NWD MEGA PHASE B 8(a) A/E SERVICES MATOC
SYNOPSIS QUESTIONS AND ANSWERS
1. What percentages of the projects are anticipated to be firm-fixed price and what percentage are anticipated to be cost reimbursable? Does the Government anticipate any work in support of EPA Region II under this contract?
Answer: Currently, the Government has not set aside any requirements for this MATOC. Therefore, the percentage of each contract cannot be anticipated. USACE does not intend to use this contract for work in EPA Region 2.
2. Is there a minimum percent complete requirement for the 10 past performance projects for Section F of the SF330?
Answer: There is no minimum percent complete requirements for the past performance projects for Section F of the SF 330. The projects for the 10 past performance projects should include work completed in the last 5 years, not to include work that is future work under the contract (or task order).
3. Currently this solicitation is listed on fedbizopps as a presolicitation. In addition, the third paragraph from the end of the solicitation states “this is not a request for proposal”. However, it has come to our attention that this is indeed a solicitation and RFP. Based on the ambiguity of these statements, we request an extension for this opportunity of 10 business days (due date June 6th).
Answer: An amendment to the Synopsis is forthcoming to extend the due date for SF330s to May 27, 2016 at 2:00 pm, local Kansas City time.
4. In the RFP there are Primary Numbered Section Headers:
1- Project Information 2- Primary Selection Criteria 4- Secondary Selection Criteria 5- Submittal Requirements
An entry for number 3 is notably missing. Is there content for number 3 that has been inadvertently omitted from the RFP?
Answer: An amendment to the Synopsis is forthcoming to correct the erroneous numbering.
5. Regarding No. 4 - Secondary Selection Criteria, is it the intent for just the Prime Offeror (or both members of a JV) to list their DoD A-E contracts awarded within the last 12 months, or would this also include significant subcontractors?
Answer: It is the Governments intent for the Prime (to include both members of the JV) to list their DoD A-E contracts awarded within the last 12 months. This is not to include significant subcontractors.
6. The RFP states that the project must only encompass one single site or single installation. We believe the government’s intent in this definition is to eliminate offerors from submitting an entire IDIQ contract as a “project”. In recent years DoD has awarded many task orders under IDIQs which include sites at more than one installation. We request that the definition of “project” be amended to read “a ‘project’ is defined as a single task order OR work performed at one site or at a single installation”. The definition meets the assumed government intent while allowing the submittal of projects which are highly relevant task orders awarded under IDC contracts.
Answer: Reference paragraph 5, “Submittal Requirements” of the Synopsis. No change is required.
7. The RFP states that experience and technical competence of the firm must be demonstrated during the past five years. However, no percent complete is stated for the Example Projects. Is there a mandatory minimum percent complete implied for the Example Projects?
Answer: There is no minimum percent complete requirements for example projects. The projects should include work completed in the last 5 years, not to include work that is future work under the contract (or task order). For example, a contract (or task order) includes multiple phases, to include phases A, B, C, D, and E.
The offeror has completed phases A, B, and C. The offeror should submit this experience, since it is complete. The offeror should not submit experience for phase D and E, since these phases have not been completed.
8. “Additional consideration will be given for experience and qualifications by the prime or Joint Venture.” Will additional consideration be given for experience and qualifications of the partners in the Joint Venture or only those of the Joint Venture itself?
Answer: Additional consideration will be given for experience and qualifications for the Joint Venture partners and the Joint Venture.
9. “Firms should demonstrate the extent of their capabilities to serve projects located in the USACE NWD.” Will the contract be used for work in EPA Region 2? If so, will EPA Region 2 experience be considered equivalent to NWD experience?
Answer: Responding firms should demonstrate the extent of their experience to serve projects located throughout the USACE NWD. USACE does not intend to use this contract for work in EPA Region 2.
10. May the offeror provide more than one resume for each of the identified key disciplines?
Answer: An offeror may submit more than one resume for each of the identified key disciplines. Each resume will count towards the 80 page limit.
11. “Responding firms should cite all contract numbers, task orders and modifications, award dates and total negotiated fees for any DoD A-E contract awarded within the past twelve (12) months.” Is this information required only for the prime or for the prime and all subcontractors? If proposing as a JV, is this information required for each partner in the joint venture?
Answer: The information related to DoD A-E contract awards in the past 12 months is required for the prime and Joint Venture partners.
