Project #ISC-00006-7J Replace UPS
Building #1061
Scope of Work 6/18/2018 **Changes are in red**
1. Project Requirements. The Contractor shall provide all labor, conduit, conductors, fittings, equipment, mounts, devices, accessories, transportation, and storage as required to perform all work in accordance with these specifications, commercial practices and industry standards. All work shall be accomplished in accordance with applicable federal, state, and local regulations. Work includes but is not limited to the following:
• Disconnect and remove existing Liebert 30 KVA UPS. The existing Liebert 30 KVA UPS is in a failed state, unit is discontinued, batteries have reached life cycle, and firmware is out of date.
• Install and energize a new Eaton 93PM 30 KVA UPS or equivalent per this statement of work and product data sheets.
2. The point of contact (POC) for this project will be the contracting office until time of award. Additional project POC’s will be provided to the awardee.
3. The Contractor shall accept directions only from the Regional Contracting Office- Alaska (RCO-AK) Contracting Officer (KO). Requests or desires of the users or using agency made directly to the Contractor will be immediately brought to the attention of the KO, and the Contracting Officer’s Representative (COR) if applicable. Any changes to the project scope or other provisions of the SOW must be authorized in writing by the KO.
4. Disconnect and Remove Existing UPS. The Contractor will install sufficient temporary equipment, conductors and connections to keep all the existing equipment and components operational during the removal of the existing UPS. See the attached drawings/pictures for the locations and descriptions. The tasks anticipated under this portion of the scope include but are not limited to:
A. The Contractor will coordinate any and all temporary shut downs with the designated point of contact. The Contractor will make all switch overs and temporary shutdowns after 4:30pm on weekdays or on weekends. The Contractor will schedule any shutdowns for the switch over one business day prior to with a follow-up one hour prior to switch over. The notification will be done with the point of contact designated at the pre-construction meeting after project award.
B. The Contractor will furnish and install sufficient properly sized and phased conductors, connectors, fittings and equipment to bypass the existing UPS prior to removal of the existing unit and its battery banks and associated cabinets.
1) The Contractor will also remove and dispose of the existing current 250 ampere main breaker for the UPS and install/connect and energize a new 100 ampere main breaker to supply/energize the new UPS in its place.
C. The Contractor will remove and dispose of the UPS components, batteries, rack/cabinet(s), internal switchgear and BDS-40 on top of the unit.
D. The Contractor will remove and dispose of anchors and/or other hardware that was specific to the UPS that was removed. The Contractor may leave in place any anchors and/or other hardware that will be used to mount the new UPS.
E. The Contractor will appropriately fill and finish anchor holes in the floor left from the removal of the existing UPS’s.
F. The Contractor will do a general cleaning of the UPS’s area floor prior to placing the new UPS’s in place.
5. Install New UPS. The Contractor will furnish, install and energize the new UPS and battery rack at the location shown on the drawings. The tasks anticipated under this portion of the scope include but are not limited to:
A. The Contractor will furnish, install, connect and energize a new 30 KVA UPS’s at the location where the UPS’s was removed. The Powerware 93PM UPS with batteries and rack shall meet the highlighted salient characteristics in the attachment as well as the following. The unit will have 7X24 Technical support access, service priority status, communication card and most current software/firmware. The batteries will be capable of sustaining the load for one hour.
B. The highlighted salient characteristics in the attachment for the brand name or equal requirement shall be met to be acceptable for award. The Contractor shall submit proposed equal equipment and/or materials for Government consideration during the pre-bid submittal process of the contract.
C. When the contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service, and all other appurtenances.
D. The Contractor will ensure that the UPS and all of its components and associated equipment and hardware are securely mounted in place.
E. The Contractor will energize the new UPS with temporary feed conductors.
F. The Contractor will run all manufacturers specified checks and start-ups and verify that all components operate as they are designed to do.
G. The Contractor will verify that the battery bank is fully charged.
H. Once the equipment and components are verified as operating to the manufacturers specifications. The Contractor will remove the temporary conductors and connect the UPS in line with the permanent power.
I. The Contractor will make all switch overs and temporary shutdowns after 4:30pm through 6am on weekdays or on weekends.
J. The Contractor will schedule any shutdowns for the switch over well before the need for a shutdown. The shutdowns will be coordinated with and through the Signal POC.
K. The Contractor will also work through the above listed individual if equipment needs to be shifted to remove the existing UPS’s or to install the new UPS’s. All attempts will be made to minimize any disruption within the facility.
L. The Contractor will take appropriate precautions to mitigate dust and any damage to the existing building equipment, components, flooring, walls and door.
M. The Contractor will furnish one scheduled on-site training and question session on the new equipment.
N. The Contractor will take an amperage draw reading on all of the phase conductors of the UPS panel. A reading of four minutes on each leg will be acceptable; the contractor will note the highest reading during the four minute observation. The Contractor will notify the facility management specialist of those amperage draw readings in a printed format.
O. All other circuits, components and/or utilization equipment will be left energized and operational.
P. The Contractor will not be required to paint the conduit, boxes or other equipment for this project where it is exposed.
Q. The finished product and all of its components shall provide a complete operational and functional system.
7. Anything mentioned in the Scope of Work and not shown on the drawings, or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.
8. The Contractor shall site verify any and all dimensions and shall carefully examine the entire site and building and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents prior to the submission of your bid and commencement of work.
9. Completion date-Period of Performance not to exceed 120 days after NTP issuance.
10. Upon award of the contract, contractor shall meet with Facility Management staff for a Pre-Con meeting, before beginning work. Work will only commence after the issuance of a Notice to Proceed (NTP). The building included in the scope of this contract will likely be occupied. The Contractor will schedule and perform work under this contract in such a manner as to allow the occupants of the building to continue their normal activities with the least amount of interference. NTP will be issued 10 days after the date the contract is awarded. The construction period includes material and equipment delivery times.
11. The completed installation shall comply with all applicable provisions of the NEC, Manufacturers Requirements and the SOW (Drawings and Specifications), enclosed and/or attached.
12. All work will be performed by certified personnel, as applicable. All required training and certification costs will be paid by the Contractor.
13. Contractor shall provide Quality Control. The government’s Quality Assurance (QA) individual shall work closely with the Contractor’s QC individual to ensure all contract requirements are included.
14. Contractor shall verify all equipment operational and insure your quality control inspections and corrections have been accomplished before calling Contract Management for the final inspection!
15. Required submittals:
With proposal: Please include construction schedule with the proposal UPS Catalog cuts
Submittals required prior to start of construction: Delivery dates and updated construction schedule
Submittals before final inspection: O&M Manual – 3 hard copies (bound and indexed) and one computer disk (CD).

16. Security Requirement. All Contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
