PERFORMANCE WORK STATEMENT
ELKAY Drinking fountain install (x4) Building 3437 Luzon Avenue
FORT WAINWRIGHT, ALASKA
1.0 Service Support Description: The objective of this performance work statement (PWS) is for the contractor to provide labor and equipment necessary to demo & depose of existing water fountains & install four government provided Elkay EZH2O LZS8WSSK Water Bottle Refilling Station W/Filter at one location on Ft.
Wainwright at the Mission Training Complex, 3437 Luzon Avenue, Fort Wainwright, Alaska 99703. See Attachment Two for the two 1st floor locations & see Attachment Three for the two 2nd floor locations. All work shall be in accordance with all installation, state, and Federal codes and laws.
1.1 Parts/Supplies required for demo, disposal & installation of drinking fountains shall be required for the contractor to provide.
1.2 The work will include:
a. Plumbing demo and any modifications as needed to install the fountains.
b. Installation of 4x Elkay EZH20 LZS8WSSK water bottle filling stations
(Government Furnished)
c. Provide and install stainless steel backsplash with each fountain
d. Dispose of the demoed fountains & other debris.
1.3 All work will have to be coordinated with Facilities Management (Darrell Henry 907- 353-3385, darrell.d.henry.civ@army.mil ). The contractor will test the sites for asbestos, lead, PCBs then deliver a copy of the results Facilities Management prior to the work being started. Installation shall not interfere with existing scheduled training required to support soldier and/or staff daily activities. This service will commence NLT 10 days after the award. The period of performance will be 30 days from the award date. Some action of work must occur before September 30, 2025. A post award meeting before September 30, 2025, will meet this fiscal need.
1.4 Work hours shall be M-F 0700 – 1700 daily except for Federal Holidays.
Contractors will not be issued a Visitors ID badge. The contractors will not be in any restricted areas in the facility. Government escorts are not required.
Placement to the access roster will be required. The contractor’s workers must be able to access Fort Wainwright, AK.
2.0 ACCEPTANCE: Contractor should be able to show progress as required by facility management. Management shall witness these changes.
3.0 PAYMENTS: Invoices shall be inputted into WAWF as a 2-in-1 Combo Invoice for all contractual work completed. Invoices submitted for any work not completed or covered in the contract will be rejected and returned to the contractor.
4.0 Site Safety and Security: The contractor will provide a site safety and security plan to the POC before the work begins. The plan shall be in accordance with the approved security and safety programs. Site security shall be always maintained.

5.0 Antiterrorism Requirements. All Contractor employees, including subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the KO if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. 5.1 iWATCH. The Contractor and all associated sub‐contractors shall brief all employees on the local iWATCH, Corps Watch, or See Something, Say Something program (training standards provided by the requiring activity Antiterrorism Officer).
This local developed training will be used to inform employees of the types of behavior to watch and instruct employees to report suspicious activity to the COR.
This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after training completion.
