The U.S. Army Installation Management Command issued this requirement because relocatable shelters cannot be serviced by Army Directorate of Public Works personnel. Work must be completed by October 31, 2026, to support JPMRC 27-02, a large-scale Field Training Exercise expected to accommodate over 5,500 personnel.
The contract requires comprehensive repair and maintenance services across multiple system types. Scope includes: repair of detached insulation from interior membrane sides; patching of rips, tears, and holes in outer membranes (approximately 5 yards total); inspection, servicing, and repair of two fuel-fired furnaces per shelter with associated fuel tanks and plumbing; inspection and repair of two 14' x 14' OEM Overhead Door rolling service doors per shelter; inspection and repair of electrical wiring and components to ensure code compliance and safety; specific repair of a non-operational electrical system in Sprung #2 showing signs of shorting/arcing; repair and reinstallation of ceiling insulation retaining bars; and sub-surface burial of primary electrical conduit from power pole to distribution panel. The contractor must be a Sprung Structures "Preferred Contractor" with documented experience on Sprung products and provide all personnel, equipment, supplies, tools, materials, and supervision. All repairs must comply with OEM manufacturer standards using approved OEM materials and parts. A Draft Staffing and Support Plan with manning roster and acknowledgment of installation access requirements must be submitted within 10 working days of contract award. The Quality Assurance Surveillance Plan requires 100% acceptable quality level with TPOC on-site operations review, garrison compliance inspections, and potential work stoppage for non-compliance. Technical points of contact are Charles N. Wallace (907-353-7463) and Aaron D. Owen (907-873-4716) for on-site coordination. Performance will occur entirely at DTA ISB with the government providing portable latrines but the contractor responsible for all other support requirements for on-site personnel.

SCOPE OF WORK
TITLE: Donnelly Training Area ISB Sprung Structure Repair
DATE: 28 May 2026
1.0 BACKGROUND
This is a non-personnel services contract to provide repairs and servicing to mechanical components to three existing Sprung Structures located at the Donnelly Training Area (DTA) Initial Staging Base (ISB), in the vicinity of Fort Greely, AK for use in support of JPMRC 27-02. The DTA ISB is approximately 2.5 miles from Fort Greely, AK. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
In 2022 U.S. Army Alaska contracted for the installation of three 60’ x 120’ Sprung shelters at the DTA ISB to support a large-scale winter Field Training Exercise. Due to the accelerated timeline required to meet operational requirements, the re-locatable shelters were chosen as the preferred structure. As per U.S. Army Installation Management Command regulations, re-locatable shelters are not authorized to be repaired or serviced by U.S. Army Directorate of Public Works maintenance personnel.
JPMRC 27-02 is a large-scale Field Training Exercise. During the Exercise over 5500 personnel will be transitioning through the Donnelly Training Area and Fort Greely, AK. Extreme cold weather, unknown logistical and operational support requirements and a shortage of available warm sleeping areas makes the use of the existing three Sprung Structures on DTA ISB a significant exercise support capability. The structures require repairs to the exterior membrane, interior insulation and electrical system/connections. The structures also require preventative maintenance inspections on the mechanical components (furnaces, rolling service doors, access doors, electrical systems) installed in the Sprung shelters to make them usable for the exercise. The contractor should be a Sprung Structures ‘Preferred Contractor’ with experience working on Sprung products
The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services requested in this statement necessary to support this effort. The contractor shall perform to the standards in this contract.
