PERFORMANCE WORK STATEMENT

Dumpsters Rental and Hauling Support Seward Military Resort

1. General:

1.1. This is a non-personal support contract to provide dumpsters rental and hauling support to support the Seward Military Resort, Alaska. The Government shall not exercise any supervision or control over the contract support providers performing this support. Such contract support providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

2. Description of Support:

2.1. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide dumpsters rental and hauling support as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards in this contract.

3. Objectives:

3.1. Provide dumpsters rental and hauling support at the Seward Military Resort to ensure proper waste disposal.

4. Scope:

4.1. The Contractor shall provide the dumpsters rental and hauling support necessary to support the Seward Military Resort. Support shall include rental, delivery, pick-up, set-up, and hauling of four 6CY dumpsters or two 6CY dumpsters with bear proof lids from 1 April 2022 to 31 March 2027. See Exhibit 1 for the required location for dumpsters and Exhibit 2 thru 5 for rental quantities, hauling frequency, and dates.

4.2. All work performed by the Contractor shall be in compliance with all known and applicable Federal, State, and U.S Army regulations and laws, and standard industry practices for this work. In the event of conflict between regulatory guidance, Federal law(s) shall govern. The work performed under this contract is necessary to ensure continuous, safe, and reliable waste disposal that supports the customer’s mission.

5. Place of Performance:

5.1. The work shall be performed at the Seward Military Resort in Seward, Alaska.

6. Period of Performance:

6.1. The period of performance (POP) shall be for one (1) base year of 12 months and three (4) option years of 12 months each (tentatively from 1 April 2022 to 31 March 2027).

7. Schedule:

7.1. H ours of Operation: Delivery, pick-up, set-up, and/or hauling of dumpsters shall be accomplished on any day of the week, between 9:00 A.M. and 5:00 P.M.

7.2. F ederal Observed Holidays: The Government does not require the Contractor to provide support on federal holidays. However, the contractor may, at his option and without additional expense to the Government, provide service on any federal holiday.

7.3. N otification of Schedule: The Contractor shall notify the Contracting Officer Representative (COR) at least twenty-four (24) hours prior to performance of any contractor activity.

8. Type of Contract:

8.1. The Government will award a Firm Fixed Price support contract for this requirement.

9. Contracting Officer’s Representative (COR):

9.1. The COR Management System Tool Virtual Contracting Enterprise (VCE) -

Acquisition Resource Center (ARC) for nomination, tracking, documentation, and management of CORs will be used. The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the Contractor performs the technical requirements of the contract; perform or cause to perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor Contractor's performance and notifies both the Contracting Officer (KO) and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

10. Security:

10.1. The contractor shall comply with requirements of electronic or web-based systems for vehicle and personnel passes in order to gain unfettered access to military installations.

10.2. Contractor personnel performing work under this contract shall not have been convicted of any felony, and shall pass a criminal background check prior to access the installation.

10.3. The Government reserves the right to deny access to or ban any Contractor employee from the installation.

10.4. The Contractor shall safeguard all Government equipment, information, facilities, and property provided for Contractor use.

10.5. A ccess and General Protection/Security Policy and Procedures: Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contract or Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

10.6. F or Contractors That Do Not Require CAC, but Require Access to a DoD F acility or Installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC- III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190- 13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

11. Safety:

11.1. Contractor activities shall be conducted in a safe manner that minimizes accidents as well as any impacts on Army operations and members of the public. Contractor shall comply with applicable Federal, State, and local codes and standards, including safety and occupational health requirements, as well as any additional specific requirement contained in this PWS.

12. Emergency Services:

12.1. The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the KO and the Requiring Activity (RA) Point of Contact (POC) within 30 minutes of the incident.

12.2. The Contractor may, at his option, use the nearest Installation’s Emergency

Services, available by dialing 9-1-1. Emergency medical treatment and other emergency services for Contractor personnel are the responsibility of the Contractor, including any fees or charges imposed.

13. Government Furnished Property and Services:

13.1. The Government will not furnish any services, facilities, utilities, equipment and/or materials under this contract.

14. Contractor Furnished Items and Responsibilities:

14.1. The Contractor shall furnish all supplies, utilities, equipment, facilities, and services required to perform work under this contract.

15. Specific Requirements:

15.1. The Contractor shall, at no additional cost to the Government, obtain all licenses and permits required for performance of work and for complying with all applicable local, state, and federal laws, rules, and regulations.

15.2. I nvoicing: All Contractor invoices shall be submitted via Wide Area Work Flow (WAWF) using contract line item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and get necessary training in order to submit invoices through WAWF. Invoices not submitted via WAWF shall not be accepted or paid

Dumpsters located at Ground Maintenance and Pony Cove are to be hauled once a week on Tuesdays from February to April. Approximately 136 hauls (68 hauls per dumpster X 2 dumpsters) will be needed during the term of the contract.

Exhibit 3 – Hauling Frequency and Dates for Dumpsters Located at RV Park, Fish Houses, Ground Maintenance, and Pony Cove

Dumpsters located at RV Park, Fish Houses, Ground Maintenance, and Pony Cove are to be hauled twice a week on Tuesdays and Fridays from May to September.

Approximately 876 hauls (219 hauls per dumpster X 4 dumpsters) will be needed during the term of the contract.
