Performance Work Statement (PWS) 9th MSC Custodial and Grounds Contract Saipan

Vision Statement

The 9th MSC USAR facilities/real property are well maintained and present a professional, well maintained, clean & orderly area for USAR Soldiers to train and work. The facilities provided for the 9th MSC personnel and visitors of its installations are maintained with high standards and reflect a high level of readiness.

1 Introduction Custodial/janitorial services are required for the 9th MSC Headquarters, located at the U.S. Army Reserve Center located in Saipan. The buildings are to be serviced in accordance with local and federal policies and procedures. Responsibilities include: General sweeping, mopping, vacuuming, deodorizing, window cleaning, disinfecting, trash removal of admin office areas, gym room, and restrooms. Replenishing of toilet paper, liquid hand soap, and paper hand towels of restrooms. Further requirements are to provide grounds keeping services at the U.S. Army Reserve Center located in Saipan.

1.1 Mission

The 9th Mission Support Command executes mission command in accordance with Title 10 responsibilities for the Pacific Army Reserve Forces throughout its area of responsibilities in the pacific region. It must maintain Army Reserve Centers in a high state of readiness at Saipan (Common Wealth of the Northern Mariana Islands). It is imperative that Army Reserve forces have Army Reserve Centers strategically located to facilitate training and full-time unit support employees working in each Army Reserve Center.

Contracted services are required to provide all management, labor, equipment, supplies, materials and transportation necessary to ensure that janitorial services are performed at the United States Army Reserve (USAR) Centers located at the USAR Center located in Saipan (CNMI). Grounds keeping will be provided by the contractor at the USAR Center located in Saipan CNMI. The services rendered by the contractor will provide facilities that reflect a high degree of cleanliness, professional appearance, and a well maintained grass, shrubs, plants, and grounds.

1.2 Scope

The contracted service will provide general custodial services and grounds keeping for the 9th MSC in the U.S. Army Reserve Center located at the U.S. Army Reserve Center located in Saipan CNMI. The desired outcome is to provide orderly and clean facilities at each of the U.S. Army Reserve facilities in the pacific region. Janitorial service will include administrative offices, hallways, classrooms, assembly areas, maintenance buildings, restrooms, common office areas, fitness facility areas, and maintenance office areas. Areas serviced will be cleaned and disinfected with environmentally safe cleaning and disinfecting products. Grounds keeping services will include removing waste material from the USAR premises and disposing of the waste matter in a safe and environmentally sound manner using the current laws and appropriate statutes of each area.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.2 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals such as what types products and/or devices that will used, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3 Contract Administration and Management

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and the Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

2.3.1 Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at Fort Shafter Flats, U.S. Army Reserve and the U.S. Army Reserve facility in Saipan and the contractor's corporate offices. This will be accomplished by directly speaking with the Contracting Officer (KO), and COR via telephone or in person.

2.3.2 Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

2.3.3 Personnel Administration

The contractor shall provide the following management and support as required. The contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements such as use of products, knowledge needed to coordinate site visits, and whatever is needed to know at each location to provide the required services. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks as required. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).

2.4 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (KO) and approval has been given to do so by the KO.

2.5 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure that Davis-Bacon labor rates, and man-hours are utilized in the performance of each Task Order. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

2.6 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at the U.S. Army Reserve Center of Saipan. Normal workdays are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day, 40 hours per week. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0900 to 1500 daily. All employees are expected to be available during core hours.

3 Performance Requirements Provide recurring grounds keeping and custodial services for the USAR Center located in Saipan USARC (2 Bldgs: 3, 4)

3.1 The contractor shall provide custodial services for the administration offices, restrooms, break rooms, and gym facility located at the U.S. Army Reserve Center located at Saipan Performance Standards

a) STD: The contractor shall provide custodial services for the U.S. Army Reserve Center located in Saipan AQL: No more than two complaints per quarter.

3.1.1 The contractor shall service the admin rooms providing sweeping, mopping with a disinfectant cleaner, vacuuming, room deodorizing, trash removal from trash cans, replace trash can liners, dusting to remove dust and dirt from table tops, office furniture and office equipment

3.1.2 The contractor shall clean the restrooms using industry standard cleaners with a disinfectant insuring toilets, urinals, toilet/urinal stall partitions, sinks, counter tops, mirrors, shower stalls, floors are cleaned and bacteria free, present a clean appearance free of streaks, soap film, stains, mildew, standing water, and be free of evidence of soil or debris

3.1.3 The contractor shall replenish restrooms with liquid hand soap, paper hand towels, toilet tissue, emptying trash receptacles, removing trash and replenishing receptacles with new trash can liners, deodorizing using industry standard restroom and toilet/urinal deodorizers

3.1.4 The contractor shall provide service to the gym room facility by vacuuming and/or sweeping, wiping mirrors down, wiping equipment down with an environmentally safe sanitizer/cleaner that is safe for skin contact insuring areas are free of smudges, finger prints, marks, streaks, stains, and spills are removed and/or not present

3.1.5 Gym room will be vacuumed and/or swept, mirrors wiped down, equipment wiped down with and environmentally safe sanitizer/cleaner that is safe for skin contact insuring areas are free of smudges, finger prints, marks, streaks, stains, and spills are removed

3.2 The contractor shall provide grounds keeping for the U.S. Army Reserve Center located at Saipan

Performance Standards

a) STD: Contractor will provide grounds keeping for the U.S. Army Reserve Center located in Saipan AQL: No more than two complaints per quarter.

3.2.1 The contractor shall provide all labor, tools, equipment and supervision to satisfactorily perform grounds keeping consisting of grass cutting, maintaining a grass height of not more than 3 inches, tree trimming and shrub maintenance to present a neat uniform appearance

3.2.2 The contractor shall provide grass cutting and tree/shrub pruning as often as necessary to maintain a neat appearance

3.2.3 The contractor shall cut grass/lawn alongside the walls of the buildings, along the edges of sidewalks, and/or around planted areas such as trees and shrubbery shall be cut, trimmed and present a neat uniformed appearance

3.2.4 Any cuttings, leaves, debris, and discarded material produced during the performance of grounds keeping must be picked up at the end of the work day and be disposed of off the facility in an approved disposal site

3.2.5 The use of industry standard herbicides are authorized provided the use is in accordance with the manufacturer's recommendations/instructions and used solely for its intended purpose and best commercial use practices

3.2.6 The contractor shall provide all labor, tools, equipment and supervision to satisfactorily perform grounds keeping consisting of grass cutting, maintaining a grass height of not more than 3 inches, tree trimming and shrub maintenance to present a neat uniform appearance

Performance Standards

a) STD: No more than 4 validated complaints per year AQL: No more than two complaints per quarter.

3.3 Anti-Terrorism (AT) and Operational Security (OPSEC)

It is an Antiterrorism awareness program that the contractors' workforce, while on Army installations, must be all familiar with to promote and enhance Reporting suspicious activity or behavior. The program has two elements: "passive" and "active". The passive element is an individual's situational Awareness of his or her surroundings. The active element of IWATCH involves Individuals taking action to report suspicious behavior or activities to law Enforcement for more investigation. Contractor personnel, to include Subcontractors, performing on or within an army controlled facility, area or On an army installation are required to brief and train their personnel on Line at IWATCH training us army. Contractor personnel shall train all Personnel within 5 days of contract award or within 5 days of hiring action. Contractors shall report all completed training to the COR within 7 days of Contract award or hiring action.
