1. Can we ship to a shipping point within the US or do we need to ship directly to Kuwait? We see its FOB destination to Kuwait but these are very heavy and would like to ship to a consignment point within the US. If not we can ship directly to Kuwait.

No, the units must be shipped to Kuwait.

2. 5000 cycle AGM battery doesn’t exist unless you don’t discharge an AGM battery below 20%. Which means you need a lot more batteries than you expect.

Typically, you bring the batteries down to 50% and then stop, so you don’t damage the cells. But when you do that, the cycles fall to 1800 or 2000 cycles. The only way to keep the batteries above 5000 cycles in life is to never use more than 20% of the capacity. This means you need at least twice as many batteries, if not 3 times as many. Can you address how to handle this?

We have tested a unit using 12 5000 cycle AGM batteries

3. Setup and Transport

Shall be constructed on an ISO container platform.

Can you clarify about what this is? The light towers are on wheeled trailers.

The unit shall be constructed on the quadcon ISO platform.

4. Is this for the ocean shipping containers?

Yes

5. Under Setup and Transport, item (a) the requirement is:

Shall be constructed on an ISO container platform.

Do you have a picture/drawing or additional instructions so we can fully understand what is needed? Our units are mobile, on a towable trailer.

Are the units you are seeking so be non-mobile, attached to the bottom of an ISO container platform? What is the size of the ISO container platform?

We do not want trailers, the units shall be constructed on the quadcon ISO platform.

6. Under Power Storage item a and e.

Are we to understand that the light tower battery system, including batteries and generator, must be able to provide 72 hours of continuous light, both day and night, in the absence of solar input?

That is correct.

7. Under Power Storage item c.

Are we to understand that the generator can use any fuel source but must consume less than 1 gallon of that fuel per hour?

The fuel must be either diesel or gasoline.

8. Does this system need to sense the optimum discharge level of the batteries (to preserve and achieve the 5,000 cycle life of the battery) and automatically turn on the back up generator to keep the batteries from excessive discharge that would drastically alter the cycle life?

That is correct.

Under Power Storage item d

9. Is the battery charger indicated in this line item in addition to the backup generator?

10. Please clarify, 80,000. Lumens per individual light (4 lights), or as a total for the 4 lights.

Please confirm that each light must illuminate 2 acres. Yes Please confirm specifications of the batteries, 5000 cycles? Yes Is the required platform mobile, on wheels, or stationary? Stationary

11. As per solicitation every 3 weeks 25 units light towers have to delivered in a span of 6 months. Since execution time take such a long time, can contractor raise invoice for each partial delivery?

Yes, the vendor can submit an invoice for the goods that have been delivered. Once the Government accepts the goods, payment will be made for those items that were accepted by the Government. You cannot submit an invoice for more than 1 a month.

12. Is a trailer also allowed? This trailer can be shipped on a ISO container platform.

The unit shall be built on the quadcon ISO platform.

13. Can you clarify the specs on 72hours standalone without sun and recharging the battery bank in 5 hours? We calculated it and this is a very huge solar system needed + huge battery bank for 900Watt of LED lights.

72 using batteries

14. Is a hybrid LED light tower also allowed to supply? It will operate 24/7 at all times and still uses less than 2 liters of diesel per day due to a combination of solar panels and a DC generator.

Yes

15. Run time need 72hours, is only support by batteries or can charge by generator?

Batteries

16. Please advise if we can provide high quality Mobile Solar Tower Lights manufactured in India?

Yes

17. Can we expect at least 50% advance payment for the initial 25 Tower Lights and the rest 50% after delivery completion of the first 25 Solar Tower Lights? And please advise the complete payment schedule for this contract.

No you will not get an advance payment for this contract. See question 11

18. Is the mast operating system for the tower light required to be manual? Motor controlled automatic or hydraulic?

Does not matter.

19. Does the mast need to be 360 degrees rotatable?

Yes

20. Does the Solar Tower Light need to be compact and efficient enough to be managed and deployed by a single person?

No

21. What is the preferred fuel for the low fuel backup-generator? Petrol, Diesel or something else?

Diesel or gasoline

22. Are the mentioned requirements for the Solar Tower Lights a must or the closest meeting specs are acceptable too?

Technically acceptable not exact

23. We are working on this RFQ. Please can you confirm do you accept items made in China with Very High Quality?

No, we will not accept items made in China

24. Shall be equipped with LED lights capable of providing a minimum of 80,000 lumens of light. Re: one LED light 80,000 lumens or all LED lights total 80,000 lumens?

80,000 lumens total per unit

25. Shall be constructed on an ISO container platform. Re: what does this mean? Is the light tower to be with a containerized base? Do u have more details?

The unit shall be built on the quadcon ISO platform.
