Project # DCA-70657-5J Install New Fixtures

Building # 3020

Scope of Work (26 April 2017)

1. Project Requirements. The Contractor shall provide all labor, conduit, fittings, equipment, fixtures, mounts, devices, accessories, transportation, and storage as required to perform all work in accordance with these specifications, commercial practices and industry standards. All work shall be accomplished in accordance with applicable federal, state, and local regulations. Work includes but is not limited to the following:

A. Remove 70 existing fixtures

B. Install 70 new four foot four tube T-8 high bay fluorescent fixtures

2. The point of contact (POC) for this project will be the contracting office until time of award. Additional project POC’s will be provided to the awardee.

3. The Contractor shall accept directions only from the Regional Contracting Office-

Alaska (RCO-AK) Contracting Officer (KO). Requests or desires of the users or using agency made directly to the Contractor will be immediately brought to the attention of the KO, and the Contracting Officer’s Representative (COR) if applicable. Any changes to the project scope or other provisions of the SOW must be authorized in writing by the KO.

4. Remove the existing fixtures/Install new fixtures and circuits as necessary. The

Contractor will remove and dispose of the existing fixtures. The Contractor will install new fixtures and circuits as necessary. The tasks anticipated under this portion of the scope include but are not limited to:

A. The Contractor will check each of the existing lighting circuits that supply the warehouse area for current loading with an amperage meter. The Contractor will note those amperage readings and furnish a copy of those readings to the FM specialist. The Contractor will furnish, install and energize any additional light circuits as needed to supply the new fixtures because of the increased draw.

B. The Contractor will install the new and existing lighting circuits in such a manner as to have a balancing effect on the current loading on the supply panel(s). The Contractor will install new lighting contactor(s) of sufficient size to operate the lights from the current switch locations.

C. The Contractor will disconnect, remove and dispose of all the existing ceiling fixtures, conduits and conductors in the warehouse portion of the east end of building #3020. The Contractor will only be required to remove conduit and conductors back to the first box or can supplying the existing ceiling lights.

D. The Contractor has salvage rights to the fixtures, mounts, conduit and conductors.

E. The Contractor will furnish, install, connect and energize sufficient temporary lighting to safely operate the warehouse during the removal of the old fixtures and the installation of the new fixtures. The Contractor may remove the existing lights a portion at a time to minimize the use/need for temporary lighting.

F. The Contractor will furnish, install, connect and energize sufficient conductors within contractor installed conduit to install new four foot four tube high bay fluorescent fixtures to replace the existing fixtures which were removed. For every existing fixture that is removed a new fixture will be installed in the same general space.

G. The Contractor will furnish and securely mount two each one foot lengths of 1

5/8” channel to the building structure to mount each new fixture to.

H. The new fixtures will be installed in three straight lines parallel to the exterior side walls; as measured at each end of each row of lights.

I. The Contractor will take an amperage draw reading on all of the phase conductors of the supply panels. A reading of four minutes on each leg will be acceptable; the contractor will note the highest reading during the four minute observation. The Contractor will notify the facility management specialist of those amperage draw readings in a printed format.

J. The Contractor will not be required to paint the conduit, boxes, fittings, supports or other equipment for this project.

K. The Contractor shall make a reasonable effort to verify dimensions and shall examine the project to become aware of the existing conditions and difficulties involved in the completion of the work in accordance with the Scope of Work prior to the submission of your bid and commencement of work.

L. The use of existing spare breakers and the installation of tandem breakers in the panel is authorized. The use of existing conduit and boxes from the panel is also authorized.

M. EMT with compression fittings will be used for the installation of the new fixtures and conduit.

N. All other circuits, components and/or utilization equipment will be left energized and operational.

O. The finished product and all of its components shall be constructed and assembled to handle the environment in which it is installed.

P. Conflict and/or clarity issues in reference to items, descriptions or drawings within and of this scope of work will be resolved with the writer of this scope.

Q. The Contractor shall perform all activities so as to limit interference with operations of the facility and the work of others.

R. Label panel(s) with new circuit description(s) in typewritten print.

S. References in specifications to any brand name equipment or material shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for Government consideration during the submittal process of the contract.

5. Anything mentioned in the Scope of Work and not shown on the drawings, or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.

6. Completion date-Period of Performance not to exceed 60 days after NTP issuance.

7. Upon award of the contract, contractor shall meet with Facility Management staff for a Pre-Con meeting, before beginning work. Work will only commence after the issuance of a Notice to Proceed (NTP). The building included in the scope of this contract will likely be occupied. The Contractor will schedule and perform work under this contract in such a manner as to allow the occupants of the building to continue their normal activities with the least amount of interference.

8. All work will be performed by certified personnel, as applicable. All required training and certification costs will be paid by the Contractor.

9. Contractor shall provide Quality Control. The government’s Quality Assurance

(QA) individual shall work closely with the Contractor’s QC individual to ensure all contract requirements are included.

10. Security Requirement. All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
