The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse services at Rathbun Lake Iowa. The contractor shall adhere to all local, state, and federal regulations.
The contract’s base year Period of Performance (POP) is from 1 April 2017 (or upon award whichever is later) through 31 March 2018. In the event the Government exercises each option year, the contract’s option year POP is from 1 April 2018 (or upon award whichever is later) through 31 March 2019 (Option Year 1); and from 1 April 2019 (or upon award whichever is later) through 31 March 2020 (Option Year 2).

1.1.2. Unscheduled Collections: The contractor shall perform unscheduled collection, disposals, and relocation of containers for special events, holidays or other occasions as requested by the Government. The contractor shall be notified in advance of special collections not otherwise noted in Appendix A. Response to unscheduled collection, disposals and relocations of containers for special events will be within 24 hours of notification by the Contracting Officer’s Representative (COR).
1.1.3. Excess Quantities of Refuse: Excess refuse beyond the normal quantity resulting from holidays or special events shall be disposed of at no additional cost to the Government. This should be accomplished with minimum interference to regular collection schedules. The COR will notify the contractor for the need of additional collection when containers are near overflow.
All refuse placed at collection stations adjacent to refuse containers shall be the contractor responsibility to remove and disposing according to the contract requirements.
1.1.4. Inclement Weather Schedule: Refuse shall be collected during periods of inclement weather. In cases of severe weather or park closure, the Contracting Officer or the Contracting Officer’s Representative (COR) may authorize exceptions. When exceptions are granted, all missed collections shall be performed within 24 hours after the severe weather or park closure has terminated, unless the Contracting Officer or the COR authorizes additional time. It is the contractor’s responsibility to notify the Contracting Officer or the COR when they are not able to perform services due to inclement weather.
1.1.5. Points of Collection: General collection locations for refuse materials are identified within Appendix A. The specific locations within each of the general locations noted within Appendix A will be identified by the COR. The COR will provide adjustments to the specific locations as and if necessary to better service the area. Containers shall be positioned for customer ease in depositing refuse. Containers shall be positioned to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions. The Contractor may secure the refuse containers at each location, however, securing refuse containers shall not prevent the depositing refuse within the containers.
1.1.6. Maintaining Containers and the Collection Area: Containers shall be placed in their original location after servicing, in an upright position with the lids closed. Any spills, debris, etc., which may occur during servicing of containers shall be cleaned up. All refuse on the ground around the container, whether spilled by the contractor or placed there by visitors, shall be removed during collection. Debris such as, tree branches, sacks, cartons, boxes, cans, tied bundles, or other containers placed at collection stations shall be collected.
1.1.7. Refuse containers shall be placed at the designated locations in each park during the last week in April so that each refuse container is accessible on May 1st. Refuse containers shall be removed from the designated locations in each park during the 1st week of October but shall remain accessible through September 30th. Scheduling and access for temporary storage of refuse containers shall be coordinated with the COR during Government workdays and work hours. Refuse containers shall be available for use and serviced at the Administration Area as listed in Appendix A. The COR shall provide an area for storage of the containers removed from the park areas outside of the listed use months for the parks above. The storage locations may not a single location and may not be a secure area; the Contractor shall be responsible for securing the refuse containers to prevent removal of the refuse containers and to prevent the public disposing into the refuse containers. The Contractor will not be responsible for public drop-offs at the storage locations adjacent to the secured refuse containers.

The COR will determine what is excessive and request additional collection as necessary.
1.3.2. Missed Pickups: Refuse at missed pickup points shall be collected at no additional cost to the government within two (2) working hours from notification by the Contracting Officer or the
COR.
1.4. DISPOSAL
1.4.1. Apparent Serviceable Material: Materials which have obvious value and appear to have been inadvertently placed near the collection point will not be disposed of, unless such material is designated as refuse by the COR. If the contractor is in doubt as to the value of the material, he shall check with the COR. The contractor shall be liable for intentionally disposing of serviceable items or material.

Variations to the above schedules shall not occur unless first approved by the COR.
The administration area is controlled access. In the event access is the latter and Monday is a holiday, then the collection will be the next federal workday.
1.11. HAZARDOUS, TOXIC, OR SPECIAL WASTE DISPOSAL
1.11.1. The contractor is responsible for all hazardous, toxic or special wastes which cannot be disposed of as solid waste in an EPA Resource Conservation and Recovery Act (RCRA) Subtitle D landfill in accordance with all federal, state, local and environmental laws, policies, regulations and procedures as specified in, but not limited to: Code of Federal Hazardous Regulations Manual 40 (CFR) “1985” Parts 170 through 177; and in accordance with all applicable State laws and regulations and Department of Natural Resources guidelines; the most recent edition, including all policy statements contained therein.

All projects, regardless of size, shall be covered for a minimum of two occurrences or an aggregate dollar limitation. The coverage shall be maintained at this level throughout the life of the contract. Should any incident occur which reduces the number of occurrences, the contractor shall immediately obtain additional insurance which reestablishes the level of insurance and the number of occurrences called for under this contract. This action shall be accomplished within 10 calendar days from the date of the incident. If the additional insurance is not obtained within the time period, the contractor shall immediately cease work until the additional insurance is obtained. Under no circumstances shall the contractor continue to work after insurance coverage has been canceled or otherwise ceases to exist, for example where the pertaining number of occurrences has in fact occurred. The burden of documentation of the insurance is the responsibility of the contractor. In no event shall work stoppage for lack of insurance be a cause for an extension of the contractual period of performance. Insurance coverage shall survive the period of performance of this contract until such time as all contaminated material and hardware have been satisfactorily placed in the ultimate disposal facility or incinerated and compliance with all legal and environmental requirements have been accomplished.
1.11.4 The collection and disposal of tires, batteries, electronics and other items that may require additional fees or special handling for disposal that are placed in refuse containers or left at park collection sites adjacent to the refuse containers shall be the responsibility of the contractor.
