Performance Work Statement (PWS) US Army Pacific (USARPAC)

Joint Pacific Multinational Readiness Capability (JPMRC)Containerized Latrine Unit’s (CLU) Custodial -

Janitorial Services February 13, 2021

1.0 Background. The mission of the US Army Pacific (USARPAC) is to posture and prepare the force for unified land operations, to respond to threats, sustain and protect the force, and to build military relationships that develop partner defense capacity in order to contribute to a stable and secure US Pacific Command (USPACOM) Area of Responsibility (AOR). The Department of Defense and Army are redirecting their focus toward the Pacific.

Stationing dispersion and expansiveness of the Asia-Pacific region make a theater “fixed site” Combat Training Center (CTC) capability sub-optimal. To best meet Theater responsibilities USARPAC must develop a Joint Pacific Multi-National Readiness Capability (JPMRC) which can provide an exportable Pacific Theater Combat Training Center (CTC) experience capable of training Army, Joint and Multi-National forces from Battalion (BN) through Brigade Combat Team (BCT) level.

1.1 The JPMRC Detachment is currently located on Schofield

Barracks Area X; however, the Instrumentation System as well as most execution specific infrastructure for the capability is located on 895 McMahon Road, Building R1054 on Schofield Barracks, HI 96857. Building R1054 is the primary workplace for much of the JPMRC personnel and is also the hub for 196th Infantry Brigade during JPMRC exercise support.

2.0 Scope/Objective. This JPMRC CLU PWS applies to currently

procured and emplaced equipment and is essential to the functioning of these units moving forward. The purpose of this requirement is to provide JPMRC with a more permanent and sustained sanitary solution to the long-term porta-jons use at their fixed location. The Contractor shall provide support to the 196th Infantry Brigade JPMRC at 895 McMahon Road, Building R1054 on Schofield Barracks, HI 96857. The Contractor shall be required to provide personnel to accomplish the tasks identified below.

2.1 The Contractor does not require a Security Clearance to

execute the required tasks.

3.0 Tasks: In accordance with (IAW) the Training Support System (TSS) Contract, as an independent Contractor, and not as an agent of the Government, shall provide the necessary resources to support the following tasks:

3.1 Performance Requirements Summary (PRS)

3.1.1. The Contractor shall perform custodial - janitorial

services for (2) Containerized Latrine Unit’s (CLUs) three (3) times per week on Monday, Wednesday, and Friday. Each CLU consists of two individual sinks, four (4) toilets, and one urinal trough. If the Contractor is not available on the specified day, they will inform the COR to discuss another day of the week to perform services.

3.1.2. Contractor shall install two push paddle roll paper towel dispenser per unit, two Impact liquid /foam soap dispensers refillable type per unit to support the two sinks, and one-four roll toilet tissue dispenser per stall. Each CLU unit has a 35 gal trash can.

3.2 The Contractor, during normal operation, shall clean

Containerized Latrine Unit’s (CLUs) to include toilets, stall dividers, sinks, backsplash, and fixtures, urinals, sweep and mop floors. Replenish supplies for each CLUs to include toilet papers, paper towels, hand washing soap liquid, empty and replace trash can liners.

3.2.1 Performance Standards

STD: Install two push paddle roll paper towel dispenser per unit, two Impact liquid /foam soap dispensers refillable type per unit to support the two sinks, and one-four roll toilet tissue dispenser per stall.

STD: Clean and replemish/refill supplies for 2 CLUs three times per week.

STD: Contractor shall coordinate re-work and inform COR.

Deliverable:

Contractor shall submit List and pictures of all items installed within 30 days of contract award date.

Contractor shall submit a monthly report of re-worked requirements to COR.

AQL: 2%, No more than two validated customer complaints per week.

4.0 Place of Performance and Hours of Operations. The

Contractor shall perform tasks under this contract at 895 McMahon Road, Building R1054 on Schofield Barracks, HI 96857.

4.1 Hours of Operations. The Contractor shall perform tasks

under this PWS as required to meet the Government’s services requirements and project / product delivery schedules and deadlines. Primary hours of operation Monday, Tuesday, Wednesday, Thursday, and Friday 0900-1700.

4.2 Recognized Holidays: The contractor shall not be required to perform services on the recognized Federal holidays.

4.3 Type of Contract: The government will award a Firm Fixed

price Type Contract.

4.4 Access, General Protection, and Security Policy and

Procedures. 2b. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014- 05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility, or area.

Contractor and all associated subcontractor employees shall comply with applicable installation, facility, and area commander installation and/or facility access and local security policies and procedures (provided by government representative).

The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

2b. Contractor not eligible for CAC, but requiring access to a DOD facility or installation.

Requiring agency considers reason for and length of access.

Maybe more expedient to meet and escort contractor onto and back off the installation. a. Clause: Contractor will coordinate with COR and Requiring Agency to ensure protective measures/plan are in place for receiving the contractor and assisting in temporary credentialing to gain installation access, providing over watch/escort during services rendered, until complete and contractor credentials are returned and contractor is off the installation.

Contract employee’s conduct shall be IAW 5CFR Parts 2600-2641 and DOD-5500 7-R (Joint Ethics Regulations). If a Contract employee is removed from the job site or dismissed from the premises, the Contractor is not relieved of the requirement to provide sufficient personnel to perform the services as required by this PWS. IAW 18 USC 1382 and AR 380-49, the authority of the Installation Commander to control and deny a Contractor employee entry to all or part of the installation is absolute. The individual concerned has no right to appeal.

4.5 The Contractors will not require access to the JPMRC-IS, which includes components that operate at the CLASSIFIED SECRET level. In performing this contract, the Contractors will have not have access to classified information. iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility, or area. The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 7 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

5.0 Period of Performance. The Period of Performance shall be:

Base year: 01 March 2020 through 28 February 2022.

Option Year 1 01 March 2022 throguh 28 February 2023 Option Year 2 01 March 2023 through 28 February 2024.

6.0 Materials. Equipment, hardware, material, supplies and

associated support/maintenance will be provided by the Contractor.

7.0 Government Furnished Property (GFP). The government will not provide the Contractor with any GFP required to accomplish the duties associated with the performance of the PWS.

7.1 Government Furnished Equipment (GFE). The government will not provide the Contractor with any GFE required to accomplish the duties associated with the performance of this PWS.

8.0 Monthly Status Report (MSR). N/A

9.0 Personnel.

9.1 The Contractor shall provide a workforce possessing the

skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing work under this PWS shall remain employees of the Contractor and shall not be considered employees of the Government.

9.2 Contract employee’s conduct shall be IAW 5 CFR Parts 2600- 2641 and DOD-5500 7-R (Joint Ethics Regulations). If a Contract employee is removed from the job site or dismissed from the premises, the Contractor is not relieved of the requirement to provide sufficient personnel to perform the services as required by this PWS. 10.0 ON-SITE COR / Contracting Officer Representative (COR).

10.1 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;

coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

11.0 Payment.

11.1 The Contractor shall bill the Government on a monthly

basis. A copy of the invoice and DD250 shall be sent electronically to the TPOC and the COR not later than the 18th of each month.

11.2 Upon receipt of a Wide Area Workflow (WAWF) approved DD250, submit the invoice, DD250, and other pertinent modification documents to the DFAS Office listed in Block 15 of the task order award.

11.3 WAWF Clauses: The Contractor shall comply with the

following WAWF clauses:

11.3.1 Defense Federal Acquisition Regulation Supplement

(DFARS) 252.232-7003 – Electronic Submission of Payment Requests and Receiving Reports – Contractor shall submit payment requests using electronic forms.

11.3.2 DFARS 252.246-7000 – Material Inspection and Receiving Report – Contractor using the WAWF fulfills the requirement for a material inspection and receiving report (DD Form 250).
