SUMMARY STATEMENT OF WORK (SOW)

FOR THE PREPARATION OF AFCS DESIGN DOCUMENTS

“AFCS Facility Re-designs” Please note a complete and final SOW will be provided to the A-E firm selected as most highly qualified to enter into negotiations. The facilities listed are a representative sample, but actual facilities may change prior to A-E selection and award.

PROJECT DESCRIPTION: The Architect-Engineer (A-E) shall provide professional design and data management services required for the review and re-design of forty-seven (47) facilities described in the scope of work and listed in Appendix A, and develop a set of common construction activities for assigned sizes of wood structures based on the shell concept. The re-design process shall bring the facility design packages up to current doctrinal standards and UFC 1-201-01 compliance. Design revisions include facility plans, material takeoffs (bills of material), National Stock Numbers (NSN), construction material labor and equipment estimates. Provide technical documents including drawings, specifications/criteria, design analyses, cost data, and 3D Fly-Through/Walk-Through Animations in electronic files as herein specified.

A. Description of Work: The package consists of: Forty-seven (47) facilities as listed in Appendix A. The work described in this SOW will be broken down into the following tasks.

1) Task 1: Administration, Meeting Participation, Travel, Common Access Cards, Quality Control Plan, and Scheduling

a. Travel Requirements:

i. One Kick-off Meeting

ii. Two Design Working Groups

iii. Two Vetting Sessions

iv. One 65% Review Conference

b. Common Access Card (CAC) Requirement

i. A-E will be required to obtain a CAC if Options 8-11 are executed, a CAC may be helpful for the Re-design effort but will not be required.

c. Quality Control Plan (QCP) Requirements

i. Within two weeks of Notice to Proceed (NTP) the A-E will be required to complete a project specific QCP that must address all quality control features of the SOW.

d. Scheduling Requirements

i. Within two weeks of NTP the A-E firm shall provide a completed re-design schedule for all assigned facilities.

2) Task 2: Vetting of Assigned Facilities

a. Two vetting sessions will be conducted, one at Fort Lee, VA, one at Fort Leonard Wood, MO. The A-E shall present facility documents and record all comments during the session.

3) Task 3: Development of Shell Concept for Wood Facilities

a. The Shell Concept is defined as: A set of common construction activities that can be shared amongst multiple facilities without change.

b. The A-E shall develop common construction activities for 20’x48’, 40’x48’, 48’x60’, 48’x100’, and 48’x120’ wood structures.

c. The construction activities shall include the following for each size: foundation, floor, walls, roof framing, roofing, electrical, mechanical, communications, and caulking and painting.

4) Task 4: Re-design of Nineteen (19) Facilities

a. Re-design will be defined as the following:

i. Provide calculations to verify the design drawings comply with the AFCS Design Guide and if need be to redraw to a new CADD Format. This will include the following at a minimum;

1. Review and correct as necessary the Life Safety Plan.

2. Redraw the Architectural plans as required to implement the Shell Concepts and to add isometric of facility

3. Design the Structural systems (foundations, walls, roof framing).

4. Review and correct as necessary the mechanical systems (HVAC, plumbing).

5. Review and correct as necessary the electrical systems (lighting, power, panel boxes, alarms)

6. Review and correct as necessary the fire protection systems.

ii. Provide a Design Analysis to include the following;

1. General narrative that describes the facility and discusses the intended use of the facility.

2. Design criteria used in the design.

3. Design assumptions made.

4. Primary features of the facility by discipline.

iii. Calculations and cut sheets.

iv. Revise Construction Activities and Work Elements as necessary to comply with design changes made.

v. Incorporate all DrChecks comments received during the FY 18 review process.

5) Task 5: (Option): Re-design of Twelve (12) Facilities

6) Task 6: (Option): Re-design of Eight (8) Facilities

7) Task 7: (Option): Re-design of Eight (8) Facilities

8) Task 8: (Option): Data Modeling of Task 4 Facilities

a. Data Modeling is the process of taking the completed designs and inputting them into the AFCS Design Management System (DMS).

1. DMS is the computer software database that updates the Joint Construction Management System (JCMS)

a. JCMS is the end user program that commanders and end users use to access the AFCS contingency designs.

b. JCMS is used as both a planning tool and for accessing designs for construction units.

9) Task 9: (Option): Data Modeling of Task 5 Facilities

10) Task 10: (Option): Data Modeling of Task 6 Facilities

11) Task 11: (Option): Data Modeling of Task 7 Facilities

12) Task 12: (Option): 3D Fly-Through / Walk-Through Animation

a. If this option is executed the A-E shall create a facility fly-though / walk-through animation that shows the design details to assist the constructing unit.
