1.2 DEFINITIONS
a. Dormant Season
The non-growing season for woody species, when they have set their buds, and photosynthesis in the leaves has stopped (top growth is no longer occurring).
b. Harvesting Site
Approved existing, natural, native growing sites that lie within a 250-mile radius of the project site, or approved cultivated sites.
c. Installation Zone See plans.
1.3 QUALIFICATIONS OF CONTRACTOR
The Contractor shall have demonstrated experience in the installation of Plant Materials in similar projects in size and nature. The Contractor shall meet the requirements as specified elsewhere in the contract documents.

Plant Materials to be used for the project shall be disease free, free of pests, and shall be alive and free of environmental stresses.
1.5 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. PART 2 PRODUCTS
2.1 SOURCE OF PLANT MATERIALS
The Contractor shall make quantity adjustments as necessary to ensure an adequate supply and excess quantity of Plant Materials to fulfill the requirements of the contract. If willows are not obtained from a commercial source, the Contractor shall provide the Contracting Officer with a Letter of Agreement signed by the Contractor and landowner specifying terms of collection of cuttings. The Contracting Officer must approve the source of all cuttings, in writing. The Contracting Officer has the right of rejection of any woody plant cuttings. Additional plants may be needed during maintenance of the project throughout the warrantee / guarantee period. Such additional quantities shall be considered incidental and at no additional cost to the Contracting Officer.

All plant materials must be top quality stock. Plant materials shall be true to species. They shall be sound, healthy, specimens and first-class representatives of their species. Plant materials that have serious injuries, insect pests, diseases, or are shriveled, will be rejected.
Willow stakes are woody plant cuttings, capable of rooting, that are taken from trees and shrubs.
Willow stakes shall be cut using a clean, sanitized sharp tool or purchased from a commercial source. Live willow stakes shall be 6 to 8 feet in length with a bottom end of 0.5 to 1.5 inches in diameter. The top ends shall be blunt; bottom ends shall be angled at 45 degrees. The Contractor shall notify the Contracting Officer of the delivery schedule in advance so the plant materials may be inspected upon arrival at the job site. The Contracting Officer will inspect the cuttings for damage immediately upon receipt. Unacceptable cuttings will be removed from the job site immediately and disposed of at an authorized site.

Install willow stakes within 12 hours of collection. If planting does not occur within 6 hours, plant material must be properly stored according to guidelines provided in Section 2.3.4 of this specification.
2.3.4 Storage and Protection
All live stakes collected more than 12 hours prior to installation must be carefully bound, secured, and stored submerged in clean fresh water for a period of up to two weeks. If stored outdoors, outdoor temperatures must be less than 60 degrees F. If the willow stakes cannot be installed during the dormant season, cut during the dormant season and hold in cold storage at temperatures between 33 and 39 degrees F for up to 2 months.
2.4 SUBSTITUTION OF COMPONENTS OF PLANT MATERIALS
Willows (salix nigra and salix interior) are a relatively common plant species and generally readily available. It is not anticipated that there will be a need for a substitute species.
