PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) For
(U.S. Army Central Operational Command Post Maintenance/Field Support Technicians)
1 July 2015
PART 1
GENERAL INFORMATION
The contractor shall provide all maintenance capability necessary to affect the maintenance operations and personnel training services articulated in this Performance Work Statement (PWS) in support of the U.S. Army Central (ARCENT) Command Post which can be ordered to be established in any country within the Central Command (CENTCOM) Area of Responsibility (AOR) outside the continental United States (OCONUS).
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform all aspects of Command Post Maintenance defined in this Performance Work Statement except for those items specified as government furnished property and services.
The contractor shall perform to the standards outlined in this PWS. The Command Post is defined as the property identified to this contract at Attachment 1, as such may be amended from time to time during the period of performance of this contract. The contractor shall at a minimum be proficient in the setup, tear down, and maintenance of all parts and functions listed at Attachment 1. The ARCENT command post consists of two basic component parts designed to operate either independently at different locations or together at the same location.
When the two components are combined and functioning together at the same location, they are designated as the Operational Command Post (OCP). Nothing in this PWS shall be interpreted to restrict the ability to deploy the Command Post in any configuration of component or sub component parts to meet military necessity. The Contingency Command Post (CCP) is designed for long term deployment between the ARCENT headquarters or other designated location in the continental United States (CONUS) and a location anywhere within the CENTCOM OCONUS AOR. A smaller element out of the CCP can be deployed to any country within the CENTCOM AOR.
When the CCP element is separately deployed, the remaining component is identified as the CCP.
1.2 Background: ARCENT has contracted two technical personnel for approximately the last five years, who were tasked with immediately performing work to restore all technical communication equipment between the ARCENT Commander’s nine M1087 trucks and to set-up a Command Post when needed. Two personnel were contracted to perform whatever technical work was required to keep all CCP equipment in operational status at all times. The previous contract required contractors to deploy to any of five specific countries (Iraq, Saudi Arabia, Jordan, Kuwait and Egypt) in order to set-up a CCP by order to the ARCENT Commander. The new contract, set to begin in approximately August of 2015, has expanded that performance work requirement to any country in the CENTCOM
AOR.
1.3 Scope: The contractor shall apply the following services with overarching project management best practices to ensure full Command Post maintenance support for nine M1087 communications trucks and other supporting CCP equipment. Contractor is expected to be fully prepared to deploy to any country within the CENTCOM AOR in order to establish a CCP whenever ordered to do so. See Part five of this PWS for specific tasks.
Contractor shall establish a maintenance plan in writing for equipment they are responsible for maintaining based on: Equipment that requires routine maintenance, monthly maintenance, quarterly maintenance and annual maintenance. The maintenance plan will be included in the
QSP.
Contractor shall provide technical direction whenever needed, to include coordinating with the
ARCENT G6 FWD.
Contractor shall establish documentation and procedural standards for deliverables to be approved by the Contracting Officer or delegated Contracting Officer Representative.
Contractor shall be prepared to provide briefings to key ARCENT leaders, written updates to
Standard Operating Procedures for the CCP, full participation in CCP planning activities and a broad range of training to all CCP personnel at any given time.
Contractor shall provide a monthly work report to the COR that will at a minimum include: all reoccurring activities conducted for the period, all non-reoccurring activities conducted during the period, status of COR requests, status of CLIN funding, WAWF invoice status, contract issues pending resolution, and overtime and off-site (travel/vacation/holiday) periods. The contractor may add to this report but at a minimum will report the above listed requirements.
1.4 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and three (3) 12-month option years. The Period of Performance reads as follows:
Base Year - 01 September 2015 – 31 August 2016 Option Year I – 01 September 2016 – 31 August 2017 Option Year II – 01 September 2017 – 31 August 2018 Option Year III – 01 September 2018 – 31 August 2019
1.5 General Information
1.5.1 Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The contractor shall submit a copy with their proposal and to be evaluated. Three copies of a comprehensive written QCP shall be submitted to the KO QAS, and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.5.1.1 Quality Control Files: The Contractor shall maintain a file of all inspections or tests conducted by the Contractor, to include any corrective actions taken. This file shall be subject to Government review at the Contracting Officer's discretion during the contract term, to include any extensions of contract term. The file shall be the property of the Government and shall be turned over to the Government upon completion or termination of the contract.
1.5.1.2 Quality Control Reports: The Contractor shall submit a monthly Quality Control Report for each functional area identified in the SOW. The report shall be submitted to the COR for review and approval as part of the Contractor's quality control program.
