The UST removal site is located at U.S. Army Corps of Engineers – Harry S. Truman Lake,15968 Truman Road, Warsaw, MO. 65355 Phone: 660-438-7317, Ext. 1

1.2 Site Location/Description:

The UST removal site is located within a fenced compound located at the USACE maintenance compound. Department of Labor Wage Rates will apply. Work area will be contained in Warsaw, Missouri in Benton County.

Upon coordination with government personnel the site can be made accessible prior to construction. Contact phone number 660 438 7317 ext 1 shall be used for coordination purposes. Staging and construction activities will be limited with regards to the User’s facility operations. This will be discussed during the Preconstruction Meeting.

The Hazardous Waste Generator ID for the site will be provided upon award.

1.3 Tank Removal Requirements:

Complete removal of two Xerxes brand underground storage tanks: a 2,000 gallon diesel fuel tank; and a 4,000 gallon unleaded fuel tank, at Harry S. Truman Lake, Warsaw, MO. Both tanks are fiberglass single wall and are 91 inches in diameter. The tanks are not suspected to be sitting on a concrete pad or in a vault. The 4,000 gallon tank is believed to be approximately 12 foot long by 91 inches in diameter and the 2,000 gallon tank is believed to be approximately 6 foot long and 91 inches in diameter.

Removal to include all remaining product or contaminants in tanks, concrete or asphalt, dispensing pumps, product piping, vent piping attached to the building, and monitoring system. Disposal or recycling of all materials will be the contractor’s responsibility. The diesel tank will be at or near empty. Water has entered the gasoline tank via the broken spill containment bucket at the fill port. The gasoline tank contains approximately 1532 gallons of water and gasoline mix. According to the Veeder-Root TLS-350 system, the tank contains approximately 1152 gallons of water. Efforts have been made to reduce additional water from entering the tank. Disposal or recycling of the gasoline and water mix will be the responsibility of the contractor. Off-site disposal is required for the removed concrete and debris.

1.4 Site Restoration:

Complete restoration of the site to include removal of pumps, piping, and associated concrete, backfill of tank holes with suitable soil free of debris and organic material, compaction (each 8” of fill material must be compacted by mechanical means to reduce settling), disposal of all waste materials to include tank sludge, fuel, impacted soil around the tanks and pumps. Crushed limestone is a suitable material as long as it is fully compacted (with fines) or consolidated (no fines). All waste materials must be disposed of in accordance with Missouri Department of Natural Resources (MDNR) approved procedures and at approved facilities. The concrete or asphalt edge adjacent to the removed concrete shall be saw cut in order to create a linear smooth edge and remove any damaged concrete or asphalt that occurred during tank and concrete removal. Contractor shall install an expansion joint along the entire edge of concrete or asphalt. Once backfill material is properly compacted, a minimum of 6”of base rock shall be installed and consolidated. Contractor shall place concrete consisting of 8” of 4000 psi concrete with ½ inch rebar supported by chairs on 16 inch centers. The new concrete pad shall be flush with the existing concrete or asphalt, edged, finished with a light broom, saw cut, and sealed. All work areas must be cleaned and swept to leave them free of debris when complete.

Option: Provide all equipment, labor and materials to install a complete and fully operational 1500 gallon above ground storage tank (AST) that meets or exceeds the requirements of UL 2085. The tank shall be split 1000 gallon diesel, 500 gallon gasoline with a separate top mounted dispensing pump for each side. The top mounted pumps shall meet or exceed 1/3 hp, 20 gal/minute and have a dispensing meter. Hose length requirements are 12’ for gas and 20’ for diesel and must have auto shut-off handles. An overfill valve and/or alarm is NOT required.

The AST shall have the capability of monitoring the annular/interstitial space for leaks via a dipstick port, sight glass, etc. Include a reinforced concrete slab with anchors embedded to accommodate the tank mounts. The design of the concrete slab shall be sufficient to withstand the weight of the tank at full capacity. Power supply shall be provided by the Contractor and in accordance with manufacturer’s recommendations. The approximate distance for the required power supply is 150 linear ft and is to be installed in a minimum 1” PVC conduit under a gravel parking lot. All electrical work must be compliant with applicable electrical codes. The AST shall be protected by bollards 4” in diameter, spaced not more than 4’ on center and extend above ground not less than 3’. Bollards shall be encased in a footing 3’ in depth and 15” in diameter. Bollards shall be positioned not less than 5’ from AST. Entire installation shall comply with the requirements as stated in Missouri Department of Agriculture Code of State of Regulations 2 CSR 90-30.050.
