1. GENERAL: Provide all materials, labor, and equipment to complete repair by replacement of the Air Traffic Control Tower observation windows per this statement of objectives and the construction documents attached/enclosed.

1.1. Executive Summary. The building 1580 (ATC) was surveyed due to the work ordered of ice crystals forming inside of some of the ATC window panes. This is a life, health, and safety issue not allowing a clear line of sight of incoming aircraft and of the runway involving the Aviation Community.

1.2 Facility. Structure was originally constructed in 1984. It is currently the primary Air Traffic Control Tower (ATC) for Ft. Wainwright.

2. PROJECT REQUIREMENTS: Replace all ATC observation window panes.

2.1 ATC window panes shall be replaced with like/existing panes 12 total (triple pane). Contractor shall then clean and prepare the existing window frame area for the new glass unit. Each Pane shall be 1 ¾” clear insulated glass unit, ¼” Clear Annealed Glass, ½” Air Space, ¼” Clear Annealed Glass, ½” Air Space, ¼” Clear Annealed Glass.

Nominal dimensions provided in attachment 2 – it will be contractor’s responsibility to perform detailed measurements for final fit and finish. Windows will be sealed and frames/mounting finished to match existing. Blinds will be demounted, moved out of way and re installed as necessary to accommodate work. Any associated trim or other items that are damaged during the performance of this project.

2.2 The contractor will be responsible for all of the window measurements, ordering, shipping arrangements and associated costs. Contractor shall be responsible to provide cover and protect consoles and any other government property in the tower cab.

2.3 The prospective offeror and installation team shall have a minimum of three years of experience in commercial glass installation and shall have engaged in the installation of large and heavy insulating windows at a minimum height of 70 feet on two or more buildings. Certification of the above qualifications shall be submitted in resume format with the offer that will be used in determining the bidder’s responsibility.

2.4 During the removal and installation of the window unit, the Government will provide onsite a temporary storage area and space for the crane and/or other Contractor’s equipment at no cost to the contractor.

2.5 The Cab roof will not be used by the Contractor in any way to aid in the removal and installation of the window unit. Critical radar data dishes located on the east face of the tower shall not be blocked at any time.

2.6 The Contractor will be responsible for all repair and/or replacement of any damage done to any interior furnishings, window shades, electronic equipment, Cab consoles, ceiling, and other existing items. The Contractor shall clean and/or repair all adjacent interior and exterior surfaces impacted during replacement process including concrete or asphalt surfaces damaged due to leaking oil, outrigger pads, etc. Contractor will be responsible for acquiring all permits to move any type of heavy equipment to and from the project site. Contractor shall be responsible of disposing existing glass, all waste will have to be disposed of off Fort Wainwright.

3. Schedule:

3.1 The period of performance is 240 120 days after issuance of a Notice to

Proceed (NTP). The NTP will be issued 10 days after the date the contract is awarded.

The period of performance includes the time required to process submittals and any lead times in procuring materials and equipment. Window installation shall not commence until 1 March 2019.

3.2 The contractor will submit a work plan detailing: anticipated crane position, size of work crew in cab area, duration of work in the cab area. Contractor shall submit a tentative construction schedule with bid. Contractor shall brief the COR on the work plan a minimum of 5 days prior to work. Contractor shall furnish a safety plan for Contracting Officer’s Representative (COR) review and approval. Plan shall include fall protections measures. Contractor shall be responsible for acquiring all permits/clearances required to move any type of heavy equipment to and from site and for operating equipment on site for duration of work.

3.3 Anything mentioned in the Scope of Work and not shown on the drawings, or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.

3.4 Upon award of the contract, contractor shall meet with Project Manager and Contract Management for a Pre-Con meeting, before beginning work. Work will only commence after the issuance of a Notice to Proceed (NTP) and after required submittals have been made.

3.5 All work will be performed by certified personnel, as applicable. All required training and certification costs will be paid by the Contractor.

3.6 Contractor shall provide Quality Control. The government’s Quality Assurance (QA) individual shall work closely with the Contractor’s QC individual to ensure all contract requirements are included. The contractor will furnish a safety plan for the Contracting Officer’s approval, it shall detail fall protection.

3.7 Sustainable Acquisition. The contractor must meet the recycled content requirements set forth by the EPA for the products listed at http://www3.epa.gov/epawaste/conserve/tools/cpg/products/, the Bio Preferred Program requirements set forth by USDA.

3.8 All new contractor employees, to include subcontractor employees, requiring access to Department of Defense installations, facilities, and controlled access areas shall complete initial Operations Security (OPSEC) training or provide proof (Certificate) of current annual OPSEC training. All contractor employees will complete annual refresher training as required by the length of the contract. The contractor shall maintain certificates of completion for each employee and subcontractor employee upon employment.
