All contractor- furnished dumpsters shall be so constructed and equipped as to prevent accidental tip-over by the public.

The contractor shall assure they can obtain on short notice, sufficient backup equipment to continue the services as specified without interruption in the event of mechanical failure of his primary equipment. The contractor shall notify the COR within eight (8) hours of an equipment failure and provide a plan for collection of refuse during the repair period. Backup equipment need not be of the same type, nor meet the same requirement of the primary equipment, except as it pertains to the scattering of refuse along the route; however, such equipment may be utilized only to accomplish the specified work of the contract while primary equipment is being repaired, for a period not to exceed 14 days without prior approval of the COR. Equipment breakdown shall not relieve the contractor of the responsibility of performing the work as specified.
5.1.Compliance with Laws and Regulations: The contractor shall comply with all Federal, State, and local laws, ordinances, statutes and regulations pertaining to the collection, transportation, and disposal of refuse and shall obtain such permits, licenses or other authorizations as may be required.

This means the dumpster will be placed in such a way that no part of the dumpster will stick outside the front of the dumpster enclosure and will be square within the enclosure. The dumpsters shall remain inside the enclosure so no member of the public would be able to see either side or the back of the dumpster. If a dumpster enclosure is not located where a dumpster is required the contractor will make every effort to keep the dumpster level and square to the surroundings. If enclosures are constructed at any time where an enclosure is not located the contractor will be responsible for placing the dumpster in the enclosure as described above.
5.2.5. The locations designated for dumpster placement are the areas where dumpsters are to be normally located; however, the contractor may be required to relocate dumpsters within each park on an as needed basis to accommodate special events and unusual circumstances. The contractor shall relocate dumpsters on regular service days, to the areas designated by the
COR.
