1.3 CONTRACT PHASES

Assembly/Installation phase: starts with the kick-off meeting and lasts until the IPO is ready for beneficial occupancy.

Operation and Maintenance phase: starts after beneficial occupancy and lasts until the last day the government occupies the IPO.

Demobilization phase: starts after the government vacates the IPO and lasts until site is restored to pre-mobilization conditions.

1.4 QUALITY CONTROL

Establish and maintain an effective quality control (QC) system that consists of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. The QC system covers all assembly/installation, operations and maintenance, and demobilization phases.

Submit the Contractor Quality Control (CQC) Plan no later than 30 calendar days after acknowledgement of Award.

The Government will consider an interim plan for the first 90 calendar days of operation. Assembly/installation will be permitted to begin only after acceptance of the CQC Plan. Work outside of the accepted interim plan will not be permitted to begin until acceptance of a CQC Plan or another interim plan containing the additional work.

Include, as a minimum, the following to cover all assembly/installation and demobilization work, both onsite and offsite, including work by subcontractors, fabricators, suppliers, and purchasing agents:

a) A description of the quality control organization, including a chart showing lines of authority.

b) The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a CQC function.

c) Control, verification, and acceptance testing procedures for each specific test to include the test name, specification paragraph requiring test, feature of work to be tested, test frequency, and person responsible for each test.

d) Procedures for tracking deficiencies from identification through acceptable corrective action. Establish verification procedures that identified deficiencies have been corrected.

The Government reserves the right to require the contractor to make changes in the CQC Plan and operations including removal of personnel, as necessary, to obtain the quality specified. The Government provides quality assurance for contractor compliance with the contract requirements.

After acceptance of the CQC Plan, notify the Contracting Officer in writing of any proposed change. Proposed changes are subject to acceptance by the Contracting Officer.

1.5 INSPECTION

The Government will perform a pre-final inspection and a final inspection at the end of the assembly/installation phase to verify the modular facilities are complete and ready for occupancy. The Government will perform another pre-final inspection and another final inspection at the end of the demobilization phase to verify that the contractor has removed all the modular facilities and components. After each of the two pre-final inspections, a Government pre-final Punch List may be developed. Correct any items on the Punch List in a timely manner before notifying the

Government to schedule the final inspection. These inspections and any deficiency corrections required by this paragraph need to be accomplished within the time slated for completion of each phase of work

(assembly/installation and demobilization).

The final inspection will be formally scheduled by the Contracting Officer based upon results of the pre-final inspection. Notify the Contracting Officer at least 14 calendar days prior to the final inspection and include the contractor's assurance that all specific items previously identified to the contractor as being unacceptable, along with all remaining work performed under the contract, will be complete and acceptable by the date scheduled for the final inspection. Failure of the contractor to have all contract work acceptably complete for this inspection will be cause for the Contracting Officer to bill the Contractor for the Government's additional inspection cost.

1.6 SHOP DRAWINGS REQUIREMENTS

Provide final shop drawings NLT 30 days after award. After government acceptance of the final shop drawings, the

Contracting Officer will allow assembly/installation to start.

Government review and acceptance of shop drawing submittals is for contract conformance only and does not relieve the contractor from responsibility to fully adhere to the requirements of the contract, including the contractor's accepted proposal.

1.7 SUBMITTALS

Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only "FIO". The Government will review submittals for conformance with the technical requirements of the Solicitation and will provide the Contractor comments with reviews within 15 calendar days of receipt.
