(2) However, a late modification of an otherwise successful bid that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(c) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the bid wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(d) If an emergency or unanticipated event interrupts normal Government processes so that bids cannot be received at the Government office designated for receipt of bids by the exact time specified in the IFB and urgent Government requirements preclude amendment of the IFB, the time specified for receipt of bids will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(e) Bids may be withdrawn by written notice received at any time before the exact time set for receipt of bids. If the IFB authorizes facsimile bids, bids may be withdrawn via facsimile received at any time before the exact time set for receipt of bids, subject to the conditions specified in the provision at 52.214-31, Facsimile Bids. A bid may be withdrawn in person by a bidder or its authorized representative if, before the exact time set for receipt of bids, the identity of the person requesting withdrawal is established and the person signs a receipt for the bid.
