HST STUB SHAFT PLC CONTROLS

HARRY S. TRUMAN LAKE

This project replaces a portion of the components of the stub shaft bearing oil temperature control system. Each of the six power generation units at the Harry S. Truman Power Plant has a separate stub shaft bearing control system.

This project will replace all six stub shaft bearing control systems. The portion of the system to be replaced includes raw water piping and electrical controls. This project will supply and install the components to be replaced. No oil lines are anticipated to be impacted by this project. Oil currently travels from the stub shaft bearings through a raw water cooler. Two valves will be replaced with a single larger modulating valve. All valves are less than 4 inches in diameter. The electrical controls include installation of oil temperature sensors in the stub shaft bearings. A

Programmable Logic Controller (PLC) will be installed and will use feedback from the oil temperature sensor to control the installed modulating raw water valve. The PLC will also control the oil heater and pressure pumps.

3. WORKING CONDITIONS/BACKGROUND: Truman Power Plant has frequent problems with units not starting in cold weather due to stub shaft bearing oil pressure high limit alarms. The stub shaft bearing, oil sump, pumps, and controls are in a non-heated area of the plant and therefore the viscosity of the oil increases during cold weather. When this occurs, the flow rate to the bearing decreases to the point that pressure high limits are hit and the unit does not start. Additionally, during periods of prolonged generation throughout the summer, the raw water valve has gotten stuck in the open position causing the overcooling of the oil. When either of these problems occur, an alternate unit must be started if one is available, which creates uncertainty in unit reliability/availability. The controls for the stub shaft bearing lubrication systems are maintenance intensive and obsolete. A new controller and modulating raw water valve will be provided to improve unit reliability.

4. ANTITERRORISM/OPERATION SECURITY REQUIREMENTS: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative).

The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

All contractor and all associated subcontractors employees will receive a CORPS Watch information paper (provided by the authorized Government representative) and provide a written acknowledgement to the Contracting Officer, no later than 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract.

The Contractor must pre-screen candidates using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the candidate has two valid forms of Government issued identification to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible candidates must be provided to the COR no later than 3 business days after the initial contract award.

Per the E-Verify Website the following exemptions apply:

Employers whose contracts are exempt from the E-Verify federal contractor rule are not required to enroll in E- Verify. A contract is considered exempt if any one of the following applies: (1) It is for fewer than 120 days. (2) It is valued at less than $150,000, the simplified acquisition threshold (Source: http://www.uscis.gov/e-verify/federal-contractors/exemptions-and-exceptions).

All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

5. PLANT SECURITY: Power Plant gates are locked during normal duty hours. The Contractors on-site supervisor shall work with the Truman Power Plant personnel for entry procedures. An Employee Identification and Control Procedure shall be submitted for approval for identification and control of employees entering or leaving the Power Plant. After the stated Government personnel working hours, the Power Plant gate accesses are locked. Contractor's personnel will not have access into the work area except during approved work hours.

The security of the Contractor's property and items furnished under this contract, until accepted, are the responsibility of the Contractor whether stored inside or outside the power plant security gate.

Contractor's personnel shall not be on parole or have been convicted of a felony within the last seven years or be a foreign national. If a foreign national is designated by the Contractor as a Subject Matter Expert, the District Commander must approve their appointment and the Department of State must approve the background investigation (in addition to the NACI and PSIP requirements above). Foreign national background investigations may take 3-4 weeks longer to obtain than a NACI, therefore, the Contractor should plan accordingly. The Government reserves the right to screen any and all Contractor's personnel on security and to reject those who do not meet the qualifications.
