QUESTIONS AND ANSWERS
The 413TH CSB Regional Contracting Office in Alaska (RCO-AK) is providing a report for questions received from potential bidders related to solicitation W912D0-17-R-0006 in order to provide a fair opportunity for all bidders. The following Q&As include relevant questions properly submitted before the deadline for questions.
Verbal responses to questions will not be provided. Both, questions and answers will be compiled into a Word document and posted as an amendment. Only written answers will be considered official and binding.
1. QUESTION: The zone table on page 13 of the PWS does not list any specific locations under each zone. Does this mean that there will not actually be zone differentiation, or simply that there are no examples given for each zone? We assume the mileage thresholds at the top of the table will be used to establish which zone each location will fall under. If this is the case will the contracting office determine mileage to each location? Will this happen before or after award, or maybe per Delivery Order? Would the contractor report mileage/zone back to the contracting office and a location zone list would build gradually from each order?
ANSWER: The individual locations were left blank because the information was not readily available. The contractor along with the contracting office will determine mileage and proper zone assignment based on each task order. This will allows us to build the latrine delivery zone gradually based on each task order.
2. QUESTION: Pumping and Cleaning of Latrine Vaults (Septic Tanks) CLIN #0008 and PWS 2.5 - What is the proposed time frame for vault pumping? If thawing is required to pump a tank in the requested time period does this need to be included in the price, or will it be billed separately outside of the contract? Is this expected to be done annually for each location?
ANSWER: CLIN #0008, Pumping and Cleaning of Latrine Vaults (Septic Tank), will be accomplished based on task orders issued by the Contracting Office. The preferred time to pump the latrine vaults is from April to October. There is no requirement to thaw the latrine vaults.
3. QUESTION: Pumping and Cleaning of Latrine Vaults (Septic Tanks) CLIN #0008 and Bid Summary - It look like on the Bid Summary that the vault pumping CLIN is built per gallon. How will this CLIN be ordered and executed? By quantity 1000 for a 1000 gallon tank? Per location? Would it be ordered as all 25,000 gallons and we report back to the government how many gallons were pumped and an order would be decremented in response? Will a size verification always happen first and then an order written from there? Is it anticipated that contracting will require the pumping of all listed vaults?
ANSWER: CLIN 0008 will be ordered with a max value on the Task Order. If the total quantity is not pumped then a decrement modification will be conducted for actual volume pumped. The Task Orders can be issued individual by location or with multiple locations on one task order. This will be based on the Governments need at that time. Size verification may or may not happen first. All vaults listed in the PWS and Price list will require pumping at some point.
4. QUESTION: Size Verification of Latrine Vaults (Septic Tanks) CLIN #0009 and PWS
2.5 - What if the size of a tank cannot be verified? Often times the surest way to determine size is to pump one that is full and measure. If it is decided that this is the only possible way to determine the tank size, how will this be charged to the government? Would this count as the verification, and an annual pumping would be separate? Or would this count as a pumping of the vault under the pumping CLIN, and an additional charge under the verification CLIN be added to the total cost? Is the means of verification irrelevant to any pumping, and if we use pumping for the verification, the two things are unrelated?
ANSWER: Task orders will be issued by the contracting office to the contractor to verify latrine vault sizes. Industry expertise will be used to determine the best course of action to verify sizes. Therefore, filling a tank and pumping it to determine size will be included in CLIN #0009. Size verification will be accomplished once. The Government will not pay for size verification and pumping at the same time as they are separate tasks.
5. QUESTION: Pumping and Cleaning of Latrine Vaults (Septic Tanks) CLIN #0008 and PWS 2.5 - What “cleaning” is expected in relation to the pumping of the vaults?
Is this simply removal of trash?
ANSWER: CLIN #0008, Pumping and Cleaning of Latrine Vaults (Septic Tank), is for complete removal of all waste, trash, and debris inside each latrine vaults.
6. QUESTION: Relocation CLIN #0006 – Is this charge intended to cover both mileage and the cleaning service to move restrooms included in one amount? Is this charged per restroom or per trip? If per trip how many restrooms are expected to be moved at one time?
ANSWER: CLIN# 0006 pricing includes mileage and cleaning service for each latrines that needs to be relocated/moved.
7. QUESTION: Pumping and Cleaning Services CLIN #0004 – Will a final cleaning service at CLIN #0004 be charged on pickup of each restroom as a separate charge from any rental in CLIN #0001 - #0003? Or is the rental intended to include the final service on pickup along with any delivery and pickup mileages?
ANSWER: CLINs #0001, #0002 and #0003 include delivery, set-up, pick-up, final cleaning service at pick-up, and mileage in the price. CLIN #0004 is for the number of cleanings and pumpings the customer requests before pickup of each latrine.
8. QUESTION: We wanted to clarify what the term “Task Order Driven” means?
ANSWER: The term task order driven means that the work will be defined/describe by a task order against the contract. Per FAR 2.101, “Task order” means an order for services placed against an established contract or with Government sources.
9. QUESTION: In regard to the removal of trash as part of the CLIN #0008, Pumping and Cleaning of Latrine Vaults (Septic Tank), is this removing trash from inside the tank? Or just the trash inside each stall/user area?
ANSWER: CLIN #0008, Pumping and Cleaning of Latrine Vaults (Septic Tank), includes trash removal from inside the tank only.
