The following have been added by full text:
AMENDMENT 0001
The purpose of this amendment is to respond to bidder inquiry from ProjNet.
ID QUESTION 7244797:
Should the contractor opt to import fill material (crushed stone) for construction of an access road to the slide area, will USACE require the contractor to remove this material at the completion of the job?
ANSWER:
Contractor should assume access road removal.
ID QUESTION 7244803:
The limits/extent of rip rap placement are unclear. Referencing Sheet CS101, does the contract require rip rap to be placed within the "limits of the slide" only, or within the "limits of excavation of accreted material"?
ANSWER:
Limits of slide as shown on CS101 and to the extents shown on CS501.
ID QUESTION 7244875:
There is a stream gauge station on the east side of the bridge on Main Street, within a couple hundred yards of this project location. The 2017 USGS hydrograph indicates that a significant portion of the project will be inundated (and unworkable) from April to August, if typical seasonal rainfall/runoff events occur and a much greater longer term impact of Federal Reservoir management/releases to the Marias Des Cygnes River. Will the Notice to Proceed be delayed until August? Will the Period of Performance be extended accordingly?
Weather days will be issued in accordance with Section 01 30 11, paragraph 1.11 and Section 01 32 17.01 23, paragraph 1.8 Contract Modification.
ID QUESTION 7244878:
Will USACE provide the voltage and line elevation data for the overhead power lines shown on CS101?
No. It is the responsibility of the contractor to contact and coordinate with utility companies.
ID QUESTION 7244896:
Does this contract include a force majeure clause?
ANSWER:
"The solicitation does not include the force majeure clause however the solicitation does include multiple clauses that covers and enforces all aspects of the force majeure clause."
ID QUESTION 7244914:
Sheet CS101 delineates the staging area. This area is quite small. Specification section 01 50 00, paragraph 3.5.2 states that upon request, the CO will provide another or supplemental area for the Contractor's use. Will the USACE provide the location and size of the supplemental area at this time?
Call city about open lots across street.
ID QUESTION 7244923:
Specification 01 50 00, paragraph 3.1 states that the CO will designate an area for Contractor employee parking.
Where is this area located?
Call city about open lots across street.
ID QUESTION 7244930:
Utility service is discussed in specification section 01 50 00, paragraph 3.3. It is understood that the Contractor will need to provide a metered connection to electric service. Is electric service available at both the staging area shown on CS101 and at the supplemental area?
Contractor will make their own arrangements for service.
ID QUESTION 7244932:
Specification section 01 32 17.01 23, paragraph 1.4 states that schedules may be submitted in either MS Project, MS Excel, or Primavera P6. Specification section 01 45 00.15 10 requires the use of the new RMS CM software. Can all three of these formats be imported into that software?
ANSWER:
RMS CM is compatible with SDEF files.
ID QUESTION 7244935:
15. In order to comply with the fencing requirements of specification section 01 50 00, it is understood that fencing capable of supporting 250 lbs will be required from roughly where the pedestrian bridge meets the existing riprap, along the levee and floodwall, and terminating at the Main St. bridge edge barrier. Is this the intent? If so, it is noted that fencing may not able to be installed at the eastern section of floodwall where the riprap is directly against the concrete floodwall.
Can install outside of floodwall to facilitate installation.
ID QUESTION 7244937:
Specification section 01 57 19, paragraph 3.5.1 requires the Contractor to notify the Air Program Manager at least 6 months prior to bring in equipment. With a contract duration of 180 days, this will not be possible. Please advise.
It is the responsibility of the contractor to determine if the equipment to be used for this scope of work falls within the requirements of 40 CFR 64.
ID QUESTION 7244939:
Is seeding required only at the staging area shown on CS101 (and any supplemental area)? It is understood that Note 2 on GI002 requires restoration of the levee crest if it is used as an access route, however, the levee crest appears to be outside the construction limits shown on CS101.
ANSWER:
Yes, The staging area should be the only location inside the construction limits that would be disturbed and need reseeded.
ID QUESTION 7244965:
Regarding excavation of accreted material, is this a balanced site, or will USACE require excess accreted material to be removed and disposed offsite?
Excess accreted material would need to be removed offsite.
ID QUESTION 7244979:
If partially completed construction is damaged or lost due to high river conditions or flooding (weather-related and/or a controlled, high-flow release from Federal Reservoirs), will the Contractor be reimbursed for all reconstruction costs?
See specifications Section 01 30 00, paragraph 1.17 Damage to work.
ID QUESTION 7244987:
Will USACE extend the performance period for each day the site is unworkable due to prolonged high river stages?
See Specifications Section 01 32 17.01 23, paragraph 1.8 and section 01 30 00, 1.11 Time extensions for unusually severe weather.
ID QUESTION 7244996:
Will USACE permit rip rap at the toe of the levee to be placed under water?
ANSWER: Yes
ID QUESTION 7245006:
Specification section 01 35 26, paragraph 1.6.1.1.1 states that the SSHO may serve as the CQC System Manager and that the SSHO may also serve as the Superintendent.
