1. I would like to formally request additional time be added to the RFP. The turn around time for a proper response requires at least 7 more days to reallistically provide you with accurate pricing and timelines.
We understand your concerns, some RFPs are being extended by amendment; however your proposal must address each RFP as presented.
2. The RFP is calling for specific floor plans that are not standard product lines for any bidders and to provide a State of Missouri approval on these in this time fame, is not realistc. We have a number of pre-approved floor plans and designs that can be produced asap. Do we have the option to vary from the sizes as the classroom sizes that you have in the RFP are much larger than the standard classroom occupancy size utilized. For instance, a typical classroom is 24' x 32'.
As noted in the RFP, you have the option to vary the layouts and to a certain degree, trailer sizes. Classroom dimensions provided are approximate, and classroom square footages should be adhered to as close as possible. A 24 feet x 32 feet trailer would not adhere to the classroom square footages provided.
3. Who is responsible for the site utilities and connections?
This question has been addressed in amendment 1.
4. Please provide a list of furniture as listed to be assembled. is the owner supplied, contractor installed?
Furniture was included in the RFP because it will be supplied and installed by others.
5. Supply and install intercoms and connections between buildings is stated in the make ready. What are you looking for here? There are no specs for this.
This has been removed from the scope of work and is not a requirement.
6. Does the footings required rebar, and what size/quantitiy? Can we supply ABS Pads in lieu of poured footings to expedite scheduling. Engineered foundations drawings can be supplied with these designs.
Footings must comply with local building codes and manufacturer recommendations.
7. Who is responsible for the fire alarm system and what is the specifications if to be supplied in RFP.
Fire alarm is to meet local code requirements
8. Who is responsible for the Kitchen Equipment, Electrical Service, Plumbing Connections and Installation? Do you have specs for this?
As per the RFP, the modular/portable kitchen shall be capable of producing the specified number of meals per day as called for by the RFP. Any and all equipment necessary to meet these requirements shall be furnished by this contract.
9. What are the permit requirements and who is supplying occupancy certificates?
Permits should be filed with local Building Official. Contractor shall obtain certificate of occupancy permits pursuant to their permit.
10. Who is handling the architectural, engineering and design package for the site specific portions and as it relates to each campus?
Contractor is to supply architectural, and engineering services as maybe required to fulfill the requirements of the RFP.
11. A few of the sites shows fencing. Are these required as part of the performance of work?
Fencing is not required and is not included in the scope of work.
12. The Missouri state code for snow load is 20 psf snow load, but the solicitations show a requirement of 30 psf. Is the requirement accurate, or a misprint? We have had dozens of conversations with different manufacturing facilities and new construction is not an option in order to meet the Aug. 10 RFO date. In fact, if 30 psf is the requirement, any reconditioned units will need to have their rooms re-engineered / re-certified if this is allowable by USACE.
According to our conversations with the City of Joplin Building department, the snow load requirements are 30 psf.
13. Regarding the gyms… I’ve put up many Sprung buildings in the past (including the gyms over in Plaquemines Parish). I’ve never seen a slab that thin without a footing or piers. Earth anchors provided by Sprung will need to be provided. If you require a slab, and there is a 28-day cure requirement, and a crew takes 2 weeks to erect the structure, and another 2 weeks for the flooring, AC, & fire systems, then Aug. 10 may not be possible if there are any weather delays or stoppages. Will the contractor be given leeway for the Aug. 10 RFO for weather delays?
As noted in the scope of work, the gym shell may be a pre-fabricated metal, fabric tent, or approved equal structure. Should the proposed structure require footing/anchors to meet applicable codes, this must be included in the price.
The slab shall be include in the bid as indicated. The scope of work provides a compressive strength requirement and not a cure requirement. Typically, a three to seven day cure is sufficient to work on the slab. Every effort must be made to complete the gym by 8/10.
14. Power by others… will power be available for hookup / connection on Aug. 10?
DFAC/Kitchen and non quick-connect lighting will need to be tested.
Power will be available for connection prior to 8/10.
15. Will there be standard or temporary power available at the sites during construction?
Contractor shall make necessary provisions for temporary power necessary for installation of units, walkways, etc.
16. Storm shelters… the requirements show NSSA “storm shelter” which is Protocol
2. Does the description mean to say “Community Saferoom” which is Protocol 3 for tested shelters?
This will have to be answered separately.
17. Teaming per FAR 9.6. In a “Teaming” arrangement, can both companies combined serve as the prime and still gain credit for local contractor preference of the other partner is within Jasper and Newton Counties without a formal joint venture? If it is a “Teaming” arrangement, does that mean that one is the prime and one is the subcontractor?
The companies must be legally joined so when the Government awards this contract we only deal with the prime contractor.
