Amendments:
09/18/2023 Amendment 0001: The purpose of this amendment is to –
1. Adding attachment three contractor’s questions with answers.
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested.
(ii) Competitive quotes are being requested under Request for Quote (RFQ) Number W912CN-23-Q-0050
(iii) This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06, Effective: July 12, 2021
(iv) The North American Industry Classification System (NAICS) code applicable to this acquisition is 441227, Pohakuloa Training - PTA - Police Department on the Big Island and the small business size standard is $40.0 million. This procurement is a 100% Small Business set aside. Any quote that is submitted by an other than Small Business concern WILL NOT be considered for award.

(vi) DESCRIPTION OF REQUIREMENTS: (See Attachment 2_Product Description)
EXTENDED DESCRIPTION: This acquisition requirement is to support Pohakuloa Training - PTA - Police Department on the Big Island. The requesting office has a request for the purchase of one (1), (2 door) Utility Vehicle (UTV).
To be considered acceptable and eligible for award, quotes must provide a complete quote including all of the items in accordance with the Attachment_2. The Government will not consider quotes or offers for partial items or quantities.

(viii) INSTRUCTIONS TO OFFERORS
The Government may consider quotes that fail to address or follow all instructions to be non-responsive and ineligible for contract award. A complete quote includes a response and submission to each of the following:
1. General Instructions:
A. SUBMISSION OF OFFER: Follow the directions in Addendum to 52.212-1 Instructions to Offerors.
B. QUOTE shall be submitted electronic mail (email) on or before 18 September, 2023 at 09:00 AM (Monday) Hawaii Standard Time (HST), reference the solicitation number W912CN23Q0050 in the subject block, and sent via email to Monica L. Napoleon, Contract Specialist at monica.l.napoleon.civ@army.mil. Offer Acceptance Period in accordance with Addendum to 52.212-1: By submitting an offer, the offeror agrees to hold prices submitted with its offer for a period of 30 calendar days from date of receipt of offers. Interested parties shall submit their questions via electronic mail to monical.napoleon.civ@army.mil. Questions are due No Later Than (NLT) Friday, 15 September 2023, 9:00 AM Hawaii Standard Time (HST). Questions received after 9:00 AM on Friday, 15 September 2023 will not be answered by the USG. The USG will issue and amendment to solicitation number W912CN23Q0050 on or about 15 -16 September 2023 to provide answers to questions submitted by interested parties.

3. Type of Contract:
The USG contemplates award of a firm-fixed price (FFP) contract as a result of this solicitation. The Government intends to evaluate the quote and award a contract without negotiations with the offeror.

However, the Government reserves the right to conduct clarifications, communications or negotiations if later determined by the Contracting Officer to be necessary.
4. Delivery Date: 240 Days ADC
5. Questions must be submitted in writing to the Contract Specialist, Monica L. Napoleon at monica.l.napoleon.civ@army.mil. A response to questions submitted will appear as an Amendment on the SAM.GOV website: https://www.sam.gov. The deadline for submission of questions is no later than Friday, 18 September 2023 at 9:00 AM HST. Questions received after 9:00 AM, HST on 18 September 2023 will not be answered.
Addendum to 52.212-2 Evaluation – Commercial Items
EVALUATION FACTORS FOR AWARD
1. BASIS OF AWARD
1. Basis of Award. The request for quote will utilize streamlined acquisition procedures pursuant to FAR Part 12 and FAR Part 13 as authorized by Subpart 13.5. The Government intends to award a firm fixed price contract.
The quotes will be evaluated for fair and reasonable price.
Formatting Requirements: Submit quotes in electronic PDF, Microsoft Word or Excel format. Offerors shall annotate the unit pricing information in accordance with the Line Item Structure annotated in paragraph (v) of this solicitation.
The award decision will be based on the vendor meeting solicitation requirements meeting the salient characteristics stated within Attachment 2. The offeror having the required representations and certifications (Valid SAM Registration) in order to be eligible for award.
Past performance will not be formally evaluated however shall be reviewed by the Contracting Officer during the responsibility determination pursuant to FAR Part 9.
At any time prior to selection, including upon receipt of quote, the Government may exclude a quote from further consideration for reasons such as (but not limited to): Non-compliance with instructions related to the solicitation or the quote is determined to be not technically acceptable.
2. EVALUATION CRITERIA FOR FACTORS
2. Evaluation Criteria. The evaluation will be based on a complete assessment of the Offeror’s quote.
(ix) Evaluation Factors for Award: The specific evaluation criteria included are technical and price as defined below:
Factor I – Technical: The Government will evaluate the quote to see if the following specification requirements are met to include all information required for a complete quote as defined in paragraph 2 above. Factor II – Price: The Government will evaluate the total price to determine if it is fair and reasonable. The price quote shall include a unit price for each item and a total firm-fixed-price for all line items. The total firm-fixed-price shall include all applicable taxes.
**Basis for Award: The Government intends to award a firm fixed price contract resulting from competitive quotes received in response to this solicitation. The quote will be evaluated for a fair and reasonable price.
The award decision will be based on the lowest priced technically acceptable offeror meeting solicitation requirements, such as terms and conditions, salient characteristics, representations, and certifications in order to be eligible for award. The vendor must be registered in the System for Award Management (SAM). The Government reserves the right to award no contract at all, depending on the quality of quotes submitted and availability of funds.
(x) Offerors must include a completed copy of the provision at 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items (OCT 2014), with its offer.

(xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not used for this requirement.
