(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Basis of award: Award will be made to the lowest priced technically acceptable (LPTA) offeror with a fair and reasonable price. The Government will evaluate quoted prices for reasonableness using price analysis techniques. The Government does not intend to hold discussions. However, it reserves the right to conduct discussions if necessary.

Factor 1 - Price: The total evaluated price will be calculated as the sum of all Contract Line Item Numbers (CLINs) unit/extended prices. Offerors that provide incomplete pricing information or pricing information not in U.S. Dollars https://www.acquisition.gov/ will be rated as unacceptable and not be considered for award. Award will be made to the responsible offeror with the lowest priced technically acceptable quote.

Factor 2 - Technical Capability: In order to be considered acceptable, offerors must provide for the following

Sub-Factor 1: The contractor shall provide documentation that demonstrates compliance with the Required Specs stated in this solicitation.

Sub-Factor 2: The contractor shall provide technical approach that addresses delivery schedule within the time frame specified in the PWS.

Sub Factor 3: The contractor shall provide technical approach that addresses a maintenance and warranty plan, how they will perform maintenance, and what capabilities the offeror has to repair inoperable vehicles within the time frame specified in the PWS.

Factor 3 - Past Performance: If the total evaluated price of the responsive, technically acceptable offeror is determined fair and reasonable the Government will evaluate the offeror for responsibility in accordance with FAR 9.1. To be determined responsible, the prospective contractor must have a satisfactory performance record. A prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.

2. Process.

1. All proposals will be reviewed for timeliness. If the proposal is received after the closing date and does not meet the criteria for “late submissions” in the solicitation, the proposal will not be opened.

2. Timely proposals will be reviewed for responsiveness (compliance) to the solicitation. If the proposal is not responsive to the solicitation, it will not be evaluated further and the offeror will be notified that the proposal is non-responsive.

3. Timely and responsive offers will be ranked from lowest to highest price.

4. A technical evaluation will be conducted. The lowest priced offeror’s technical proposal will be evaluated by a technical team. If the proposal is technically acceptable, then the second lowest proposals will also be evaluated. If the technical proposal is unacceptable, the next lowest offeror’s technical proposal will be evaluated. This process will continue until two technical proposals are identified as technically acceptable.

5. The lowest priced technically acceptable offer will be evaluated for past performance. If the offeror’s past performance is rated acceptable, the process will proceed to price reasonableness evaluation.
